Cadre d’évaluation et de rapportage des dépenses fiscales en Afrique: Rapport sur la Gouvernance Economique
La présente deuxième édition du Rapport sur la gouvernance économique a été établie sous la supervision générale du Secrétaire exécutif de la CEA, Antonio Pedro, du Secrétaire exécutive adjointe de la CEA, Hanan Morsy, et du Secrétaire exécutif de l’ATAF, Logan Wort, la supervision de l’établissement du rapport ayant été assurée par le Directeur de la Division de la macroéconomie et de la gouvernance, Adam Elhiraika, et par la Secrétaire exécutive adjointe de l’ATAF, Mary Baine. L’équipe chargée de la rédaction du rapport, placée sous la direction du Chef de la Section de la gouvernance économique et des finances publiques de la Division de la macroéconomie et de la gouvernance de la CEA, Gamal Ibrahim, se composait d’Allan Mukungu, Douglas Kigabo, Farzana Sharmin et Masresha Yimer Kelkele de la CEA et d’Ezera Madzivanyika et Edward Groening de l’ATAF. Le rapport a bénéficié des contributions des experts et consultants indépendants David Wentworth et Joseph Okuja. Les études de cas de pays ont bénéficié de l’appui des responsables de la coordination de l’ATAF et de leurs homologues responsables de la coordination choisis au sein des autorités fiscales nationales de l’Afrique du Sud, du Bénin, du Burkina Faso, du Ghana, du Kenya, du Maroc, de Maurice, de l’Ouganda, de la Tanzanie et de la Zambie. Le rapport indique que, quelle que soit la manière dont les dépenses fiscales sont accordées (que ce soit par l’intermédiaire du ministère des finances, du ministère de tutelle ou des autorités locales/entités décentralisées), la faible gouvernance affecte souvent le processus de sélection des projets appropriés pour atteindre les objectifs économiques et sociaux visés. Le présent rapport estime que les pays africains peuvent augmenter leurs recettes fiscales jusqu’à 14 % du PIB en réformant la gouvernance des dépenses fiscales à l’aide d’un cadre stratégique de gouvernance approprié. Le cadre de gouvernance des dépenses fiscales devrait reposer sur des cadres législatifs et réglementaires solides permettant d’établir et de gérer des systèmes de dépenses fiscales.

A framework for assessing and reporting tax expenditures in Africa: Economic Governance Report II
Africa is grappling with recovery from the triple crises of Covid-19, the Russia-Ukraine conflict and climate change. Mobilizing the resources to facilitate this recovery effort warrants a holistic approach, looking within and outside the continent, to maximize domestic resources and optimize external resources in line with Africa’s priorities. The focus in this report is on tax expenditures, where governments provide allowances to potential taxpayers that reduce the effective tax base and actual tax revenues collected. The revenue lost through tax expenditures could have been more judiciously allocated among the country’s different development priorities under prudent oversight, ensuring that no one is left behind. This report provides a framework for the effective governance of tax expenditures, including the assessment of the fiscal costs of tax expenditures and reporting. The framework has the potential to inform government consideration of the value-for-money propositions of the expenditures, and to result in expunging unproductive incentives thereby boosting revenue collection. It can also contribute to boosting the continent’s domestic resource mobilization, reducing its vulnerability to debt and volatile external financing, and improve the prospects of meeting its development goals. The report reflects that however tax expenditures are provided (whether through the ministry of finance, line ministry or subnational government), weak governance often affects the process of selecting the right projects to attain the targeted economic and social goals. This report argues that African countries can increase tax revenues by up to 15 per cent of GDP by reforming the governance of tax expenditures with a strategic policy framework. The tax expenditure governance framework should be underpinned by sound legislative and regulatory frameworks for formulating and managing tax expenditure systems.

