La CEA appuie le Réseau d'Observation Climatologique en Ethiopie
Le Centre africain pour la politique climatique (ACPC) a accordé à l'Agence météorologique nationale éthiopienne ordinateurs pour soutenir la mise à niveau du réseau d'observation du climat du pays. Ce don est le premier envoi d'un lot d'équipements que la Commission économique des Nations Unies fournit au gouvernement éthiopien par l'intermédiaire de son ACPC pour l'assistance aux pays africains. Ce projet vise à renforcer la capacité du pays à mieux planifier l'utilisation de ses ressources en eau et à répondre aux stress hydriques induits par le changement climatique. La couverture actuelle du réseau d'observation du climat en Éthiopie est inférieure au niveau recommandé par l'Organisation météorologique mondiale.

La Commission économique des Nations Unies pour l'Afrique (CEA) lance la troisième édition du Rapport sur la gouvernance en Afrique (AGR III), le 5 juin 2014, à Addis-Abeba, en Éthiopie. Ce rapport met l'accent sur le thème : «Elections et gestion de la diversité». Le rapport indique que bien qu’il y ait eu plus de régularité dans la tenue des élections depuis le début des années 90, cela n’a pas nécessairement renforcé leur valeur alors que la mobilisation sectaire, l'intimidation et la violence ont souvent amené la participation aux urnes à être la cause de conflits plutôt que d’instruments pour régler les différends.

Globalisation and the information age : role of the African Information Society initiative
This paper mainly focuses on the African Information Society Initiative and the objective is to summarize the current situation to be assessed in ADF 99 and the set of working documents which will serve to initiate the various discussions and provide a basis for follow-up programme proposals. Three major concerns should guide future activities: the development of national strategies through the institution of NICI plans, the identification of sectorial applications that will focus on projects to be implemented in the short and medium terms and the institution of appropriate, integrating, pro-active and innovative partnership schemes which will help to speed up the implementation of national, sub-regional and regional action plans.

Le présent document porte sur le Comité de l’information, de la science et de la technologie pour le développement (CODIST) a été créé pour remplacer le Comité de l’information pour le développement (CODI) dans le cadre de la quarantième session de la Conférence des ministres africains des finances, de la planification et du développement économique, au titre de l’examen du mécanisme intergouvernemental de la Commission économique pour l’Afrique (CEA) compte tenu de la restructuration de la Commission les 2 et 3 avril 2007. Le CODI était l’un des sept comités statutaires de la CEA créés par la Conférence des ministres en mai 1997. Plus précisément, le CODIST renforcera le rôle de la CEA en ce qui concerne l'assistance aux États membres pour l'élaboration de leurs plans relatifs à l’infrastructure nationale de l'information et de la communication et de leur infrastructure nationale de données spatiales, ainsi que pour l’intégration de la science et de la technologie dans leurs programmes de développement et dans les stratégies de mise en œuvre, en réunissant experts et décideurs pour qu'il donnent des avis dans ce domaine.

Mr. Amoako, on his remarks highlighted that, in 1995, during the African Telematics for Development Conference hosted by ECA; only six African countries had full Internet connections with other countries from Sub-Saharan Africa. The recommendations from the Telematics Conference made it possible to set up the High Level Working Group on Information and Communications Technologies in Africa, which developed the "African Information Society Initiative" (AISI) that is becoming known throughout Africa and even around the world.

The African Information Society Initiative (AISI) is a mission statement for Africa's quest to bridge the digital divide between the continent and the rest of the world, and to speed the continent and the rest of the world, and to speed the continent's entry into the Information age. Based on ECA resolution and instituting mechanism that could monitor and evaluate the progress and results of AISI, members of ATAC were appointed. The first meeting of ATAC I was held in October 1997 and the second took place in 1998. ATAC II is currently meeting for the first time since new members were appointed.

Action plan for improving and monitoring informal sector statistics in Africa for the 2010-2012 period1
The concept of informal sector emerged in the 1980s. Since then, many initiatives have been undertaken, particularly by the International Labour Organization (OIT). Measuring the informal economy is becoming increasingly important in the activities of statisticians and economists of developing countries, and more particularly in Africa. During the first meeting of the African Statistical Commission (StatCom‐Africa) from 21 - 23 January 2008 in Addis‐Ababa (Ethiopia), a working group on the informal sector in Africa was set up to organize and monitor activities on the informal sector in Africa. The activities of this working group were entrusted to AFRISTAT by the meeting. Following the recommendations of StatCom‐Africa, the present action plan has been prepared to define the major guidelines of action by the group and activities that could be carried out by interested countries and African organizations over the next three years. The plan incorporates the key recommendations of the International Seminar on the Informal sector in Africa (ISISA) organized by AFRISTAT in October 2008 and the positive results of the Dar es‐Salam seminar, as well as other recent relevant reflection.

