This issue of Africa in Figures presents socio-economic statistics and trends. The information is generally given for the years not earlier than and the latest year for which the data is available. The main purpose of the publication is to serve as an appropriate vehicle for disseminating, important and basic facts of Africa in relation to the world. It also presents concise statistical information on each african country so as to facilitate comparisons between these countries in the economic,demographic and social sectors. For most countries, data was compiled bearing in mind the requirements of international comparability and the standards promulgated by the United Nations.The publication consists of two parts. The first part deals with the World and Africa and includes charts to show trends over a period of fifteen years or beyond. The second part shows, for each African country, important and frequently consulted statistical data.

Country profile Zimbabwe 2017
The Zimbabwe government is currently consulting stakeholders on a new national development blue print, the Zimbabwe agenda for sustainable socio-economic transformation (ZIMASSET II), for the period 2019–2020, to replace ZIMASSET I, for 2013–2018, which ends in December 2018. The new economic blue print will be anchored on the same four pillars as ZIMASSET I: food security and nutrition; social services and poverty eradication; infrastructure and utilities; and value addition and beneficiation. The focus of ZIMASSET II will be on investment, research and science and technology innovation systems which are key to enhancing productivity, efficiency, competitiveness, industrialization and transformation. ZIMASSET II will be aligned with the 2030 agenda for sustainable development and agenda 2063. The country’s economic growth rate has been on a gradual decline since the peak of 2011, when real GDP growth was recorded at 11.9 per cent. The growth rate declined to 0.7 per cent in 2016, down from the 1.4 per cent registered in 2015.The economy is projected to register a positive growth in real GDP of 3.7 per cent in 2017, however, thanks to strong performance in the agriculture and mining sectors, which are expected to grow by 15.9 and 7.5 per cent respectively. The better than usual rains in the 2016/17 season, the support provided by the government through the command agriculture program and the presidential Input scheme and by the private sector through contract farming will further buttress the positive contribution of the agriculture sector to national economic growth.

Africa symposia on statistical development : draft work programme
The United Nations Statistical Commission, at its 36th Session in March 2005, approved the 2010 World Programme on Population and Housing Censuses and established an Expert Group to take care of its implementation. The Expert Group, in turn, proposed the formation of working groups and technical subgroups to carry out its mandate. One of the main purposes of the Expert Group is to carry out the revision and update the global United Nations Principles and Recommendations for Population and Housing Censuses (P&R). To carry out its mandate, the Expert Group is expected to work in conjunction with the Regional Commissions and other relevant organizations in order to take into consideration processes already in place, to maximize the efficiency of the process, to avoid duplication of effort and to ensure coordination and harmonization of the results.

La situation de crise socio-économique que traverse le Togo depuis le début des années 90 accentue la pauvreté et se traduit par divers phénomènes sociaux dont la nature et l'ampleur ne sont pas évaluées dans le cadre des travaux du système statistique national. Le système statistique national du Togo est cependant marqué par des contraintes techniques et financières et organisationnelles qui ne lui permettent pas de faire face à une demande d'informations statistiques toujours pressante. Le cadre légal et institutionnel de la statistique togolaise n'est pas adapté aux attentes des utilisateurs. II se distingue par la prolifération non coordonnée de comites thématiques qui renforcent les réflexes circonstanciels d'estimations et d'extrapolations des indicateurs, sans apporter des réponses pertinentes et viables aux problèmes de collecte.

Agricultural producer prices
The prices relating to agriculture do not include only those of agricultural products, but also of products necessary for agriculture the price and rent of land as well as the prices of consumption products bought by farmers. The statistics relating to these prices are not essentially different from those of general price statistics of goods and services, most of the problems which are present when one fines price of goods and services or when such statistics are compiled are also found in agricultural prices. One would not. then examine but the most important of them in this study. On the other hand the prices paid by farmers, that is the prices of the products necessary to agriculture and for consumption of rural families are not dealt with here. The problems concerning these prices are the same as those dealt with in other documents on producer, wholesale and retail prices.

