Abstract

The purpose of a scheme to enhance export proceeds should be so increase prospects for the growth the development of African countries by making available to them a higher and steadily-growing stream of foreign exchange availabilities, the amounts of which are predictable within a reasonable time-frame. This implies in the first instance the establishment of arrangements designed to increases, it requires the establishment of a norm identifying fluctuations in export proceeds that takes fully into account the trend in the exporting countries’ export earnings, and procedures for compensation and repayment that take fully into account changes in these countries terms of trade.
