For most developing countries a population and housing census is the most extensive, complicated and expensive civil operation. It is a gigantic operation involving almost everyone in the country compared, for instance, to an election, which is also a relatively big operation in terms of organization. However, an election activity has a cut off point with regard to voting age and usually attracts full government support, with respect to finances, logistics and publicity.
