Une démocratie en Afrique toujours pas renforcée malgré une régularité des élections
La Commission économique des Nations Unies pour l'Afrique (CEA) lance la troisième édition du Rapport sur la gouvernance en Afrique (AGR III), le 5 juin 2014, à Addis-Abeba, en Éthiopie. Ce rapport met l'accent sur le thème : «Elections et gestion de la diversité». Le rapport indique que bien qu’il y ait eu plus de régularité dans la tenue des élections depuis le début des années 90, cela n’a pas nécessairement renforcé leur valeur alors que la mobilisation sectaire, l'intimidation et la violence ont souvent amené la participation aux urnes à être la cause de conflits plutôt que d’instruments pour régler les différends.

The United Nations would have failed in its work if it fails to make a difference in Africa, Secretary-General António Guterres said at a Town Hall meeting with UN staff in Addis Ababa. The success of the UN worldwide was linked to its success in Africa, especially in terms of the UN’s development and peace and security policies. The UN should help African governments to successfully implement Agenda 2030 for Sustainable Development Goals, a plan of action, which seeks to eradicate poverty in all its forms and dimensions from communities around the world. it was crucial for the UN to get it right in Africa and change the lives of the ordinary people, adding the UN’s peace and security policies should aim to help the continent more.

Statutory agenda: issues and recommendation
The Economic Commission for Africa (ECA), within the context of the reform of Its intergovernmental machinery that took place in 1997, created the Committee on Human Development and Civil Society (CHDCS) by resolution 826(XXXI1) of 8 May 1997. The Committee is both a technical and a legislative organ of the Commission. The mandate of the Committee is, among others, to help strengthen civil society and human development activities in Africa. It enables the Commission to capture the opinion of experts from the public and private sectors and civil society on its operations. It reviews activities of regional interest regarding human development and civil society as contained in ECA's program of work. The Committee meets biennially.

Draft charter concerning the Eastern and Southern African Development Bank
This paper focuses on the revised draft charter concerning the Eastern and Southern African development bank. The Fourth Meeting of the Lusaka MULPOC Council of Ministers and the Second Extraordinary Meeting of Ministers of Trade, Finance and planning was agreed in principle to establish a Development Bank for the Eastern and Southern African sub region. The objectives of such a Bank should not be confined to promoting development only but should also include the financing of trade within the Preferential Trade Area.

Tana Forum: Impacts of Illicit Financial Flows on Peace and Security in Africa
Key note address by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA. Mr. Lopes, on his personal opinion highlighted that, since the early 1990s, most African countries have witnessed varied democratic transitions. Almost all democratic transitions have had to navigate the complexities and challenges of managing diversity in its various forms: the distribution of power and characteristics of political structures; issues of ethnicity and religion; definition of citizenship; or rights and concerns of marginalized groups. In many African countries, human insecurity can certainly be linked to bad governance and lack of democratic practice. Fueled by the geopolitics of the cold war, almost half of the Africa’s countries experienced some form or level of violent conflict during the post-independence era. That included civil wars, armed insurgencies, coup d’état’s, regional rebellions and social unrest. It is true that in Africa, we have pervasive conflicts such as the ones in the Great Lakes Region and Somalia, but these we hope are the remnants in a changing reality. Causes of conflict can be a complex mixture of issues affecting different stakeholders in Africa. The magnifying of tension points contributes to entrench conflict. Funding belligerent becomes attractive to many, provided the logic of the dispute brings economic gains. Illicit financial flows and weak state capacity are symbiotic; and tend to reinforce each other. Transnational cartels operating as net warriors are a threat to state sovereignty.

Quelquefois les problèmes les plus simples prennent une apparence de complexité qu’expliquent beaucoup moins leurs données réelles que le contexte dans lequel ils se posent et les circonstances qui les entourent. Le fait que les deux institutions aient porte à leurs ordres du jours respectifs la question de leurs relations de travail aurait tendance démontrer qu'il y a ou de profondes divergences entre elIes si la recherche de la formule la plus appropriée n’on était on réalité la seule et unique raison.

