Abstract

The aim of this report is to identify the modalities for mobilizing and generating financial resources at the national and regional level for science and technology development in Africa. It premised on the fact that as a way out of the existing poverty, science and technology capability has to be developed and financed adequately. The rest of the report is divided into five parts.
