The purpose of this paper is to provide both the basis needed for a comprehensive study of the various components of building costs, with reference primarily to housing and related infrastructure, and fundamental framework for the elaboration of national building cost analyses. Another is to elucidate the profitability analysis approach to buildings, dealing net only with individual income and with the cost items of real estate but also with their interrelationship, with reference primarily to tenement buildings, so as to facilitate sound assessment of the financial resources required for undertaking specific housing and related infrastructure programme.