Experts' meeting ends its sessions
The committee on Resolutions and Recommendations closed its session by the adoption of a draft resolution concerning the implementation of the Platform of Action. During the session of this committee, the representative of Ghana pointed out the necessity for a total ban on weapons sales to African countries in order to ensure peace, a critical prerequisite for the implementation of the platform of action. That statement backed and reformulated by the Tanzanian delegate urges the international community to stop selling weapons to Africans in order to avoid proliferation of conflicts".

Report of mission to Nigeria on the preparatory activities to the conference on "the role of subnational jurisdications in efforts to Achieve the MDGs in Africa"
The United Nations Economic Commission for Africa is planning to organize a major expert group meeting on “The role of sub-national jurisdictions in efforts to achieve the MDGs in Africa” in 2008. The purpose of the mission was to follow up on the earlier discussions and to agree the way forward. The discussions focused on the substantive issues proposed for discussion at the expert group meeting as detailed in the concept note prepared by ECA which had been shared with the Minister’s office as well as on the planning of the event.

Regionalism in West Africa : a case for rationalization and restructuring
This chapter attempts to analyze the case for rationalization and restructuring of the integration efforts in the West African sub region. Towards this end. Section I provides a brief background to the rationalization process in West Africa with particular reference to the existing seminar studies on the subject. Section II focuses attention on the impact of the international environment which has heightened the need for revitalization and acceleration of West African integration through rationalization of the sub regional IGOs, while Section III seeks to analyze the impact of the world of trading blocs on the West African sub region. In Section IV, the challenge to ECOWAS of the approaches to regionalism has been critically assessed. Section V concludes the chapter with a brief overview of the need for meeting the challenge of marginalisation through the process of rationalization. The chapter, on the whole, seeks to provide a broad background to the current study on the subject of rationalization of the integration efforts in the West Africa.

Required institutional changes to adjust to globalization
During the last half of the century. Africa has experienced changing economic fortunes.
Economic growth in Sub-Saharan Africa was healthy, and dynamic during the postindependence
period. Starting fromthe early 1970s and extending to the first half of the 1990s, Africa entered a period of decline, which reached crisis proportions (Mkandawire and Soludo, 1999). Indeed, up to the early 70s, the African environment has been described as politically placid, economically vibrant and socially tranquil despite their geographic location and the multiethnic composition of the population. This period has been referred to as the "Golden Years" of African development. Economic performance started to deteriorate with the first oil price shock of the early 1970s, resulting in significant increase in import bills weakening African countries" balance of payment position and creating inflationary pressure. This was made worse by the secular decline in terms of trade for African products and the instabilities in global financial and commodity markets. However, a vast body of the literature that tries to explain Afnca"s economic crisis, emphasises the inappropriate distortionary policies pursued by African governments. Mkandawire and Soludo (1999:23) summarise the policy failures that are emphasised .

La Secrétaire exécutive de la Commission économique pour l’Afrique (CEA), Mme Vera Songwe, a reçu cette semaine, les lettres de créance du nouvel Ambassadeur de Mauritanie en Éthiopie, auprès de la Commission de l’Union africaine et de la CEA, Sidi Ould El Ghadhy, et de son homologue ghanéen, l’Ambassadeur William Azumah-Awinador Kanyirige, qui a récemment pris ses fonctions à Addis-Abeba. M. El Ghadhy fait savoir qu’il souhaiterait renforcer les relations entre son pays et la CEA, ajoutant notamment que son pays souhaiterait une aide de la CEA dans des domaines tels qu’améliorer le développement statistique pour une bonne prise de décision, ainsi que gérer la prestation de services sociaux de base. La Mauritanie se réjouit à l’idée de voir les relations entre nous et la CEA se renforcer, en particulier dans le domaine de la statistique, des études sur la population et de nos comptes nationaux. Mme Songwe dit également que la CEA est plus que prête à apporter le soutien nécessaire, en particulier les initiatives de renforcement des capacités et les conseils stratégiques dans un certain nombre de domaines énumérés par l’Ambassadeur.

