Remittances constitute a global lifeline for people across the planet, especially in low- and middle-income countries. Their importance has even exceeded that of foreign aid, private capital flows and foreign direct investment in developing countries. The COVID-19 pandemic has severely impacted remittance inflows to Africa, mainly owing to the situation that African migrants face in destination countries, many of which have been the greatly affected by the pandemic, and the disruption of the operations of remittance service providers. The present report calls upon governments to make remittances an essential component of their strategies to build back better towards a more sustainable and resilient post-pandemic world. Given that reduced remittance flows could exacerbate the current crisis by cutting poor people off from their primary lifeline, facilitating remittance flows would be an effective way of directly supporting people in need and providing an economic boost to countries, thereby accelerating worldwide recovery and leaving no one behind.

Southern Africa has the lowest internal trade on the continent and among other regions of the world at 15% according to preliminary findings of an issues paper on Intraregional agricultural trade in Southern Africa. Speaking at the opening of an experts group meeting on strengthening inter-regional trade in southern Africa, United Nations Economic Commission for Africa (ECA) Southern Africa Office Director, Said Adejumobi said internal trade in Africa, particularly southern Africa has remained stagnant while trade and exports to other countries have increased. Preliminary findings from the ECA issues paper on ‘Intra-regional agricultural trade in Southern Africa: trends, issues and challenges’ shows that SADC’s exports to the world as a proportion of its GDP have increased from 20 to more than 30 percent during the last decade, but the share of its exports to the region have grown much more slowly and account for only 3 percent of regional GDP.

The Executive Secretary of the Economic Commission for Africa, paid an official visit to Mauritania, s on an issues concerning the country’s macroeconomic stability and achievements made in good governance. During the visit, efforts made by the country to invest in improving its infrastructure; these efforts include the launch of the Free Trade Zone, the extension of the fishing port. These investments have contributed to propelling the country towards steady economic growth which, he noted, would need additional efforts for the country to see higher and sustainable growth rates.

This statement delivered by Mr. Hakim Ben Hammouda Director, Trade, Finance and Economic Development Division of the ECA at the Review of Economic Partnerships Agreements Negotiations. Mr. Hammouda, on his remarks highlighted that, The ECA recognizes the dynamic role Kenya is playing in the international negotiations. We at the ECA recognize that there are competing demands on your time. Your presence in this meeting therefore underscores your commitment to Africa and its people. We have had several discussions from our previous meeting, where we have endeavored to deepen our understanding of the implications of the EPAs to Africa. From the perspectives of the ECA, the Cotonou Agreement spirit, which the EPAs negotiations should safeguard, is that of ensuring that they serve as development tools. Many studies by the ECA at the country, sub-regional and continental levels have indicated what form the EPAs should take for them to pass the development-tools criteria. As we discuss the results of the review report before us, we should be clear on what Africa needs to do in order to conclude the negotiations successfully.

Les travaux de modélisation de la CEA ont montré que les APE présentaient des avantages tant pour l’UE que pour les pays africains. Toutefois, les avantages qu’en retire l’UE sont plus importants , tandis que ceux qu’en retire l’Afrique concernent essentiellement les pays n’appartenant pas à la catégorie des PMA et une poignée de secteurs non industriels. En outre, à cause d’un détournement des échanges, le commerce intra-africain subirait des conséquences néfastes. Des travaux de recherche plus poussés ont mis en évidence l’incompatibilité entre les différentes dispositions concernant le cumul au titre des règles d’origine, ce qui aurait pour effet de limiter le développement des chaînes de valeur régionales. La mise en œuvre de la ZLEC avant l’application complète des APE permettrait, à la faveur d’une intensification des échanges intra-africains, de compenser ces pertes. Les avantages obtenus concernent les biens industriels, ce qui favoriserait la réalisation des objectifs l’industrialisation de l’Afrique.

The object of reproducing these lectures here is to provide, primarily for the benefit of senior African customs officials, a brief appreciation of some, of the main problems in the customs field which are besetting African Governments in their efforts towards maintenance of revenue stability for sustained implementation, of development plans, and diversification of production ,for balanced and accelerated economic growth, particularly through industrial development; to indicate possible directions in which some of these objectives of revenue stability and ,investment incentives may be attained by customs measures to bring out the importance of keeping tariff revision in line with the advance in industrialization; to emphasize the need for, and suggests some means of, cooperation between national customs administrations.

The Cotonou Partnership Agreement (CPA) between the European Union (EU) and the
African, Caribbean and Pacific (ACP) countries expected to succeed the expired Lomé
Agreement, envisages the signing of Economic Partnership Agreements (EPAs) by December 2007 between the EU and the ACP countries. The Economic Report on Africa is an annual series that reviews the continent’s economic performance and near-term prospects. This year’s report’s main conclusion is that trade liberalization alone will not boost growth and poverty reduction in Africa. In 2003, Africa was the second fastest growing developing region, yet, only 5 countries achieved the 7% or higher growth rate required to reach the Millennium Development Goal of halving poverty by 2015. FDIs inflows continued to increase but still remain largely concentrated in the natural resources sector. Although the regional outlook for 2004 is positive, with growth projected to accelerate, there are still several downside risks to be faced.

