UN-SPIDER Regional Workshop: Building upon Regional Space-based Solutions for Disaster Management and Emergency Response for Africa
UN-SPIDER, ECA and SWF on Friday concluded the regional workshop entitled: Building upon Regional Space-based Solutions for Disaster Management and Emergency Response for Africa. The workshop gathered participants from Africa, Europe, the Middle East, and the Americas, ranging from high ranking officers from civil protection agencies, space agencies from African nations, regional Centres of Excellence and training centres, research centres from Africa and Europe, mapping and remote-sensing agencies, representatives from ministries of agriculture and environment, as well as representatives of private agencies that commercialize space imagery, products and services. Using a combination of plenary presentations, panels, and discussion sessions, the workshop presented the most recent advances regarding the use of space-based information for disaster risk management and emergency response, as well as for other applications related to climate change and health.

COVID-19 Situation Report: 29 March 2021
Novel Corona Virus (COVID-19) update. 29 March 2021. Ethiopia has reported 1,982 new confirmed COVID-19 cases in the last 24 hours giving a total 202,545 confirmed cases as of 29 March 2021. A total of 2,825 deaths have been reported since the beginning of the outbreak with a Case Fatality Rate is 1.39%. Majority of the cases (161,487) have been reported by Addis Ababa and Oromia regions constituting 79.7% of the national tally. However, there is high uncertainty in Tigray region given that no surveillance activities have been carried out since 4 November 2020 and considering that there were hundreds of active cases by the start of the military operation in the area. 155,190 (76.62%) cases have recovered, however 1,674 confirmed cases are undergoing treatment in the treatment centers of which 795 are in severe condition. Africa: confirmed cases 4,195,068; recoveries 3,754,469 and deaths 112,238. Global: vaccine doses 519,826,596; confirmed cases 127,150,285; recoveries 71,754,135 and deaths 2,783,011.

Ethiopia reported 384 new confirmed COVID-19 cases in the last 24 hours with a positivity rate of 5.1% giving a total 364,960 confirmed cases as of 30 October 2021. 14 new deaths reported adding to total 6,451 deaths reported since the beginning of the outbreak with a Case Fatality Rate is 1.77% 339,320 (93%) cases have recovered, however 943 confirmed cases are undergoing treatment in the treatment centers of which 425 are in severe condition In the last 24 hours, 7,458 RT-PCR and Ag-RDT tests were conducted giving a cumulative 3,692,421 RT-PCR and Ag-RDT tests conducted 19,187 total active cases and 228 recovered and discharged on the same day. A total 4,749,702 vaccine doses administered, and 3,500,086 people have been fully vaccinated.

Africa symposia on statistical development : draft work programme
The United Nations Statistical Commission, at its 36th Session in March 2005, approved the 2010 World Programme on Population and Housing Censuses and established an Expert Group to take care of its implementation. The Expert Group, in turn, proposed the formation of working groups and technical subgroups to carry out its mandate. One of the main purposes of the Expert Group is to carry out the revision and update the global United Nations Principles and Recommendations for Population and Housing Censuses (P&R). To carry out its mandate, the Expert Group is expected to work in conjunction with the Regional Commissions and other relevant organizations in order to take into consideration processes already in place, to maximize the efficiency of the process, to avoid duplication of effort and to ensure coordination and harmonization of the results.

This Statement presented by Mr. Abdoulie Janneh, UN Under-Secretary-General and Executive Secretary of ECA at the Ninth Ordinary Session of the Executive Council of the African Union. Mr. Janneh, on his remarks outlined that, The High Level Plenary on Poverty Reduction Strategies and the MDGs held in Cairo in March, which was jointly organized by the African Union Commission, the ECA and the Government of Egypt, with support from the United Nations Development Programme (UNDP), was one early fruit of our renewed commitment to deepening our collaboration. In particular, it helped to advance the regional development agenda in an important policy area. ECA is working with the AU Commission, the NEPAD Secretariat and other regional partners, in key fields such as the African Peer Review Mechanism (APRM), the promotion of gender equity, the fight against HIV/AIDS, the NEPAD/OECD mutual review on development effectiveness, as well as the international financing for development agenda an issue on which we had meaningful meeting in Abuja in May co-sponsored by the Federal Government of Nigeria, the ADB and ECA.

