Mission report : visit of the executive secretary of ECA to Belgium from 6 to 9 march 1994 and ECA's technical mission to the netherlands from 10 to 11 March 1994
The Executive Secretary held extensive consultations with various Belgian authorities, senior staff members of the Commission of the European Union and African Ambassadors (including those of ACP). After the completion of the Executive Secretary's mission to Belgium and his departure from Brussels on Wednesday 9 March 1994, the ECA delegation which had accompanied the Executive Secretary in Belgium pursued the mission to The Hague, Netherlands, to evaluate past cooperation between the Netherlands and UNECA and to discuss the modalities, for future cooperation. The list of persons met in The Hague is attached on annex.

This statement presented by the United States observer Samuel Z. Westwrfield deputy assistant secretary of state for African Affairs to the seventh session of the Economic Commission for Africa. In his statement on the seventh session pointed out that there are exciting times in Africa as new countries emerge to take their rightful place in the society of nations and to forge a better life for their people. The United States has manifested is concern for the people of Africa in many ways; by direct economic and technical assistance which amounted to over two billion dollars in the period 1960-1964; by the confidence which American private investors have demonstrated by increasing investments five-fold in this continent during the past decade. The United States shares the concern of African countries with respect to the urgency of early rapid development of transport and telecommunications links as basic pre-conditions for economic co-operation and growth in Africa.

Technical Asistance Activities in Africa of the International Civil Aviation Organization
The ICAO Technical Assistance Programme has been in operation in- ' African countries since 1950. By 1963, ICAO Technical Assistance Missions had been established in fourteen African countries, with the size of the individual missions varying from one hundred and twenty experts (in Congo (Leopold-ville)) down to single-expert missions. Fellowships for training in the field of civil aviation were provided for students from six additional African countries which did not request direct assistance from ICAO experts.

This Statement presented by Mr. Abdoulie Janneh, UN Under-Secretary-General and Executive Secretary of ECA at the Ninth Ordinary Session of the Executive Council of the African Union. Mr. Janneh, on his remarks outlined that, The High Level Plenary on Poverty Reduction Strategies and the MDGs held in Cairo in March, which was jointly organized by the African Union Commission, the ECA and the Government of Egypt, with support from the United Nations Development Programme (UNDP), was one early fruit of our renewed commitment to deepening our collaboration. In particular, it helped to advance the regional development agenda in an important policy area. ECA is working with the AU Commission, the NEPAD Secretariat and other regional partners, in key fields such as the African Peer Review Mechanism (APRM), the promotion of gender equity, the fight against HIV/AIDS, the NEPAD/OECD mutual review on development effectiveness, as well as the international financing for development agenda an issue on which we had meaningful meeting in Abuja in May co-sponsored by the Federal Government of Nigeria, the ADB and ECA.

Improvement of industrial entrepreneurial capabilities of indigenous private enterprises, foreign investors and joint ventures
Before 1963, the industrial sector of Kenya’s economy was predominantly European with a few local Asians like chandaria family. After independence, Asians were forced to surrender commercial sub-sector of the economy, mainly retail and distribution, to Africans and were forced to migrate from Mombasa. Insecurity in the commercial sub-sector encouraged Asians to venture into the manufacturing sub-sector and today, they control at least 95% of all industries in Kenya which are not owned by either multinationals or jointly owned by the Kenya government through parastatal organizations and foreign investors. Indigenous entrepreneurs in Kenya are faced not only with financial and managerial constraints, but lack of willing trainers and business leadership. Despite the declared government’s policy of African socialism, Kenya’s economic policy remains more favorable to multinational corporations or foreign investors than to the indigenous people. For discussion purposes, let us divide indigenous entrepreneurs in Kenya into three categories, namely: infant entrepreneur, young entrepreneur and mature entrepreneur.

The private sector to the rescue of regional integraton in North Africa
Evidence shows that the actors in this sector feel increasingly concerned by economic, political and social issues related to the integration process, especially in the North African region who is witnessing currently complex political transitions arising from the Arab spring, stagnant economies, porous borders and the increase of security risks. The combination of all these factors leads to negative impacts on growth, exports, investment and employment. This is why the private sector is mobilizing to give new impetus to regional integration, now perceived as a fundamental strategic objective, given the socioeconomic and political challenges it represents for the future of the entire region. regional integration continues to represent for the countries of North Africa an opportunity to be seized as well as a challenge to be overcome; and, the objectives of the integration process in which their countries have been committed since the beginning of the nineties. The objectives of this integration are mainly: building a common market, the convergence of macroeconomic policies, the harmonized implementation of sectoral policies and the strengthening of good neighborly relations, peace and security in the region.

