This paper has been contributed by Mr. R.E. Griffiths, CBS, Secretary Local Authorities Conditions of Service Advisory Board, United Kingdom. It has "been said that an army marches on its stomach. Certainly, it is true that the effectiveness of a local authority largely depends on the caliber of its officers. And just as a charming exterior may conceal inner decay, so the results of poor recruitment and "bad morale may secretly undermine the whole structure of efficient service without the deterioration being perceived until it has reached an advanced stage, when even the most drastic remedies may do little to improve the immediate situation.