The human resource dimension and Africa's socio-economic crisis : the role of African institutions of higher learning
The objective of this paper is to highlight the dimension of -the complementary role played by African institutions of higher learning and to suggest short and long-term actions to strengthen human resource management in Africa. The paper is divided into five parts, including the introduction. The second and third parts identify, at the macro-level, "basic persistent human resource problems in Africa and their implications for redressing the socio-economic crisis the fourth part highlights the nature and scope of the role of African institutions of higher learning in relation to those implications. Finally, a few recommendations for action are made with an ultimate view to redressing the present crisis and preventing its recurrence.

Costs of scaling HIV programme activities to a national level in Sub-Saharan Africa : methods and estimates
This document develops and discusses a resource determination model (RDM) designed to estimate how much would it cost to scale-up different HIV prevention and care strategies to a national level in Sub-Saharan Africa. The model combines cost-studies with detailed information on sexual behavior, condom availability, HIV prevalence and other epidemiological, demographic and health systems. The model yields estimates of the costs of scaling-up ten different HIV prevention and eight care strategies for 37 countries in Sub-Saharan Africa.

Population projections in planning - sub national and regional aspects
The need for a comprehensive approach to national planning is considered especially important in the case of developing nations due to several reasons. The general poverty and ignorance of the masses, tile hopes and aspirations generated by developments at home and abroad, the lack of resources all imply that planning should be comprehensive and yet realistic. Regional planning provides an opportunity to mobilize through community development the human resources of an area for economic and social progress at the local level but within the scope of national developmental goals. The reason for the Commission requesting the secretariat to arrange a series of sub-regional meetings of experts on House-building Costs was the well known fact that the number of houses built annually in Africa does, by far, not meet the demands, let alone the needs, of the growing African population. This is especially true in rapidly growing urban areas where in ' fact only some twenty percent of the' needs are adequately met. The demographic situation and population trend in Africa, 1958-1978
Since its establishment in 1958 the United Nations Economic Commission for Africa (ECA) has stimulated research effort on the continent and population data from censuses and demographic surveys undertaken in most African countries have been adjusted using analytical techniques developed by a number of scholars and institutions. These techniques have been used to obtain reasonable estimates of population parameters required for socio-economic planning and research on the African continent.

L’adoption de la Position commune africaine sur la Conférence des Nations Unies sur le logement et le développement durable (Habitat III) par les chefs d’État et de gouvernement africains, en tant que contribution de l’Afrique au Nouveau Programme pour les villes (résolution 71/256 de l’Assemblée générale), marque l’engagement des États Membres africains à appliquer le programme de planification et de développement urbains durables. Les décideurs africains se sont rendu compte qu’ils devaient adapter ou lier plus étroitement les impératifs politiques et stratégiques du Nouveau Programme pour les villes au contexte africain, avec des liens et des synergies clairs entre le Nouveau Programme pour les villes et le Programme de développement pour l’après-2015, y compris les composantes de l’Agenda 2063 : L’Afrique que nous voulons (Commission de l’Union africaine, 2015), afin de simplifier l’application, le suivi du Nouveau Programme pour les villes et l’établissement de rapports à son sujet par les États Membres en mobilisant des ressources.

Migration is an opportunity for Africa, if managed properly
Africans are among the most mobile people on earth. 31 million people from the continent have migrated to various parts of the world, including many African countries. Some people choose to migrate, while others are forced to do so either due to war, poverty or persecution. Many become refugees, asylum seekers and labour migrants. Migration is often considered in the context of the “brain drain” rather than an opportunity, with the perception of African migration being driven essentially by underdevelopment. Increased migration out of Africa is rarely seen as an asset for Africa’s growth.

