The question of rural development in Africa was very quickly perceived as being complex, and reflection on the matter focused on the definition of the concept and its objectives as well as the most effective organizational means for attaining those objectives. The initial endeavors to this end marked the beginning of rural 'development in Africa and particularly made clear to contemporary generations the actual nature of the links between the rural 'areas and cities.