Progress report on the Utilization of United Nations Trust Fund for African Development (UNTFAD) Resources
A proportion of the extra budgetary resource requirements available to the Economic Commission for Africa (ECA) to implement its work programme and priorities has since 1977 been provided by ECA member States through the United Nations Trust Fund for African Development (UNTFAD). While funds from the regular budget are made available by the United Nations General Assembly to maintain the Professional and General Service staff of the ECA secretariat, and to support related costs of equipment, mission travels, seminars and other expenses incidental to the implementation of the secretariat's substantive work programme, the extra budgetary resources of which the UNTFAD forms part, constitute a major source of funding for ECA's operational activities and support the activities of sub regional and regional institutions under the auspices of ECA.

Successful cases among public enterprises in Africa : case studies of the Ethiopian sugar corporation (Ethiopia) and the national development corportation (Tanzania)
This dominance of the public sector by public enterprises(PEs) as the main instruments and institutional forms for implementing economic development programs has not been accompanied by effective management of the PEs although it is evident from the selected cases in this study that there can be successful public enterprises in African countries. The criteria for the measurement of success will, of course depend on the mission and objectives which each country has set for its own PEs as well as public perception of the performance of each enterprise.

Operational structural rationalization for effective and efficient service delivery: executive summary
The operational and structural rationalization of the General Services Section (GSS) comes at a timely confluence of the UNECA repositioning strategy and the planned implementation of the enterprise resource planning (ERP). The initiatives at three levels converge on the common denominator of effectiveness and efficiency—the stuff of which sound management is made—to reach the desired organizational goal. As much as form follows function in design, automation follows rationalization, making the operational and structural rationalization of the GSS a salutary preparation before the introduction of the ERP.

Le présent document est un inventaire des séries de nombre indices de la production industrielle, qui existent actuellement dans les pays africains. La présente étude vise deux objectifs : faire un inventaire des nombres-indices existants et encourager les pays africains qui ne l'ont pas encore fait, à établir des séries de nombre s-indices. Plusieurs pays ont un indice annuel calculé A partir des réponses annuelles distinctes, mais les différences entre l'indice mensuel et l'indice annuel sont minimes. L'indice doit être contrôle révisé et le cas échéant faire de temps a autre l’objet d’un rajustement du coefficient de pondérations, par exemple tous les cinq ans. La Commission de statistique des Nations Unies devrait formuler tous les cinq ans des recommandations visant à synchroniser les changements de la base de pondération des nombres indices nationaux

Le dilemme de la théorie du commerce international par rapport au développement économique
Le principal défaut des théories classique et contemporaine du commerce international est de ne pas établir de rapport de simultanéité et d 'interdépendance entre l’output total, le niveau des prix et le commerce. Le lien qu'elle établit entre l'out put total et le commerce par le mécanisme du flux des espèces reflète la nature rudimentaire de la théorie classique de l’output et du niveau des prix, telle qu'elle est présentée dans la théorie quantitative de la monnaie. Cette théorie suppose que le plein emploi est automatique et que, par conséquent, l’output est indépendant du niveau des prix. En d'autres termes, la théorie quantitative suppose que l'on peut avoir le même output et le même volume de transactions quel que soit le niveau des prix, négligeant par-là les gr aves problèmes que posent les transferts de revenu entre les différents groupes économiques de la société, occasionnant les fluctuations du niveau des prix.

The progress report on the implementation of on-going projects were differed to allow more time for the implementation, and to provide sufficient time to measure outputs and results achieved, Partners and ECA agreed to meet in the last second half of June 2009 to review progress made on project implementation and utilization of the first & second installment of funds released.