COVID-19 Situation Report: 31 July 2021
Novel Corona Virus (COVID-19) update. 31 July 2021. Ethiopia reported 341 new confirmed COVID-19 cases in the last 24 hours giving a total 280,365 confirmed cases as of 31 July 2021. A total of 4,385 deaths have been reported since the beginning of the outbreak with a Case Fatality Rate is 1.57%. 263,500 (94.0%) cases have recovered, however 297 confirmed cases are undergoing treatment in the treatment centers of which 223 are in severe condition. In the last 24 hours, 5,457 RT-PCR and Ag-RDT tests were conducted giving a cumulative 3,019,053 RT-PCR and Ag-RDT tests conducted. 12,478 total active cases and 67 recovered and discharged on the same day. Global: 197,137,403 new cases; 4,201,469 deaths and case fatality. Africa: 6,714,878 new cases; 170,157 deaths and case fatality.

This Opening Remarks delivered by Mr. Abdoulie Janneh United Nations Under-Secretary- General at the Joint ECA/AERC “Conference on Poverty, Inequality and Labour Markets” “Using Knowledge and Peer Learning to Improve Policies to Reduce Poverty in Africa”. Mr. Janneh, on his remarks pointed out that, This Conference is important for reasons that we all know – poverty remains a major development challenge in our region, a problem that bars our access to the club of developed countries. But the Conference is important for another reason: because it is a dissemination conference, it underscores our faith, our confidence that knowledge about the determinants of poverty can help us abolish it. The overall progress towards the achievement of the MDGs has not been very promising particularly in Sub-Saharan Africa. Inequalities in access to social services and jobs as well as the poor employment growth remain a problem. The growth process remains too narrow and is generally said to be without jobs. The importance of knowledge – in the three dimensions mentioned above – for economic growth is pretty well known. Francis Bacon long ago said “knowledge itself is power”.

Mortgage operations and mortgage securities in housing
In Africa, mortgage operations are not confined to-savings and loan associations although the principles on which the work is based are the same in whatever institution the operations are carried out. In different countries, mortgage loans are advanced by state credit organizations, co-operative housing societies, commercial banks, savings and credit banks, and limited liability companies incorporated for this purpose. The general object of a mortgage is to secure a money making it a charge on land so that if the debt be not paid agreed upon between the parties, the creditor may sell the pay himself out of the proceeds.

1973 population census of the Libyan Arab Republic: report on the mapping requirements
The mission (6-12 March) was organized at a short notice at the request of the Libyan Census and Statistical Development and the UNDP resident representative in Libya, following the visit of Mr. Swann, Head of the African Census programme, to Libya. The objective of the mission was to look into the cartographic needs of the forthcoming census, to make an inventory of available and adequate cartographic material, and to advise on the most urgent procedure to follow. The objective of the mapping programme are to provide a small scale map of the whole country showing the main census administrative areas and to provide each of the province medium scale maps divided into Municipalities and mahallahs.

This situation should change gradually; each institution of learning has a potential of knowledge and techniques which is not fully utilized and which only waits to be applied in practice. The educational process should no longer be restricted to the traditional concept of schooling, but should at all times take into consideration the human being.

Summary paper on self help housing schemes within the Ghana community development programme
The recent World Food Conference has dramatically publicized the critical balance between food supplies and the food needs of the billions of people in the world. Indeed, recently there has rather been an imbalance which has resulted in hunger for much of the world. Nutritionists say that over 400 million people subsist on a diet which is less than the estimated minimum daily requirement for health. Most of these unfortunate people are located in developing countries which include most of the African countries where even in the best year’s food production has only kept pace with population growth. It should be borne in mind that, traditionally, food crop has not received high priority because of the emphasis on export crops which earn much needed foreign exchange. Demand continues to outstrip domestic supplies and places great pressure on the individual countries import capacity and also on world Stocks of food, which are at precarious level. This has occurred at a time when African countries have placed great emphasis on economic planning and development programs, while this action has perhaps boosted food production, preventing it from lagging further behind this rapid increase in population, the absolute effect still does not measure up to expectations. It is therefore proposed that a regional body as part of the World Food Council be established to promote concerted food action in the region aimed at the substantial increasing of food production.

Exclusion humaine: les experts marocains s'approprient l'Indice africain de développement social
L’indice africain de développement social (IADS) mesure l’exclusion humaine dans six dimensions clés du bien-être tout au long du cycle de vie : la survie, la santé, l’éducation, l’emploi, les moyens de subsistance et la capacité à mener une vie décente au-delà de 60 ans. Il permet ainsi de dresser un état des lieux de l’exclusion humaine en fonction des groupes sociaux, du sexe, du milieu de résidence, au niveau infrarégional et à travers le temps. L’IADS vise ainsi à faciliter la mise en œuvre et le suivi de politiques sociales plus inclusives à travers le continent africain, conformément aux objectifs de développement humain.

