The Second meeting of the Ad-hoc Committee was opened on 4th November 1974 at the Headquarters of the Economic Commission for Africa in Addis Ababa.The Committee agreed that various means of persuasion
should be adopted to ensure the active participation of all
African undertakings and all African countries should be
informed of the proposed activities of the institutions and
persuaded and convinced of the benefits resulting from association
and participation with the proposed institutions. The means of
persuasion may be intensified by launching campaigns, with
posters and advertising on African newspapers and magazines.
