Commission resolutions 306 (xiii) and 318 (xiii) on "Co-operation in Manpower Development and Utilization" and "Training for Development", which were adopted by the ECA Conference of Ministers in Kinshasa, Zaire, in 1977S urged African countries to "make maximum use of the training and research facilities of existing African technical colleges, universities and other specialized institutions for the training of African nationals", and called upon the Executive Secretary of ECA to promote the development of appropriate African multinational, sub regional or regional training institutions and programmes designed to meet Africa1s present and future manpower needs using, wherever feasible and desirable, existing national or multinational institutions.