Representing national statistical offices, central banks, regional economic communities and other stakeholders, the experts commended ECA’s Country Profile initiative, and called for deeper analysis on social statistics. “There is need to provide space for discussing structural issues in the country profiles as well as deeper analysis of social statistics with more indicators beyond analysis of the business cycle” recommended the meeting.

L’indice africain de développement social (IADS) mesure l’exclusion humaine dans six dimensions clés du bien-être tout au long du cycle de vie : la survie, la santé, l’éducation, l’emploi, les moyens de subsistance et la capacité à mener une vie décente au-delà de 60 ans. Il permet ainsi de dresser un état des lieux de l’exclusion humaine en fonction des groupes sociaux, du sexe, du milieu de résidence, au niveau infrarégional et à travers le temps. L’IADS vise ainsi à faciliter la mise en œuvre et le suivi de politiques sociales plus inclusives à travers le continent africain, conformément aux objectifs de développement humain.

Profile de pays les Comores 2017
L’Union des Comores bénéficie depuis 2016 d’un environnement politique et économique plus favorable à la croissance. Celle-ci devrait s’élever à 3 % du PIB en 2017, après avoir été de 2,2 % en 2016. Néanmoins, ce taux de 3 % reste faible par rapport aux taux enregistrés dans les autres pays d’Afrique de l’Est et par rapport au taux de croissance démographique, qui est estimé à 2,4 %. La croissance reste également en-deçà de la cible de 6,1 % fixée dans la Stratégie de croissance accélérée et de développement durable (SCA2D). Le Gouvernement comorien, qui l’a bien compris, s’efforce de stimuler l’économie par la mise en oeuvre d’un plan d’investissement ambitieux ciblant les infrastructures. Une des avancées de 2016 a été l’amélioration de la fourniture d’électricité, alors que les fréquentes pénuries des années précédentes avaient été l’un des principaux obstacles aux investissements. Le gouvernement s’attache également à moderniser la fonction publique et à renforcer le recouvrement des recettes fiscales, afin d’accroître ses capacités de financement des dépenses d’équipement. Les envois de fonds, qui représentent en moyenne plus de 20 % du PIB, constituent une condition essentielle à l’équilibre de l’économie comorienne, alors que la balance commerciale est structurellement déficitaire, avec des exportations pour l’essentiel agricoles (vanille, girofle et ylang-ylang) et des importations qui représentent près de 40 % du PIB.

Action plan for improving and monitoring informal sector statistics in Africa for the 2010-2012 period1
The concept of informal sector emerged in the 1980s. Since then, many initiatives have been undertaken, particularly by the International Labour Organization (OIT). Measuring the informal economy is becoming increasingly important in the activities of statisticians and economists of developing countries, and more particularly in Africa. During the first meeting of the African Statistical Commission (StatCom‐Africa) from 21 - 23 January 2008 in Addis‐Ababa (Ethiopia), a working group on the informal sector in Africa was set up to organize and monitor activities on the informal sector in Africa. The activities of this working group were entrusted to AFRISTAT by the meeting. Following the recommendations of StatCom‐Africa, the present action plan has been prepared to define the major guidelines of action by the group and activities that could be carried out by interested countries and African organizations over the next three years. The plan incorporates the key recommendations of the International Seminar on the Informal sector in Africa (ISISA) organized by AFRISTAT in October 2008 and the positive results of the Dar es‐Salam seminar, as well as other recent relevant reflection.

