The organization of the civil registration administration may be centralized or decentralized. A centralized system is one where the network of local registration offices is directly controlled and administered by a central authority or an agency in the national government. A decentralized registration system is one in which the local registration offices are supervised or administered by some authority at a sub national level such as a district, region, state or province.
