Technical and organizational problems of the African Census Programme

Abstract

This document presents the principle technical and organisational problems that have been encountered in the development and implementation of the African Census Programme. It was compiled by the Chief of the statictics division, ECA, and his staff of African Census Programme regional Advisers. This paper includes expositions of varying lengths on the items listed in the table of contents. In addition to discussing the African Census Programmes principle technical and organisational problems, each section can be utilised ac to guide for national census organizations and/or UN census experts to resolve some of the problems that have been encountered in the planning, implementation and conduct of national census programmes in their respective countries.
