| dc.description.abstract | As requested by resolution 288(X.Il) of the Conference of Ministers the Executive Secretary of ECA convened the first pledging conference" of African plenipotentiaries in April 1977 in Lagos, Nigeria. Thereafter the ECA Conference of Ministers decided by resolution 33l(XIV) that pledging conferences should be arranged on a biennial basis.
