Abstract
This paper focuses on Science and Technology for development : draft ECA regional paper for the United Nations Conference on Science and Technology for Development. The existing economic situation in which Africa finds itself, and its international roles as a primary supplier of raw materials and a consumer of manufactured goods and imported technology, make socio-economic transformation rather difficult in view of its basic weak position and lack of capabilities.
