This report provides an assessment of Ethiopia’s SDPRP from five inter-related perspectives: the processes, its content, public finance aspects, capacity building issues, and donor involvement. The
following conclusions could be reached from which important lessons could be drawn. When it comes to the PRSP process, clearly government’s commitment to a participatory policy
process was the key element to the success of the PRSP process as was a broad-based public
interest and commitment to generate policy ideas to improve the PRSP. A strong coalition of
the civil society, despite capacity limitations of individual institutions, and the donor
community helped in the formulation of a broad-based PRSP.