Action plan for improving and monitoring informal sector statistics in Africa for the 2010-2012 period1
The concept of informal sector emerged in the 1980s. Since then, many initiatives have been undertaken, particularly by the International Labour Organization (OIT). Measuring the informal economy is becoming increasingly important in the activities of statisticians and economists of developing countries, and more particularly in Africa. During the first meeting of the African Statistical Commission (StatCom‐Africa) from 21 - 23 January 2008 in Addis‐Ababa (Ethiopia), a working group on the informal sector in Africa was set up to organize and monitor activities on the informal sector in Africa. The activities of this working group were entrusted to AFRISTAT by the meeting. Following the recommendations of StatCom‐Africa, the present action plan has been prepared to define the major guidelines of action by the group and activities that could be carried out by interested countries and African organizations over the next three years. The plan incorporates the key recommendations of the International Seminar on the Informal sector in Africa (ISISA) organized by AFRISTAT in October 2008 and the positive results of the Dar es‐Salam seminar, as well as other recent relevant reflection.

Statutory agenda: issues and recommendation
The Economic Commission for Africa (ECA), within the context of the reform of Its intergovernmental machinery that took place in 1997, created the Committee on Human Development and Civil Society (CHDCS) by resolution 826(XXXI1) of 8 May 1997. The Committee is both a technical and a legislative organ of the Commission. The mandate of the Committee is, among others, to help strengthen civil society and human development activities in Africa. It enables the Commission to capture the opinion of experts from the public and private sectors and civil society on its operations. It reviews activities of regional interest regarding human development and civil society as contained in ECA's program of work. The Committee meets biennially.

A framework agenda for building and utilizing critical capacities in Africa
Capacity building is the key to Africa's accelerated development. The major reason for the generally observed failure in the efforts deployed during the past two decades to put Africa on the path of accelerated growth and sustainable development has been the lack of systematic action on building and enhancing the critical capacities needed to sustain growth and development. The Framework Agenda consists of two parts. Part I contains three chapters. This first chapter has given a brief outline of concepts and definitions and the imperative of capacity, for capacity building. The third chapter discusses strategies for implementation. Part II, presents an analysis of the situation regarding capacity building in ten priority areas in Africa, each followed by an action matrix indicating the policy measures required in each priority area, what individual African countries should do at the national level, complementary actions at the sub-regional and regional levels, and supplementary action by Africa's external partners in support of national actions.

Mobilization of private savings in selected African countries
A basic problem of resource mobilization is how to turn domestic resource mobilization into an engine of growth and structural transformation. It has been asserted that financial institutions can help overcome the capital shortage problem and, thus, influence the pace and pattern of development. Thus, the rapid development of a country's financial system will be instrumental to enhancing the growth process via its influence on the capital stock for growth purposes. In the case of African economies, it has been observed that the structural rigidities of their economies and their limited capacity at financial intermediation are among the factors that have hampered and continue to hamper domestic efforts at resource mobilization for development. This study focuses on financial intermediation or the role of financial institutions in tapping and equilibrating the demand and supply of resources as between deficit and surplus units, with particular emphasis on banking institutions.

Report of the third meeting of the governing council of the Cairo-Gaborone trans-East African highway authority
The Third meeting of the Governing Council of the Cairo-Gaborone Trans-East African Highway authority (TEAHA) , was held and It was proceeded by the second meeting of the Interstate Facilitation Commission (IFC) of TEAHA on 15 May 1985 .The objectives of the Interstate Facilitation Commission of TEAHA was to identify and document legal and administrative barriers that were hindering the smooth flow of traffic and trace along the Highway and hence member countries had accorded much importance to that undertaking. The Zimbabwe National Transport Study which was due for completion soon had emphasized the importance of facilitating interstate road travel and trade.

Dramatic increases in levels of unemployment and underemployment
have been registered within the African economy since the beginning
of this decade. The socio-economic crisis , structural adjustment and
the application of recovery measures have caused significant contractions in the growth of African economies, which have in turn created serious aggregate demand deficiencies. But human resources policies being pursued in many African countries as well as certain institutional regidities must share the blame for the worsening unemployment problem.

Entre 1969 et 1970, l’Afrique a connu une croissance économique modérée. Il ressort d’estimations du PIB (établies principalement par la CEA) que l’accroissement en prix constants a été de 3,9 p. 100 pour l’ensemble de l’Afrique et de 4,2 p.100 pour l’Afrique en voie de développement.
