Abstract
The Substantial New Programme of Action (SNPA) for Least Developed Countries (LDCs), adopted in 1981, aimed to address structural economic challenges through domestic reforms and international support. This paper evaluates its implementation in African LDCs, focusing on economic performance, international aid, and debt issues. During 1980–1984, these economies stagnated due to structural weaknesses, drought, and declining agricultural and manufacturing output. Despite increased Official Development Assistance (ODA), resource flows remained insufficient, and debt burdens grew.
