dc.description.abstractThis report covers briefly the activities of the ECA secretariat during the biennium 1967-1968 in the field of human resources development, particularly manpower planning and training. These activities were motivated by a keen sense of concern over the serious manpower bottleneck which hampers national development effort and the level of unemployment which restrains the effective mobilization of human resources for sustained development.en
