The staffing situation of ECA Statistics Division has significantly improved during the biennium 1990-1991 compared with the preceding biennium. The Division had an average of 91 per cent of the total of professional work-monthly originally provided for it in the work programme budget, as against 68 percent during the biennium 1988-1989. A list of professional staff in the Statistics Division is attached as Annex l. However, only 87 per cent of the total work-months were available during the period under review due to prevailing local situation during mid-1991. In addition, the staff of the Division had been given a special assignment relating to the processing of the ECA survey for the final review or the implementation of the United Nations Programme of action for African Economic Recovery and Development 1986-1990 ((UN-PAAERD) which took approximately 11 per cent of resources In the final analysis, only 76 per cent of the total work-months were actually available during the biennium 1990-1991 for delivery or planned outputs.
