In this paper, a synopsis of present African social and economic conditions will be made with a view to highlighting the main imbalances which dictate manpower development priorities. The current manpower supply and demand situation will next be reviewed to show general problem areas. An analysis of the factors that have given rise to these problems will also be made with a view to proposing sore practical measures that need to be adopted to correct imbalances.