Le Comité de l’information pour le développement (CODI) a tenu sa troisième réunion sur le thème “Information et gouvernance”, du 12 au 15 mai 2003 à Addis-Abeba, au siège de la Commission économique pour l’Afrique (CEA). Des manifestations spéciales ont précédé la réunion, les 10 et 11 mai, et d’autres l’ont suivie, les 16 et 17 mai. Le Comité de l’information pour le développement est l’un des sept organes subsidiaires de la CEA; il a été créé en 1997 lors de la vingt-troisième session de la Conférence des ministres africains responsables du développement économique et social et de la planification. En tant qu’organe subsidiaire de la Commission, il donne des orientations politiques et techniques concernant le sous-programme “Exploiter l’information pour le développement”.

Lors de la réunion consultative régionale pour l'Afrique sur les objectifs du développement durable, M. Carlos Lopes, Secrétaire exécutif de la Commission économique des Nations Unies pour l'Afrique s'est adressé aux ministres et leur a demandé de se laisser guidés par une conscience morale afin de garantir «le plus grand bonheur du plus grand nombre». M. Lopes a dit aux personnalités que le développement durable concerne la reformulation du programme de développement mondial de manière à donner aux générations présentes et futures, l'autonomie d’être des forces actives dans leur propre destinée. Il dit: «L'Afrique a à sa portée, la capacité, les gens, les ressources et les occasions de montrer la voie à suivre en matière de développement durable».

Pour réaliser les objectifs de l'initiative «Société de l'information en Afrique» (AISI), en aidant les Etats membres à élaborer des stratégies et politiques en ligne, la Commission économique pour l’ Afrique (CEA) à mené, de juin 2001 à décembre 2002, un certain nombre d'activités. L'assistance fournie a pour postulat que la formulation et l'adoption de politiques et de stratégies aideront les pays africains à mettre en place, canaliser et exploiter les technologies de l’information et de la communication (TIC). Elle vise à promouvoir le développement socio-économique, aux niveaux local, national et sous-régional, afin de permettre aux citoyens d'accéder, à des prix abordables, aux services téléphoniques, informatiques, Internet et de télé radiodiffusion. Ces dernières années, un certain nombre de pays ont adopté des stratégies et plans pragmatiques d'édification de leur infrastructure des TIC.

Conference calls on ECA to establish an African digital library and archives programme
The First International Conference on African Digital Libraries and Archives, has called on the United Nations Economic Commission for Africa (ECA) to establish an African Digital Library and Archives Program as a matter of urgency. The program will prioritize the need to capture and disseminate indigenous knowledge. Research shows the positive role of indigenous knowledge in the formulation and implementation of sustainable development policies and projects in developing countries. However, indigenous knowledge does not receive the attention it deserves in many African countries. Another key priority area the conference identified for urgent action is the need to develop an integrated open access information platform for Africa. The system, once developed, will permit the sharing of knowledge across partnering countries and promote the establishment of a continental digital library/portal mirrored in all African countries.

As part of the multi-year programme for 2008-2009, the South African Development Community (SADC) and the ECA Sub regional Office in Southern Africa (ECA-SA) convened a Technical Meeting on Information and Communication Technologies (ICT). The meeting overview of the expected outcomes which included evaluation of the harmonization of the various ICT infrastructure initiatives at both regional and continental levels. They informed the participants that the objective of the meeting was also to examine the Terms of Reference of the e-SADC initiative. This report presents the results of the Seventh Biennial Regional Survey of Electronic Data Processing (EDP) Capabilities and requirements. The survey was conducted over the period of 25 March to 30 September 1985. Unlike its predecessors, it was limited to only all known organizational units which perform government planning demographic and/or statistical work. It inquired into the related hardware and software facilities, equipment utilization, staffing and EDP problems encountered.

The Fourth meeting of the Committee on Development Information Library working group propose the creation of the Knowledge, Libraries and Information Services for Development (CODI-KLIS) subcommittee. The Library working group met to discuss the programme of work and consider an amendment to the CODI Terms of Reference for the establishment of the Knowledge, Libraries and Information Services (CODI-KLIS) for Development subcommittee. The sub-committee on Knowledge, Libraries and Information Services (CODl-KLIS) shall be the forum for high-level representatives of ECA member States to discuss and share information on technical and policy issues related to the roles and value of libraries, knowledge and information services in economic and human development; and to propose and advocate policies and strategies for their mainstreaming in Africa's development agenda at the national and regional levels.

