The performance of the ECA Statistics Division during the
biennium 1986-1987 was seriously affected by the financial crisis
facing the United Nations which led to a recruitment freeze being
imposed in April 1986. This implied that any post which become
vacant through attrition during the period was frozen. Thus the
Statistics Division had an average of just under 60 per cent of
the total work-months originally provided for it in the work
programme budget. The percentage of total work-months available
declined from approximately 77 in January 1986 to 47 in December
1987. The full list of professional staff in the Statistics
Division is given in Annex I.
