Abstract
A population census has been described as the single most extensive and complex statistical operation. It involves many interrelated activities which are usually divided into three main phases, namely pre-enumeration activities, enumeration and post-enumeration activities. The activities in each of the three phases require careful planning and execution to ensure a successful census. The enumeration phase, however, is regarded as very critical since the quality of the census results depends to a very large extent on the adequacy of the enumeration.
