Abstract
The 27 least developed countries (LDCs) in Africa can be described as the periphery of the periphery not only in region but also in a wider global context of' economic interdependence. According to such critical economic and social indicators of long-term structural character (notably income levels, share of manufacturing in GDP and literacy), these countries are ranked as the poorest with extremely low per capita income. The Government revenue of these countries are extremely tight allowing for only limited flexibility in economic management.
