Abstract
This note has been prepared as an introduction to the ECA Program Budget 1988-1989'and the Medium-Ten* Plan 1990-1995 as they relate to — and the System-Wide Medium Term Plan for Women and Development 1990-1995. In the United Nations there are a set of rules and regulations-governing programme planning in the organization including the women's programme. These rules have been developed in compliance with General Assembly resolutions 37/234 and 38/227, The entire process consists of planning, programming, monitoring and evaluations exercises.
