1. Conditions governing the Awards:

ECA and its TIGA Partners have the right to reproduce and transmit in any media, for non-commercial purposes, the work that has been selected.

ECA and its TIGA Partners have the right to cancel the Awards at any time, when the selected entities and organizations are found ineligible or don’t fulfill the criteria laid down for the award.

The decision of the judges shall be final.

Members of the Panel of Judges for the Award and members of the sponsoring institutions shall not be eligible to submit an entry.

2. Criteria for entries:

Applicants are required to submit a full description of the project under each category entered. In addition, a dully-completed application form should accompany all entries. The project description should clearly illustrate the benefits to Government clients of the category entered based on the selection criteria including Government effectiveness in terms of reducing costs, effective delivery of public services and improved accessibility to citizens, and fostering local talent and creating synergies between the private and public sectors.

Application forms and description of the project should be in English or French. Though the projects/initiatives can be in any language including local languages, the submissions should be translated into English or French.

Entries that do not address projects in Africa and undertaken by non-local organizations are not eligible.

3. Submission of Entries:

A FULLY COMPLETED FORM WITH A FULL DESCRIPTION OF THE PROJECT MUST ACCOMPANY EACH SUBMISSION; OTHERWISE THE ENTRY WILL BE DISQUALIFIED.

All entries in a language other than French and English must have translation and/or transcription included in the submission.

Closing date for the 2011 Technology in Governments in Africa (TIGA) Awards is 28th February 2011.

4. Winners:

The winners will be selected from entries, which in the opinion of the Judges make a significant contribution to Government effectiveness, effective delivery of public services and improved accessibility to citizens, and fostering local talent and creating synergies between the private and public sectors.

The selection will be followed by an official notification from the ECA and its TIGA Partners for each category and sub-category.

The winning entries will be disseminated internationally and honored at the 2011 TIGA AWARDS Ceremonies to be held between April and May 2011. The Awards for Education Category will be organized during the 6th International Conference on ICT for Development, Education and Training (eLearning Africa) scheduled to take place from May 25 – 27, 2011 in Dar es Salaam, Tanzania; while the rest of the Awards will be organized during the second meeting of the Committee on Development Information, Science and Technology (CODIST-2) scheduled to take place in April 2011 in Addis Ababa, Ethiopia.
