Abstract

Six years have gone by since the first seminar on urgent administrative problems of African government, and the suggested discussion theme (a review of administrative action in African development governing an attempt at planning for the future and a new administrative “strategy” for the near future) involves many traps and difficulties, as may well be imagined.