Rapport sur la situation, la capacité et l'état de préparation de dix autorités nationales de réglementation pharmaceutiques pour l’harmonisation de la réglementation des médicaments en vue de faciliter l'approvisionnement groupé et la fabrication locale :questions liées à la réglementation des produits pharmaceutiques
Le présent rapport expose les résultats d’une évaluation des capacités et de l’état de préparation de dix autorités nationales de réglementation des médicaments pour ce qui est d’harmoniser efficacement la réglementation des médicaments afin d’encourager les achats groupés et la fabrication locale. Il présente les objectifs du projet, la méthode suivie et les résultats obtenus, donne des recommandations, et propose un plan d’action. Sur la base du présent rapport, il convient de lancer un appel à toutes les parties prenantes pour qu’elles s’engagent à des interventions durables qui favoriseront la prestation de services pharmaceutiques en Afrique. La dépendance du continent à l’égard des produits pharmaceutiques importés entrave la croissance économique et encourage la production de médicaments de qualité inférieure, ce qui se traduit par une morbidité et une mortalité élevée.

Enhancing the functionality of digital identity systems: identification and optimization of use cases for the Kaduna State government
There is no universal standard for prioritizing digital identity use cases for national or subnational governments. At present, digital identity frameworks are being recognized by industry and are increasingly being used in the public and private sectors, but the frameworks mainly cover national digital identity systems. The Green Economy Innovations and Technologies Section of the Technology, Climate Change and Natural Resources Management Division of the Economic Commission for Africa (ECA), in close collaboration with the ECA Digital Centre of Excellence on Digital Identity, Trade, and Economy, is supporting the Governor’s Office in the Nigerian State of Kaduna in identifying, optimizing, and implementing digital identity use cases. To carry out this consultation, ECA engaged two consultants. The consultants had to identify high-value digital identity use cases that would have a strong impact on the development plans of the State of Kaduna and could be directly linked to the national development plans of the federal Government. Through a stocktaking exercise of existing sets of potential use cases, the two consultants were required to work in conjunction with ECA in developing a use-case prioritization framework to assist the Kaduna State government in making decisions on which use cases to implement immediately. In the first draft of the present report, the consultants outlined their proposal for a use-case prioritization framework. The proposal was in line with the terms of reference. The draft was transmitted to ECA and the Kaduna State government teams. The present final draft incorporates all the comments received on the draft report and is deliverable under the contract. The consultants acknowledge the invaluable input of ECA and the Kaduna State government teams.

Policy briefs in support of the UN High-Level political forum 2023: Advancing SDG7 in Africa
The constraints on African economies and communities brought on by the continent’s persistent energy access deficit have recently been made worse by the global energy crisis. This, in turn, has been brought on by the COVID-19 pandemic, the Russia-Ukraine conflict and the growing impact of climate change. If Africa is to achieve the development goals outlined in the United Nations 2030 Agenda for Sustainable Development and the larger African Union (AU) Agenda 2063, the continent needs a radical shift in how it views energy. It also needs urgent action to address its long-standing energy access issues. Such action must include increased financial support from donor countries and multilateral institutions. Many African countries are not on track to achieve the Sustainable Development Goal 7 (SDG7) target of ensuring everyone can access affordable, dependable, sustainable and modern energy. Access to reasonably priced and reliable modern energy services is also a crucial prerequisite for progress in many other development goals. The continent has an abundance of energy resources, both renewable and fossil, yet public resources are highly constrained. At the same time, there are low levels of private sector investment in Africa’s energy transformation and limited support for recovery from financial hardship. According to “Africa Energy Outlook 2022”, produced by the International Energy Agency (IEA), the continent has made progress towards universal energy access in recent years. Electricity coverage increased from 44–56 per cent of the continent’s population between 2010 and 2023.

This report is aimed at developing local content thresholds for the fertilizer, packaging, and pharmaceutical sectors in Zimbabwe. It was developed on the basis of a desk review of the national local content strategy and its associated policies, laws and regulations, and the findings of market studies on the state of those sectors and their supply chains. The review encompassed the guidance provided through national strategic plans, laws, and policies, focusing on local content procurement challenges and opportunities.

Africa: A total of 42,821 (3.8%) health workers from 42 countries has been infected, with South Africa having 64% (27,360/42 821) of all the reported cases. Liberia 15.6% (208/1,334), Niger 15.6% (184/1,182) and Guinea-Bissau 12.2% (282/2,303), have the highest country specific proportion of health worker infections among confirmed cases. A total of 118 new COVID-19 related deaths occurred in 11 countries. South Africa has registered about 58% of all the reported cases in the WHO African region and the top five countries collectively accounting for 77% of all reported cases.