Le présent document s’agit d'une note qui examine les politiques économiques suivies par les pays africains et l’Union africaine, depuis notamment l’adoption de la Déclaration d’Ouagadougou sur l’emploi et la réduction de la pauvreté, et ses résultats. Ayant constaté que ces politiques, dans un contexte international marqué par l’explosion de la demande des matières premières de la part des économies émergentes et une augmentation sensible de l’aide extérieure, y compris une proportion importante d’annulation de la dette, ont peu entamé le chômage et le sous-emploi endémique en Afrique, aggravés par la récente crise économique et financière mondiale.

Report of training workshop for university lecturers teaching library and inormation science in African universities and institutions of higher learning
The workshop was organized in response to the need to review the existing curricula in Universities offering Library and Information Science. Because of various financial and personnel problems most of the Universities in Africa are still following curricula that were implemented at the beginning of these courses. The Pan African Development Information System has a mandate to assist the African countries in developing or strengthening their information and documentation infrastructures. Some Universities in Africa like the University of Botswana, Cairo University etc. have already introduced into their courses subjects related to the modern techniques of information handling Some of these universities, like Addis Ababa, the University of Ghana, Makerere etc still because of lack of financial resources find it difficult to modernize their curricula This workshop was therefore organized to review the problems facing African universities in the teaching of Library and Information Science, and to come up with practical suggestions on how these problems can be addressed.

COVID-19 Situation Report: 13 February 2021
Novel Corona Virus (COVID-19) update: 13 February 2021. Ethiopia has reported 756 new confirmed COVID-19 cases in the last 24 hours giving a total 146,304 confirmed cases as of 13 Feb 2021. A total of 2,181 deaths have been reported since the beginning of the outbreak with a Case Fatality Rate is 1.49%. Majority of the cases (110,917) have been reported by Addis Ababa and Oromia regions constituting 75.8% of the national tally. However, there is high uncertainty in Tigray region given that no surveillance activities have been carried out since 4 November 2020 and considering that there were hundreds of active cases by the start of the military operation in the area. Africa: Confirmed Cases BAL 3,741,849 Deaths 98,082 Novel Corona Virus (COVID-19) UPDATE #275: 13 February 2021 South Africa has recorded the highest number of coronavirus infections and deaths on the African continent, with more than 1.48 million cases and over 47,000 deaths. Recoveries 3,283,822. Global: Confirmed Cases 108,006,680 Recoveries 59,920,724 Deaths 2,378,115.

A framework agenda for building and utilizing critical capacities in Africa
Capacity building is the key to Africa's accelerated development. The major reason for the generally observed failure in the efforts deployed during the past two decades to put Africa on the path of accelerated growth and sustainable development has been the lack of systematic action on building and enhancing the critical capacities needed to sustain growth and development. The Framework Agenda consists of two parts. Part I contains three chapters. This first chapter has given a brief outline of concepts and definitions and the imperative of capacity, for capacity building. The third chapter discusses strategies for implementation. Part II, presents an analysis of the situation regarding capacity building in ten priority areas in Africa, each followed by an action matrix indicating the policy measures required in each priority area, what individual African countries should do at the national level, complementary actions at the sub-regional and regional levels, and supplementary action by Africa's external partners in support of national actions.

Forum pour le développement de l'Afrique 2000 : leadership à tous les niveaux pour enrayer le VIH/SIDA
Le FDA était une réunion de travail précédée par une série de 23 consultations préparatoires à travers l’Afrique, au niveau national, dans lesquelles les gouvernements, les agences de l’ONU et la société civile se sont consultés pour définir l’ordre du jour et les questions du forum lui-même. Six groupes spécifiques ont continué à se réunir pendant le forum même, et ont produit leurs propres rapports finaux, qui ont été annexés au Consensus africain et plan d’action pour en faire partie intégrante.
Le Forum était unique dans ce sens qu’il y avait des implications majeurs et des recommandations spécifiques pour chacun. Il y avait cinq niveaux d’engagement, à savoir : personnel, communautaire, national, régional et international.