This country profile presents the key findings for Egypt. In February 2016, the Egyptian government launched the Sustainable Development Strategy, widely known as “Egypt 2030.” A key initiative of the strategy is to “transform Egypt into a Global digital hub,” and one of its main pillars is to “pro mote e-commerce through the provision of an enabling and legislative environment.” In 2017, the government launched the National e-Commerce Strategy for Egypt, in cooperation with the United Nations Conference on Trade and Development.3 Since the adoption of these strategies, Egypt has been actively developing and adopting e-commerce-related legislation, including Law No. 75 of 2018 Regulating Anti-Cyber and Information Technology Crimes4 and Law No. 151 of 2020 on Personal Data Pro tection.5 The government has also submit ted a draft e-commerce act to Parliament.

The present document is under continental free trade area negotiations which established on 29 February 2016 Accra, Ghana in African countries an opportunity to change the structure of their trade and civil society has a role in ensuring transparent and inclusive negotiations and implementation of the agreement. Speaking at the Economic Commission for Africa (ECA) – Third World Network (TWN) Colloquium on the Continental Free Trade Area (CFTA), Mr. David Luke, ECA’s Coordinator of the African Trade Policy Centre (ATPC) cited ECA research which indicates that a “50 per cent increase in intra-African trade above a 2012-baseline can be achieved by 2022 if a continental free trade is in place by 2017”. The main focus of the meeting was to consider matters pertaining to ECA activities in advancing the African Union’s continental agenda on economic cooperation as well as the promotion of trade within and outside Africa. In that regard, the meeting examined the progress made on regional integration in Africa and reviewed developments in intra-African trade. The meeting also examined the latest developments in the international trade arena, particularly within the context of the WTO negotiations and Africa’s economic partnership arrangements with Europe. The sixth Session of the Committee examined the issue of mainstreaming regional integration at the national level and made recommendations for enhancing implementation of Africa’s regional integration agenda accordingly. Finally, the Committee reviewed the major activities undertaken during the current biennium and work priorities for 2010-2011.

The purpose of the present policy brief is to analyze Canada’s new feminist international assistance policy in the context of trade and development cooperation with Africa and explore the areas in which policy and programming synergies may offer opportunities for increased African-Canadian engagement. Africa is facing several challenges in the eve of the 21st century. To meet these challenges, the African continent will need to shift its economies onto a higher performance growth path which would require not only some high policy decisions, i.e., domestic policy reforms of the trade and investment policies, as well as financial sector reforms, but also unleash the forces of the private sector. Africa has chronically underperformed in the world international trade. A number of factors are responsible for Africa's poor performance in world trade, including trade restricting policies; high transport costs; low productivity and skills; policies constraining private sector development; and poor infrastructure, such as electricity, water supplies, telecommunications, etc. The meeting is being held as part and parcel of the process of assisting African countries to adjust to the post-Uruguay round economic and trading environment and to enhance their capacities for taking advantage of the opportunities emerging from the new world economic order.

La globalisation est devenue un phénomène marquant de cette fi n de siècle. Plus qu’un phénomène
économique, la globalisation est aujourd’hui une réalité complexe intervenant aux niveaux politique,
culturel et social. Cette multiplicité d’actions converge vers la tentative de dépassement de l’État-nation
comme lieu privilégié d’organisation de la vie politique, économique et sociale. Or, les faibles résultats
enregistrés ont été à l’origine depuis quelques années de l’émergence d’importantes critiques sur le phénomène de la globalisation. Qu’il s’agisse des dirigeants politiques de la planète, des responsables des organisations internationales ou de la société civile internationale, un large consensus s’est développé autour de la nécessité de réformer la globalisation, et de la mettre au profit du développement et de la satisfaction des besoins fondamentaux des populations. L’objectif de cette contribution est d’engager une réflexion critique sur l’impact de la globalisation sur
le développement. Il s’agit pour nous d’esquisser une réflexion sur les nouveaux enjeux que fait peser la globalisation sur les pays en développement. Nous chercherons également à ébaucher les transformations nécessaires à mettre en oeuvre pour modifier les tendances lourdes de la globalisation et de l’ouvrir aux intérêts et aux préoccupations des pays en développement. De ce point de vue, corriger les inégalités, réduire l’instabilité, construire une gouvernance transparente et démocratique et renforcer les marges de liberté et les espaces de formulation et de mise en oeuvre des politiques et des stratégies nationales constituent les principales préoccupations des pays en développement dans le contexte de globalisation. Cette réflexion nous permettra d’esquisser les éléments de réformes à mettre en oeuvre afin de faire en sorte que la globalisation se mette au service du développement.

