This paper is based on the deliberations of an ad-hoc expert group meeting held in Addis Ababa from 16-20 January 198S, on the situation of the development of environmental legislation in Africa with emphasis on regional and international agreements and conventions (see Annex I). It briefly reviews the situation and suggests some of the possible reasons for the lag in acceding to regional and international conventions on the environment by African countries.