At the second session of the joint conference of African planners, stasticians and demographers, the history of the association of African statisticians (AAS) and the reasons for its inability to develop into a viable institution were examined. A small committee comprising Mr. Mitik Beyene, manager of the Ethiopian central statistical office, Mr. K.T. de Graft-Johnson, deputy chief , ECA statistics section, ECA statistics division, was set up to make arrangements for the revival of the association before the next meeting of the joint conference in 1984. ECA unveils inaugural Africa Data Revolution Report
The African Centre for Statistics at the Economic Commission for Africa (ECA) has launched the Africa Data Revolution Report 2016, a biennial report highlighting developments in African national data ecosystems. The first ADRR focuses on mapping the data ecosystem in Africa with reference to the production, distribution and use of data by public, private and civil society actors, as they relate to the 17 United Nations Sustainable Development Goals. The report identifies and describes key actors, communities and systems, their capacities, interactions and ‘rules of the game’, the enabling environment, and the laws, regulations and principles that govern the production, dissemination and use of data in Africa. The ADRR assesses the infrastructure requirements and the nature and impacts of prevailing protocols governing data production on the continent, openness, analysis, privacy and ethics in Africa, focusing on open data systems, big data and innovations. Based on the analysis of data ecosystems in Africa, the ADRR identifies challenges to the data revolution in the legal, legislative and policy frameworks or principles; financial investments; technology and infrastructure; and data governance areas.

Un des principaux objectifs de l'étude a été de distinguer le groupe des pays africains qui sont les plus éloignés des conditions de la croissance économique moderne. Si, en l'occurrence une objection a été opposée à l'utilisation de l’analyse des facteurs, il n'en découle nullement qu’il faille écarter comme viciée la vérification d’une des hypothèses fondamentales qui sont à la base de son utilisation dans les études consacrées aux niveaux de développement, à savoir qu'on pourrait prévoir que, dans le groupe des pays définis comme étant à tendances agricoles", pays sont grosso modo comparables du point de vue des divers indicateurs socio-économiques des niveaux de développement, mais que ce groupe, en tant que tel, diffère de tout autre groupe de pays plus proches des conditions de la croissance économique moderne.

Towards self - reliance in the development of statistical manpower
Before the 1960's African statistical services were subsidiaries of the colonial countries1 statistical offices, and their main objective was to collect statistical data in specific fields and feed them back to the metropolis for processing and analysis. They thus served as executing, rather than planning and decision-making, services. Accordingly, the staff employed in them immediately following independence comprised essentially operational agents, most of them trained on the job.

Framework for a set of e-government core indicators
There is a growing recognition worldwide that effective public sector governance requires the use of ICT to achieve more efficiency in the functioning of government and to improve the delivery of government services for organizations and individuals. E-government development in countries is at varying stages. Developed economies are relatively advanced in their use of ICT for improving functioning of the public sector and service delivery. Most developing countries are less advanced and, in order to improve e-government in these countries, a comparable measurement framework is important. The objective of the Framework is to support the efforts of countries in the collection of data for the e-government core indicators. Particular attention is paid to providing a measurement approach that is feasible for developing countries and supports their efforts to utilize e-government for the benefit of their society and economy. Elements of the Framework include defined core indicators and associated statistical standards (such as definitions, scope, statistical units, model survey questions and classifications).

Les profils STEPS fournissent une évaluation concise et complète de la transformation structurelle au niveau des pays. Ils comprennent des données et des analyses perspicaces sur une gamme de sujets pertinents et proposent des recommandations politiques pour accélérer la transformation structurelle. L’objectif primordial, à savoir accélérer la transformation structurelle (ST, initiales de l’expression anglaise structural transformation), comporte trois dimensions intrinsèques à évaluer : l’emploi (E), la production (P) et la société (S). Ce concept renvoie directement à la nécessité de transformer fondamentalement les structures économiques et sociales, l’emploi jouant un rôle clef dans la création d’un lien bidirectionnel entre croissance économique (production) et développement social (société). Le Tchad est un pays enclavé d’Afrique centrale situé au sud de la Libye, à l’est du Niger, du Nigeria et du Cameroun, au nord de la République centrafricaine et à l’ouest du Soudan.

