The enlargement of the European Community's financial cooperation with African countries raises a number of issues relating to the volume, terms and conditions of aid, the control and administration of the Rand, the execution of projects, their sectoral allocations, and the European Investment E d . Financial cooperation with not be dependent on any trade or other relationships.