Capacity development indicators for spatial data infrastructures in Africa
This paper is examine, for the need for a "comprehensive assessment of the existing capacity for the establishment and management of SDI" within the framework of the recommendations of the "African Regional Preparatory Conference for the World Summit on the Information Society (WSIS) ", in February 2005 in Accra, Ghana. We highlight key features of the UNDP Capacity Development Indicator (CDI) framework. These features include the three-tier structure of capacity assessment (systemic, organizational and individual), five strategic areas of support and a qualitative (scorecard) approach for capacity self-assessment.

Africa preparatory meeting for global geospatial information management opens in Addis Ababa
The African Regional Preparatory meeting of the Global Geospatial Management Initiative opened today at the United Nations Economic Commission for Africa. The three-day meeting – being attended by experts from African countries and from international organizations – will assess the key challenges, opportunities and constraints relating to geospatial information management in Africa; develop a common vision, approach and contribution for the Africa region; and define an African broad plan of action for the initiative future activities. In an opening address delivered on his behalf by Ms Jennifer Kargbo, the Deputy Executive Secretary of ECA; United Nations Under-Secretary-General and Executive Secretary of ECA, Mr. Abdoulie Janneh; said the preparatory meeting was being held at an opportune moment given the rapid advances in technology and the potential for harnessing this information for the development of Africa.

The 19th of November is African Development Information Day. in marking this day, the Economic Commission for Africa underlines the importance of information as a planning tool for development and for the exchange of ideas and experiences globally. African countries need the ability to communicate effectively with local and overseas markets to determine where they may have comparative advantages for supplying their products to consumers to purchase essential imports, based on current prices and services. The cost of entry into global markets is becoming virtually insignificant and exploiting the information economy consumes minimal resources ' other than the effort and ingenuity of its members.

Food security information systems
The problems of food production and security have been discussed in many forums in Africa and elsewhere. V: the Twenty-first Ordinary Session of the assembly of Heads of State and Government of, the Organization of African Unity (OAU), 18-20 July 1985 Africa's Priority Programme for Economic Recovery 1986- 1990 (APPER) was adopted. The APPER lays considerable emphasis on the food and agriculture sector (OAU) (1985). With respect to the development of agriculture, immediate and medium term measures to combat food emergencies have been suggested. The immediate measures includes creating and sustaining national emergency preparedness; instituting effective early warning systems; establishing flexible and efficient regional networks of crop protection agencies; and establishing national food security arrangements. Some of the medium term measures which have been suggested include: increase in food production; improving and expanding storage capacity, distribution and the marketing system; and improvement of the distribution of agricultural products. All these suggested measures will contribute to the strengthening of food security information systems in African countries.

Employment and the knowledge economy in Africa
There are attributes of the Knowledge Economy which play to certain characteristics of Africa and Africans. First, Africans are enthusiastic about education. For many African countries the percentage of government budgets devoted to Education is exceptionally high relative to the rest of the world. Many poor communities often tax themselves to enable local schools to be built. Since education plays such a large part of the Knowledge economy, this characteristic of African will be very helpful to the development knowledge economy. Second, there is very strong individual drive and entrepreneurial spirit found in the typical African. We all know of the story of how Tetteh Quarshie of Ghana brought Cocoa to West Africa and the peasant farmers, through their individual efforts, created in short time the world's center of cocoa production. The huge migration efforts of Africans going abroad embody the spirit of the African to do better. This entrepreneurial characteristic of the African is well suited to the type of individualistic knowledge economy activities exemplified by the well-known stories of Bill Gates, Microsoft, and other IT companies.

Report of the regional workshop on information and knowledge management for development
This workshop was done within the framework of Harnessing Information for Development, a component of ECA's programme of work for the biennium 2006-2007. The expected accomplishment was to achieve "improved availability and use of information for development at the national, regional and sub regional levels." The objective of the workshop was to discuss issues, strategies, processes and mechanisms for managing and using information and knowledge to empower all members of the community to enable them participate adequately in economic, social and political affairs for their individual and collective well-being, and towards the achievement of the Millennium Development Goals (MDGs) and participation in the global knowledge economy.

Briefing note on ADF '99 and follow-up of the recommendations of CODI 1999
Convinced of the importance of a forum where major stakeholders could gather in order to discuss most crucial developmental issues, to consult with their peers, plan their own strategy and design corresponding action plans, ECA decided to launch the African Development Forum. A number of concrete initiatives and projects emerged from ADF 99, among them in distance education, policy and electronic commerce. Programmes in these areas constitute the basis of the follow up to ADF and the updated vision of AISI. Resource mobilization exercises and consultations with partners are underway, for implementation of these programmes.

