The sub-regional meeting on Economic Co-operation in East Africa, held in Lusaka from 26 October to 2 November 1965, recommended the formal establishment of “the Economic Community of Eastern Africa under a Treaty to be drawn up” and the setting up of “an Interim Council of Ministers to draw up the Treaty and the carry out measures of economic co-operation pending ratification of Treaty”. The Lusaka meeting further asked the Economic Commission for Africa, Inter alia, “to undertake preparatory work for the convening of the Interim Council of Ministers”.