Imperialism in Mozambique : some problems of analysis
Studies of modern imperialism are, on the whole, economistic. They focus on the flow of capital and surplus, the unequal nature of the trade etc. this is true whether one looks at the work of Guevara and the OSPAAL publications, or at the more academic contributions of Baran, Sweezy, Magdoff, Frank, Mandel or Emanuel. There is a huge gap between the import-export models of these theorists, and the detailed analysis of surplus extraction that forms the basis of a class analysis.

The twenty-fifth of May 1963 was a truly momentous day in Africa. It certainly marked the establishment of the Organization of African Unity but there is much more than symbolism to this date. It was the culmination of over a century of Pan-Africanist struggle to assert the dignity of the African peoples. It showcased the desire of unity by the African people and their desire to overcome the balkanization of the continent. It was a repudiation of negative stereotypes and racialist interpretations of African history. Indeed, it underscored the common commitment of Africans to achieve freedom and end decolonization and apartheid on the African continent. The establishment of the OAU was about Africans taking pride in the continent.

Stabilité du pouvoir politique et rente pétrolière dans les Etats Africains
En 2004, l'Afrique détenait prés de 400 milliards de barils de pétrole de réserves prouvées, soit les deuxièmes plus grandes réserves mondiales, après celles du Moyen-Orient. Par ailleurs, l'Afrique sub-saharienne est la région du monde pour laquelle la croissance de la production pétrolière est la plus élevée. La production a augmenté de 36 % au cours des dix dernières années (comparé à 16 % dans le reste du monde). En 2005, les revenus pétroliers des huit principaux producteurs de pétrole en Afrique sub-saharienne auraient avoisiné 35 milliards de dollars (Wurthmann, 2006). Le pétrole joue ainsi un rôle fondamental dans plusieurs pays.

Democracy, development and regionalism in Africa
The multiparty democratic wind of change which has been blowing through the corridors of Africa since the late 1980s has undoubtedly renewed the long-running debate about the relationship between democracy and development. The debate has been considerably heightened and vigorously sustained by first, the Economic commission for Africa's (ECA) thought-provoking African Alternative Framework which links economic progress to political accountability and popular participation, thereby posing a formidable challenge to the Bretton Woods directed orthodox structural adjustment programmes; second, the United Nations Development Programme’s (UNDP) seminar Human Development Report series 2, which seeks to institutionalize the importance of human beings in the development process; and finally, third, the ECA's African Charter for Popular Participation in Development which places popular participation at the centre of economic development. Since then, linkage of the political and economic has become a subject for much discussion and comment but sometimes from a different perspective as, for example, the linking of aid to political reform, as reflected in the agenda of both donor countries and the aid agencies.

ECA's executive secretary pays official visit to Cape Verde
The Executive Secretary of the UN Economic Commission for Africa paid an official visit to Cape Verde at the invitation of the Prime-Minister of the country, José Maria Neves on the occasion of the second National Forum on Cape Verde’s Transformation held in Praia, 14-16 May. The official visit was infused with insights on the geo-economic strategic partnerships of Cape Verde. Mr. Lopes met with the UN Country Team in the country which is chaired by the UN Resident Coordinator, Ms. Ulrika Richardson. The discussions focused on his ideas regarding the country’s transformation and on strategic ways of boosting economic relations with Africa, as well as the role of the United Nations in this regard. He highlighted that Cape Verde will need to change its current perception of Africa and, in accordance with the current trends on the continent, would need to harness available resources.

La Loi type proposée pour le Programme de développement des infrastructures (PIDA) pour les projets d’infrastructures transfrontières en Afrique permet de réduire et de gérer les risques perçus associés au développement d’infrastructures transfrontalières et de combler l’écart entre les bénéfices sociaux et privés de ces énormes investissements.

