The deteriorating per capital food availability, compounded by drought in recent years, led the OAU Heads of States and the United Nations General Assembly to adopt Africa's Priority Programme for Economic Recovery, 1986- 1990 (APPER) and the United Nations Programme of Action for African Economic Recovery and Development, 1986-1990 (UN-PAAERD) respectively. They had a common objective, that of raising agricultural productivity by giving priority to agriculture and supporting activities. Supporting activities here include activities related to the provision of a package of inputs to agriculture. According to the UN-PAAERD, measures to be taken to make the inputs available include the "development of industries for the production of agricultural tools and equipment, small-scale irrigation equipment and other agricultural inputs; rehabilitation and upgrading of existing plants; and establishment of engineering capacity for the production of spare parts and components". These measures/strategies are in line with the programme of the IDDA which gave priority to the engineering sub sector within the industrial sector in general and the development of agricultural tools, implements, equipment and machinery in particular.