The third Conference of African Ministers of Transport. Communications end Planning, held in Cairo, Egypt from B to M March 1983, strongly recommended, through resolution ECA/UNTACOA/Res.B3/37, that a ministerial conference of East and Southern African countries and the Indian Ocean islands be established for maritime transport. This decision was prompted by the poor performance of the maritime transport system in that sub region and the prominent role that sub regional co-operation could play in removing the obstacles to the smooth development of this subsector. L'intégration régionale est l'une des principales aspirations au développement des pays africains. II en est ainsi en raison de la petite taille de leurs économies. La taille moyenne d'une économie africaine subsaharienne a été comparée à celle de la Belgique, une petite économie européenne (Foroutan (1993). La gestion d'une économie si petite, avec plus de 40 mécanismes gouvemementaux et autres arrangements institutionnels distincts, a été considérée comme étant moins efficace que celle de l'économie beige. L'intégration regionale est par conséquent considérée comme le moyen de surmonter la contrainte que constitue l'étroitesse des économies africaines, qui compromet leur capacité de s'industrialiser efficacement et comme un moyen réaliste de réduire les coûts de la fragmentation des marches africains. Elle peut aider ainsi à attirer l'investissement étranger et la technologie, en particulier par les économies d'échelle.

Pendant la seconde moitié des années 60, il y a eu ralentissement du taux de croissance économique en Afrique. Le produit intérieur brut réel des pays africains en voie de développement a augmenté à un taux annuel de 4,8 p. 100 entre 1960 et 1965 et de 4 p. 100 entre 1965 et 1969. Entre 1968 et 1969, ce taux s'est élevé à 3,8 p. 100. Les résultats des toutes dernières années constituant dans des circonstances normales, de bons indices de ce qui peut se produire dans l'avenir immédiat, ce ralentissement laisse évidemment mal augurer de la deuxième décennie des Nations Unies pour le développement.

The emergence of North Africa’s countries can only be done through a deep transformation of their economies and raises the question of processes that are needed to guide these structural changes and achieve their objectives. Even though this is an old topic, the economic transformation of North Africa through industrialization as a key driver has been for several years at the center of debates and economic policies. Nevertheless, this transformation has remained low despite encouraging and relatively strong growth rate, which is estimated to reach approximately 4% in 2014, if the political situation evolves towards more stability and clarity. It is recognized that one of the levers that guided the structural transformation of many developing countries is their growing participation in global trade through the export of more diversified and sophisticated products. But the economies of the North African region have not fully exploited the potential of this lever, even though since the seventies, these countries have embarked on the path of diversification. Hence, Morocco and Tunisia for example have developed import substitution strategies, while Algeria and Egypt have developed and applied heavy industrialization strategies.

This report has been prepared pursuant to Para. 54 of the Strategies doc. E/ECA/TRADE/89/25/Rev.5 which inter alia urges the Executive Secretary of ECA, in collaboration with other relevant international organizations and the standing committees established under Para 46, 47 and 49 u to submit a progress report to all future regular meetings of the Conference of African Ministers of Trade on the implementation of the Strategies. Of special significance was the reaffirmation by the African Ministers of Trade in subsequent Eleventh Session of the Conference, of their earlier recommendation that ECA play a focal role in coordinating the implementation of these strategies. The Working Group of Experts on Foreign Trade Statistics convened by the Economic Commission for Africa met in Addis from 25 to 27 September 1963 the group consisted of twelve experts, of whom nine were from African countries.This Working Group was convened in response to a recommendation, by the Seminar on External Trade Statistics, held in Addis Ababa from 29 November to 7 December 1961 which recommended that the Secretariat should carry out a detailed study of the methodology employed at present, in the various countries of Africa and should arrange for a small group of experts to consider this question on the occasion of the Third Conference of African Statisticians. The purpose of such a group would be to make recommendations for promoting uniformity and improvement in the methods used.The Seminar also requested that the Secretariat should undertake a study of quantum units in African countries to enable the Conference of African Statisticians to make recommendations on promotion of comparability in this field.

In recent years price levels have been sufficient to stimulate groundnut production in a number of countries, particularly Nigeria, Senegal, Sudan and Niger. In each case, the area under groundnuts is estimated to have expanded appreciably. For the continent as a whole, acreage expansion, use of fertilizers and new production techniques have been the chief technical, factors accounting for the upward trend in output of recent years.

Countries should correct systemic restrictions on the length of intra-African export relationships in order to deepen regional trade cooperation among African countries, says a paper presented today at the African Economic Conference which opened in Kigali on Tuesday. During a discussion led by Dr. Adam Elhiraika, Chief of the Macroeconomic Section at the UN Economic Commission for Africa (ECA), the author of the paper, Dr. Dick Nuwamanya Kamuganga of the Graduate Institute of International and Development Studies (Geneva) outlined some of the restrictions, according to ECA’s Information and Communication Service. These include trade costs, negative policy shocks, informational and bureaucratic frictions as well as institutional weakness, he said. “I also find evidence that financial depth, poor institutions and conflicts do increase hazard rates for African exports”, he added. The paper argues that, because” sustainable export expansion is a key priority for all African countries to achieve sustainable economic growth”; regional trade cooperation initiatives in Africa have non‐negligible effects on enhancing Africa’s export survival.