Documentary survey of crime in Kampala, Uganda 1956-60
Kampala1 is the largest town in Uganda and is, in effect, its capital, although Entebbe, twenty miles away on the shore of Lake Victoria is still the administrative headquarters of the country. Southern Uganda is a land of small hills intersected by swamps. In the area of about three by six miles occupied by Greater Kampala, this, too, is the case, so that writers have likened Kampala to "Rome of the Seven Hills". At the present rate and scale of urban development the hills are the nuclei of quarters or of suburbs. They are in some cases, crowned with a, distinctive institution a cathedral or mosque, a college or, a hospital. Often, too, the hills hide in their folds the; denser and busier parts of the town, which have been reclaimed from the swamps.

South Africa's Bantustans: illusion and reality
South Africa’s program of granting sham self-government to its scattered, overcrowded, and resource-poor “Bantu reserves” must be seen, first and foremost, as a response to the rapid decolonization which has taken place since the late 1950’s in the rest of Africa. By granting all of it’s the African inhabitants “citizenship” in the various “Bantu homelands”, South Africa intends to make the super-exploitation of these nearly fifteen million people more palatable to world public opinion at least in the west, if not also in Africa; once the Bantustans have been set up, South Africa can maintain that its African workers are “foreigners” Black countries.

Since the Banjul meeting in 1982, Niamey-MULPOC has provided assistance to Intergovernmental Organizations (IGOs) in their cooperation effort to harmonize their work programme and better serve their member States. It is generally admitted today that the fragility of member States' economies affected by the economic crisis and the consequences of structural adjustment measures; drought, desertification and erosion hinder the good functioning of IGOs to the point that countries, financial partners and even donors have some doubt on the usefulness of certain IGOs.

Ministers adopt Addis Ababa declaration
African ministers concluded a 2-day segment of the Regional Conference on Population and Development Beyond 2014 with the adoption of an Addis Ababa declaration. After extensive discussions and an informal meeting of heads of delegations, countries agreed on all commitments, except 3 on which 17 countries have reservations as is normal in such kind of negotiations. The document reaffirms the Universal Declaration on Human Rights, as well as other international and regional instruments relating to human rights and international law. These include, the African Charter on Human and Peoples’ Rights, the Protocol on the Rights of Women in Africa, the African Charter on the Right and the Welfare of the Child. The document emphasizes implementation of the declaration through a number of channels, such as mainstreaming it into the work plans of the African Union and UN Economic Commission for Africa and the Post-2015 development agenda.

Economic and social consequences of racial discriminatory practices
This paper is written in response to ECA Resolution 26(III), which requests the Executive Secretary to make “Sub-regional studies of the economic and social consequences of racial discriminatory practices on the mobilization of all available resources for the balanced economic development of all territories within the geographical scope of the commission.

Ce document présente un projet de résolution de la septième session de la Commission économique pour l’Afrique tenue à Nairobi entre le 9 et 23 février 1965. La session a décidé de confirmer la création d'un bureau sous-régional de l'Afrique du centre à Léopoldville (République démocratique du Congo).

Le Cameroun et la CEA s'accordent en vue de renforcer la coopération pour le développement
Le Gouvernement de la République du Cameroun et la Commission économique des Nations Unies pour l’Afrique (CEA) ont renouvelé leur engagement à travailler en étroite collaboration en vue de la transformation structurelle du pays et l’intégration régionale de la sous-Région Afrique centrale. Les deux parties ont réaffirmé cet engagement lors de la présentation cet après-midi, de la lettre d’introduction du nouveau Directeur du Bureau sous- régional pour l’Afrique centrale, M. Antonio M.A. Pedro au Ministre camerounais des Relations extérieures, Son Excellence M. Lejeune Mbella Mbella. En souhaitant la bienvenue au nouveau Directeur, S.E. Monsieur Mbella Mbella a salué l’engagement de la CEA à accompagner les pays d’Afrique centrale en général et le Cameroun en particulier dans leurs efforts de développement. Il a particulièrement loué l’effort fourni par la CEA et l’Union africaine dans l’élaboration de l’Agenda 2063.
