Report of the OAU Secretary General on The Situation of Refugees, Displaced Persons and Victims of Natural Disasters

Abstract

Africa had remained a continent at the cross roads of crises repeated and continuing drought causing economic deprivation, marginality and hunger, global economic recession compounded by high interest rates and adverse terms of trade resulting in untold economic constraints, then refugees displaced persons and victims of natural disasters roaming virtually everywhere on the continent with the belief that any life outside the present one. Thus, today Africa’s least developed countries (LCDs) are not only suffering on the account of poverty, under development and dependence, but also on the account of shouldering the burden of millions of other countries nationals be they refugees, displaced persons or victims of natural disasters , many of whom are sometimes accompanied by as many heads of livestock.