Produce quality country profiles that conform to international norms and standards
The Focal Points for the United Nations Economic Commission for Africa (UNECA) from Capo Verde, Côte d’Ivoire, Ghana, Gambia, Guinea, Niger, Nigeria and Senegal, countries for which the development of profiles is programmed for 2014-2015 as well as the Focal Points from the Economic Community of West African States (ECOWAS), from the West African Economic and Monetary Union (WAEMU) and from the Economic and Statistical Observatory for Sub-Saharan Africa (AFRISTAT), closed their meeting in Abidjan (Côte d’Ivoire) with the Sub-Regional Office for West Africa of the Economic Commission for Africa. In their respective presentations, countries reviewed the changes and institutional organization of their statistical systems as well as the systems of production and dissemination of data currently in effect, with a special emphasis on the different actors involved, the nature of their operational relationships and outlooks. Discussions with the Focal Points revealed difficulties in the explicit definition of indicators as well as in the coordination at the national level with the different actors involved in the system of production and dissemination of data. At the end of the meeting, the participants formulated recommendations and commitments. For the ECA, they recommended, among other things, a regular exchange of information with the Focal Points on the production of country profiles in order to enable best practices to be shared in the country, the dissemination and restoration at the national and regional levels the country profiles developed.

The Statistical Training Centers established or assisted by the UN to meet the needs for training statisticians in Africa, went into their second year of operation around the middle of October 1962. Notes on four such Centers were submitted to the Fourth Session of the Commission last year as Doc.E/CN.14/151. Country profile Mozambique 2016
The economy of Mozambique has experienced strong growth over the last decade, averaging slightly more than 7 per cent annually. However, because of the global economic slowdown, which has culminated into reduced demand for and prices of primary products, economic growth is projected to slow from 6.6 per cent in 2015 to 4.5 per cent in 2016. The reduced growth is expected to be led by weak performances in the following areas: extractive industry; electricity and gas; agriculture; trade; transport; financial services; and public administration. On the social front, even though poverty rates eased gradually over the past decade, they continue to remain high. Between 2008 and 2014, the country’s poverty rate declined from 54.7 per cent to 49.2 per cent, with the rate being greater in rural areas at 56.9 per cent as compared to urban areas at 49.6 per cent. To mitigate some of the disparities in the social sectors, the authorities have been increasing budgetary allocations to key areas with aim to alleviate poverty. In the 2016 budget, 66.6 per cent of the total expenditure was allocated to areas with multiplier effects and that potentially would enhance social inclusiveness and promote sustainable inclusive economic growth in the short and medium term.

Report of the working group of experts on industrial statistics
A meeting of an ad hoc group of experts on industrial' statistics was held in Addis Ababa 12-17 December 1966 to discuss measures for the improvement of industrial statistics in countries of the region and to examine a number of proposals put forward by the United Nations for the revision and extension of the international recommendations in this field. The meeting was sponsored by the Economic Commission for Africa and the Statistical Office of the United Nations in cooperation with the o United Nations Bureau of Technical Assistance Operations.

Report of the working group
The working Group meeting on the Implementation of the Addis Ababa plan of Action for statistical Development in Africa in the 1990s was held at the Headquarters of the United Nations Environment Programme (UNEP) Nairobi, Kenya. The ECA consultant who assisted in the preparation of the draft strategy for statistical development in Africa in the 1990s participated in the meeting. In assisting to build up national statistical capabilities, especially through training, the United Nations and other bilateral and multilateral agencies had played a key role. The need to give wider coverage to training and the STPA programme was further emphasized.

Profil démographique de l’Afrique
Les dynamiques démographiques façonnent les programmes de développement présents et à venir de l’Afrique. La plus grande difficulté, qui est également la plus essentielle, est de résoudre les questions de développement économique et social qui se posent au continent alors qu’il comptera 1,5 milliard d’habitants ces 10 prochaines années. La population mondiale a augmenté de 2,9 milliards de personnes ces 35 dernières années, passant de 4,4 milliards en 1980 à 7,3 milliards en 2015. Bien que les taux de croissance démographique aient ralenti, la population mondiale continue de s’accroître de 81 millions de personnes chaque année. L’Afrique contribue fortement à ce phénomène.

Methods of obtaining vital data in developing countries
Methods of collecting vital data may be classified as active or passive. Active methods involve sending enumerators to make systematic enquiries among households; in passive methods, the household is itself expected to make the report to some central point whenever an event occurs. If annual data are wanted on a nationwide "basis, an active procedure is obviously too expensive. Thus we find in, developing countries the tendency to limit active methods a sample, arid the desire to move; towards a passive method as fast as possible. However, the passive method presents the obvious problem: how to persuade the population to report.