The African population programme
The General Assembly, in its Unanimously adopted resolution 2211(XXl), had called upon the regional economic commissions and other bodies to develop and strengthen regional and national facilities "for training, research, information and advisory services in the field of population, bearing in mind the different character of population problems in each country and region and the needs arising there from". The importance of strengthening population work at the regional level was further emphasized during the discussions of the 43rd session of the Economic and Social Council in 1967 when the Secretary-General informed the Council of the establishment of a Trust Fund for population activities aimed at expanding on a global scale the commitment of the United Nations in respect of population work. The Trust Fund (now called, United Nations Fund for Population Activities, and administered by the United Nations Development Programme) as envisaged in the Secretary-General's proposals, was to be largely devoted to the development of regional and national facilities.

Achieving good governance, Theme 2: the essential participation of women
The empowerment and autonomy of women and the improvement of their social,
economic and political status are essential factors in the achievement of both
transparent and accountable government and administration, as well as the attainment of
sustainable development. Achieving the goal of equal participation of women and men
in decision-making provides a balance which more accurately reflects the composition
of society and is needed in order to strengthen democracy and promote its proper
functioning. Women in politics and decision-making positions contribute to redefining
political priorities, placing new items on the political agenda which reflect and address
women’s gender-specific concerns, values and experiences, and provide new
perspectives on mainstream political issues. Without the active participation of women
and the incorporation of their perspectives at all levels of decision-making, the goals of
equality, development and peace cannot be achieved.

The Fourth Meeting of the Lusaka MULPOC Council of Ministers and the Second Extraordinary Meeting of Ministers of Trade, Finance and planning was agreed in principle to establish a Development Bank for the Eastern and Southern African sub region. Opening remarks by His excellency Dr. Kenneth D. Kaunda
This is a most welcome opportunity for the members of our commission to interact with our Ministers of Finance in order to bring to their attention the commission's work. I believe that it is extremely important for us to work closely with our policy makers because Africa is facing a crisis with frightening implications on populations. A crisis, which I feel, should be declared as an emergency requiring extra- ordinary and urgent measures to address; a crisis that not only needs the urgent attention of our Governments but more importantly, their commitment to act. Indeed, I sincerely believe that the AIDS epidemic in Sub-Sahara Africa should be enough reason to compel our leaders to do what is right in the fight against the disease. For this pandemic has already taken millions of our people especially the young ones in the prime of their lives. And many more are living with HIV / AIDS.

Novel Corona Virus (COVID-19) update 06 April 2022. 37 new confirmed COVID-19 cases were reported in the last 24 hours (positivity rate of 0.6%) bringing the total confirmed cases to 469,916 as of 06 April 2022 4 new deaths reported adding to total 7,508 deaths reported since the beginning of the outbreak with a case fatality rate of 1.59% 451,446 (95%) cases have recovered, however 18 confirmed cases are undergoing treatment in treatment centers of which 14 are severe 5,860 RT-PCR and Ag-RDT tests were conducted in the last 24 hours, giving a cumulative 4,688,120 RT-PCR and Ag-RDT tests conducted 10,960 total active cases and 1,021 recovered and discharged on the same day A total 29,416,307 vaccine doses administered, and 24,534,697 people have received at least one dose of COVID-19 vaccine. Still a variant of concern (VOC) as designated earlier and has been detected in the country. Evidence from both laboratory and surveillance data have indicated that Omicron more transmissible than previous VOCs. Vaccines provide a high level of protection against severe disease and death caused by VOCs.

The directory represents an attempt to gather information relating to demographers from African countries, as well as demographers from other countries who have specialized in or have an interest in demographic studies concerning the African region. For the preparation of this edition, forms were circulated to all statistical offices, planning offices, universities and other institutions, as well as to individuals. The publication of this Directory has been undully delayed because the collection of data did not proceed as quickly as was expected. The ECA secretariat made some effort to ensure fuller coverage but replies to the requests for relevant data did not come in as quickly as expected.
