Abstract
The training of personnel for the implementation and management of sustainable development should be regarded as one of the critical ingredients in measures to enhance the socio-economic recovery and development of the economies of African countries. A nation could be endowed with all the material resources required for the production of goods and services but if its human resources are undeveloped and illiterate, such a nation would find it difficult to cross the threshold of underdevelopment. The centrality of human skills input in the development process was underlined in the Lagos Plan of Action (LPA) adopted by the 2nd Extra-Ordinary Assembly of OAU Heads of States and Governments, devoted to economic matters meeting in Lagos, Nigeria, April 1980.
