The importance of the population factor in the developing countries which were attempting to raise the living standards
of their peoples through rapid social and economic development. The problem, he noted, was particularly acute in Africa with its very high
rates of growth of population, the inadequacy of information on population
levels and trends and the general lack of qualified African demographers.
