Development of capabilities for science and technological information

The prerequisite for the establishment of a new international economic order is the development of the requisite capability, within the developing countries, to assume effective control of decisions affecting their development. The countries must develop adequate infrastructural capabilities in terms of policies and institutions to conceive, design and evolve their own development programmes that suit their socio-economic situations, national priorities and resource endowments, A critical factor in the development of such capabilities is the availability of and access to and utilization of technological information which is a fundamental tool for development.