Report of the subcommittee on information and communication technologies (ICTs)
The report of the Expert Review Workshop on "ICTs for Employment and Poverty Alleviation in Africa" that was held on 30 April 2007 was presented to the sub-committee. It is disseminated as a separate document. The study was a joint study by ITU, ILO and the ECA. The expert review workshop received three opening statements and two presentations (overall findings and country case studies). The two specific objectives of the study were to examine the ICT sector as a major contributor to employment generation, and ICT as an enabler that could boost productivity of other sectors and create jobs in other sectors of the economy. The discussions and recommendations focused on data accuracy, methodology, sector liberalization, viewpoint of trade unions, the ICT informal sector, the need for a template to present country findings, and the need for a model to represent the link between ICTs and employment.

Reporting, publication and dissemination of survey results
One of the main objectives of the African Household Survey Capability Programme is to provide improved data on households especially in the fields of Employment, other productive activity, income, consumption and expenditure, demographic and interrelated statistics etc. Such data will enable African governments to have adequate information on their economies on a continuing basis for planning and other purposes. However, the mere collection of the data will not constitute a fulfillment of this objective. The results of the survey must be presented in the form of one or a variety of reports and published and widely disseminated in order that the ultimate aim of the programme may be seen to have been achieved.

The first innovation prize for Africa to be awarded in Addis Ababa, Ethiopia
The United Nations Economic Commission for Africa (ECA) and the African Innovation Foundation (AIF) are delighted to announce the establishment of the African Innovation Prize worth USD 100,000 for the winner and USD 50,000 for the runner-up. The prize will be presented for the first time on 26 March 2012 in Addis Ababa, Ethiopia on the sidelines of a Conference of African Finance Ministers will be meeting in Addis Ababa, Ethiopia later this month to discuss the actions needed to turn Africa into a New Growth Pole for the global economy. The annual award is designed to promote the pursuit of science, technology and engineering careers among young African men and women and especially to develop innovative solutions with a great potential for commercialization.

Establishing and managing development networks in Africa : success cases,best practices, and perspectives on AVLIN
Networking, whether local, metropolitan, national or regional, is becoming increasingly common among libraries and other information-provision organizations. Networking enables libraries to become integral parts of the organization-wide communication infrastructure. Any part of the organisation that remains outside of this infrastructure may be largely excluded from the formal and informal decision-making systems of the organization. The inability to access national and international networks will certainly complicate the issue of equality of access to information. The main purpose of networks is to facilitate access and utilization of data and information resources of participating institutions. The present focus of networking is on online networks, linking member libraries to computer resources by means of telecommunication connections.

Intra-African trade restrictions impact regional trade cooperation: report says
Countries should correct systemic restrictions on the length of intra-African export relationships in order to deepen regional trade cooperation among African countries, says a paper presented today at the African Economic Conference which opened in Kigali on Tuesday. During a discussion led by Dr. Adam Elhiraika, Chief of the Macroeconomic Section at the UN Economic Commission for Africa (ECA), the author of the paper, Dr. Dick Nuwamanya Kamuganga of the Graduate Institute of International and Development Studies (Geneva) outlined some of the restrictions, according to ECA’s Information and Communication Service. These include trade costs, negative policy shocks, informational and bureaucratic frictions as well as institutional weakness, he said. “I also find evidence that financial depth, poor institutions and conflicts do increase hazard rates for African exports”, he added. The paper argues that, because” sustainable export expansion is a key priority for all African countries to achieve sustainable economic growth”; regional trade cooperation initiatives in Africa have non‐negligible effects on enhancing Africa’s export survival.

Preliminary report on the regional survey of statistical organization, 1968/69
The initial project intended to achieve this purpose was known as the Statistical Survey of Africa, and was basically a development plan for statistics, formulated in the light of international recommendations and agreed by the countries- It was .supported by an intensive training programme, the provision of expert services, and the adaptation of statistical methodology for use in the region. In general, countries have attempted to implement the plan within the limits of their resources.

Participation in the meeting of committee on development information and partners for information and communication technologies in Africa
The mission participated in the organization and the content of the meeting of the Committee on Development Information and the meeting of the Partners for Information and Communication technologies in Africa that was held on September 2001. The meeting produced the report of the sub-committee on information and communication technologies. Also presented a paper on the ECA activities in ICT during CODI II. The Meeting considered and adopted the provisional agenda items. The session began by ECA's briefing on ADF'99 outcomes and the follow up of the recommendations of CODI I. The following recommendations were made by participants: It was recommended that there should be a coordinating mechanism on ICT projects within the continent; It was recommended that there should be a coordinating and monitoring mechanisms on the various ICT projects within the countries; There should be a feedback mechanism between National CODIs and the main CODI meeting; It was recommended that there is a need to introduce an electronic bulletin service to communicate the various activities of CODI and utilize the existing AlSI ListServ.
