This document focuses on the United Nations family "of agencies has paid increasing attention to the role of trade and foreign exchange generally as a factor in the economic development of the less advanced countries. This culminated in the establishment of UNCTAD within which efforts are being pursued to secure the adoption of policies that are favorable to a steady expansion in the foreign exchange earnings with which developing countries can finance their economic growth. It is recognized, however, that the existence of favorable international trade policies is not by itself sufficient to assure increased export earnings.