Status of environmental statistics in Ethiopia
Ethiopia is a primary agriculture country with about 85 percent of its population living in rural, areas. Agriculture is the dominant sector accounting for about 45 percent of expert and 80 percent of total employment. The country is endowed with natural resources in terms of stock, quality a diversity. Its economy is mainly based on renewable -natural resources which are mostly used for subsistence lifestyle. According to 1984 population census in 1997 the total population of Ethiopia is estimated at 61.3 million. This makes it the second largest populated country in sub-Saharan Africa. Renewable natural resources, i.e., land, water, forest as well as other forms of biodiversity has to meet all the demands of the human and animal populations.

The economy of Lesotho continued to experience moderate growth of 3.6 per cent in 2014 (Bureau of Statistics, 2015) due to the global economic recovery and increased external demand. The recent positive growth figures are driven by agriculture, mining and large-scale construction projects, as well as the health, financial inter-mediation, transport and communications sectors. On the fiscal side, Lesotho’s budget is to a large extent financed by Southern African Customs Union (SACU) transfers, whose volatility remains an obstacle to planning fiscal consolidation. Policymakers should therefore focus their attention on good governance of the sector, supporting developments in other sectors such as tourism and mobilizing resources to increase access to water for the Basotho people.

Objectives and concepts of a system of industrial statistics
Most governments have now found it essential to gather, statistics on at least some, aspects of the industrial sector of their economy. The extent to which they have developed, the collection of these types of statistics has varied greatly depending upon a number of factors. Generally, the most important single factor has been the degree of industrialization achieved in the, particular country. However, it is not only to governments of highly developed and industrialized economies to which statistics of industrial activity are important. All governments need data on the role, structure and activities of the industrial sector of the economy in order to assess and encourage industrial growth and stability. Further, for purpose of international action in this field, some of these data are needed on an internationally comparable basis.

Le présent document offre une mise à jour du profil de pays 2015 de l’Ouganda, et plus particulièrement les données annuelles pour 2015 récemment publiées. L’économie ougandaise a continué de croître assez rapidement en 2015, enregistrant une progression du PIB réel de 5,5 % en 2015, contre 4,7 % en 2014. Ce résultat a été obtenu dans un contexte économique régional et mondial de plus en plus incertain. L’escalade du conflit au Soudan du Sud durant la première moitié de 2016 pourrait avoir un impact négatif sur la balance commerciale les exportations vers le Soudan et le Soudan du Sud ayant représenté 16 % du total des exportations en 2015.

Progress report of the coordinationg committee on African statistical development April 1996 to April 1999
The Coordinating Committee on African Statistical Development (CASD) was established in 1992 following its recommendation in the Strategy for the implementation of the Addis Ababa Plan of Action for Statistical Development in Africa in the 1990s. The creation of CASD was considered to be the first action towards the implementation of the Plan of Action and has played the role of a technical committee, which assists ECA in discharging its responsibility of monitoring the implementation of Addis Ababa Plan of Action. In addition ECA as a secretariat of CASD has facilitated meetings of CASD, coordinated post meeting activities and disseminated CASD meeting reports, publications, newsletters.

