Opening statements were made by the Director of the Niamey-based MULPOC on behalf of the Executive Secretary of the ECA, the High Commission and the Secretary General of the Organization for the Development of the River Senegal (OMVS), and the Secretary of State for Planning representing the Government of Niger.en