Profil de pays Angola 2016
Ayant été fortement affecté par la faiblesse des cours du pétrole sur les marchés mondiaux, le rythme de la croissance économique en Angola est resté modéré en 2016, avec un taux projeté de 3 % (Ministère des finances, 2016a). Outre le secteur pétrolier, la croissance récente a été tirée essentiellement par l’évolution des secteurs de l’énergie et de la construction. Pour compenser les faibles recettes provenant des ventes et des taxes pétrolières, les autorités fiscales ont augmenté les taxes à la consommation et à l’importation, diminué les dépenses et réduit les subventions, entre autres mesures. Sur le plan monétaire, le choc externe a entraîné une dépréciation du kwanza et une hausse de l’inflation, amplifiant l’éventuel effet négatif des ajustements budgétaires sur les plus démunis. La balance commerciale s’est réduite du fait de la valeur plus faible des exportations de pétrole, ce qui a entraîné une balance négative du compte courant pour les années 2014 et 2015.
Depuis la fin de la guerre civile en 2002, l’Angola a réalisé des progrès considérables en termes de développement politique et économique. Ces dernières années, le pays s’est réorienté vers l’intégration régionale, notamment dans les domaines de la sécurité et des infrastructures. Depuis 2014, il est aux commandes de la Conférence internationale sur la région des Grands Lacs (CIRGL) et sous sa direction, la situation dans la région, en particulier au Burundi, en République centrafricaine et en République démocratique du Congo, s’est considérablement améliorée suite à l’imposition de sanctions politiques et économiques contre les groupes rebelles armés dans la sous-région. En outre, au cours des dix dernières années, l’Angola a déployé des efforts particuliers dans le domaine du déminage et de la lutte contre la prolifération des armes légères. En reconnaissance de l’engagement du pays, les chefs d’État de la CIRGL ont désigné l’Angola à la présidence de la Conférence pour le prochain mandat, qui a commencé en 2016.

Public finance statistics in Africa
The purpose of this document is to examine the availability of public finance statistics in Africa as well as the relevant practices obtaining therein, and to compare them with United Nations' recommendations. The data published in the formats for the various countries of the African region are compared with the different classifications referred to above, and the work done by the ECA secretariat in its attempt to compile and publish relevant public finance data on uniform basis is described. In so doing an attempt is also made to examine the availability of public debt analyses as set out in the tables published in the annexes of the statistical commission's document entitled “A Note on Classification of Public Debt Transactions”.

Report of the working group on experts on foreign trade statistics
The Working Group of Experts on Foreign Trade Statistics convened by the Economic Commission for Africa met in Addis from 25 to 27 September 1963 the group consisted of twelve experts, of whom nine were from African countries.This Working Group was convened in response to a recommendation, by the Seminar on External Trade Statistics, held in Addis Ababa from 29 November to 7 December 1961 which recommended that the Secretariat should carry out a detailed study of the methodology employed at present, in the various countries of Africa and should arrange for a small group of experts to consider this question on the occasion of the Third Conference of African Statisticians. The purpose of such a group would be to make recommendations for promoting uniformity and improvement in the methods used.The Seminar also requested that the Secretariat should undertake a study of quantum units in African countries to enable the Conference of African Statisticians to make recommendations on promotion of comparability in this field.

Facts and fiction of Africa's statistics narrative
The book ‘Poor numbers: How we are mislead by African Development Statistics and what to do about it’ came under heavy criticism at a seminar last night organised by the 9th Symposium on Statistical Development in Africa (ASSD), in Gaborone, Botswana. Jerven gave a short presentation of his book to a room packed with the African statistical community and other delegates of the symposium. In his book, Jerven argues and questions the authenticity and credibility behind numbers produced by African statistical offices. He argues that although abuse of statistics, was a global problem, the situation was worse and bigger in sub-Sahara Africa citing conjectural and structural factors. His presentation called it a knowledge problem citing among others, weak statistical institutions and the use of outdated base years, in some cases 20 years old to measure GDP. The discussion went on for more than three hours as discussants and audience members tore Jerven and his book apart, questioning motives and faulting his research methodology. Others suggested that he he-writes another book. In his response, Jerven took exception with some of the comments, defended his work and agreed to disagree.

Dr. Sanga, on his remarks highlighted that, This second meeting of the Commission brought together a mix of statisticians, policy makers, national statistical associations, PRSP units’ representatives, statistical training centers, universities, young statisticians, regional economic communities and technical and financial partners. This mix led to very intensive and varied discussions. It is worth noting that partnership was key in organizing and successfully concluding this second meeting of the StatCom-Africa.

The Working Group on the Adaptation of the UN System of National
Accosts for use in Africa met in Addis Ababa, from 24 to 29 September
1962. The Working Group originated in the following recommendation
of the Second Conference of African Statisticians: The Conference approved the Secretariat's plan to convene a working group in 1962 to study ways of adapting the UN SNA to African requirements.
