International year for the mobilization of financial and technological resources to increase food and agricultural production in Africa
Over the last two decades* Africa has gradually lost its ability to feed its population and finance its investment for its agricultural sector. It is increasingly depending on industrialized countries for its needs. At the same time, earnings from major export crops have drastically fallen while external debts of many African States have multiplied over the last decade. Sub-Saharan Africa is the poorest part of the world's economy, the only region where the rate of growth of population is increasing and where average per capita income is likely to continue to fall during 1985-1995, involving an estimated fall in per capita GDP of 0.7 per cent. II The logical question, therefore, is whether there is any hope for the people of Africa?

Statement of the Executive Secretary of the Economic Commission for Africa at the First African First Ladies Summit. The Executive Secretary on his remarks outlined that, the fact that women bear the disproportionate burden of war and conflict, they are seldom involved in the decision-making processes that lead to conflict and peace at the national and international levels. At ECA, in our efforts to carry out strategic institutional changes that will render our role in promoting development in Africa more effective, we have decided to pay special attention to gender issues both within ECA and in our member States. The role that the First Ladies of Africa have carved out for themselves as ambassadors of peace through peace missions in war-torn countries and as advocates for the inclusion of women in negotiating teams as part of the mechanism for conflict prevention, management and resolution, will add a welcome voice to the recommendations of the African and Global Platforms for Action.

La CEA appuie le Réseau d'Observation Climatologique en Ethiopie
Le Centre africain pour la politique climatique (ACPC) a accordé à l'Agence météorologique nationale éthiopienne ordinateurs pour soutenir la mise à niveau du réseau d'observation du climat du pays. Ce don est le premier envoi d'un lot d'équipements que la Commission économique des Nations Unies fournit au gouvernement éthiopien par l'intermédiaire de son ACPC pour l'assistance aux pays africains. Ce projet vise à renforcer la capacité du pays à mieux planifier l'utilisation de ses ressources en eau et à répondre aux stress hydriques induits par le changement climatique. La couverture actuelle du réseau d'observation du climat en Éthiopie est inférieure au niveau recommandé par l'Organisation météorologique mondiale.

Report on climate change
This special session of the CSD comes one year after the coming into force of the Kyoto protocol, a key instrument in combating global climate change. This report aims to inform the CSD 14 on the status of climate change in Africa. Specifically, section 2 discusses climate change in the context of sustainable development, section 3 reviews strategies that have been used to combat climate change in the region in the recent past, while section 4 analyses the region’s vulnerability to climate change impacts response activities and means of implementation. This paper concludes by identifying issue and questions to be considered for integration into future climate change mitigation and adaptation strategies of African countries.

Malawian president urges finance and development ministers to promote sustainable growth before macro-economic stability
This is the third time the African Union Commission and the Economic Commission for Africa are jointly holding the annual meetings of finance, planning and economic development ministers. While commending the timeliness of the theme of this year’s meetings, its pointed out the poor degree of policy implementation as a serious impediment to the mobilization for development and people’s welfare. The Chairperson of the AUC noted that: “There is no genuine dynamic for speeding up the transformation and growth of African economies, for creating new job opportunities and containing the scourge of unemployment, all of which are compounded by the undiversified nature of our national economies and, by implication, our sources of economic growth”.

Planning structure for the development of the agriculture sector in Zambia
Soon after independence in 1964, Zambia embarked on a process of
planned economic development.To start with the country put into effect the transitional Development Plan which covered a period of 18 months from January 1964 to June 1966 (including six months of the Emergency Plan) and was "primarily a holding operation" with emphasis on essential services.However, the Transitional Plan was immediately followed by comprehensive First national Development Plan (FNDP) which was scheduled to run from July 1966 to December 1970, and the Second National Development Plan 1972-76 (SHOP) which is at present being implemented.

Rectas: blazing the trail in capacity building for geoinformation production and management for sustainable management of land ,environment and natural resources in Africa
The need for a Regional Cartographic Centre was first mooted at the 1st United Nations (UN) Cartographic Conference held in 1963 in Nairobi, Kenya. Consequently, the 8th Session of the Economic Commission for Africa (ECA) Conference of Ministers held in Addis-Ababa, Ethiopia, in 1964 passed Resolution 164 (VIII) calling for the creation of Regional Centres for Training in Photogrammetry, Photo-Interpretation and Airborne Geophysical Surveys. In 1971, four founding member states (Benin, Ghana, Nigeria and Senegal) signed the principal agreement establishing the Centre. Four other member states joined afterwards, namely: Burkina (in 1981), Mali (in 1982), Cameroon (in 1983) and Niger (inl984). The Centre was declared open on 21st October 1972 with the then Executive Secretary of the United Nations Economic Commission for Africa (UNECA), Dr. R.K.A. Gardiner, as the first Chairman of the Governing Council.

Workshop on institutional and strategic frameworks for sustainable development in Africa :final report
The Workshop on Institutional and Strategic Frameworks for Sustainable Development in Africa constituted an integral part of Africa’s regional preparations for the United Nations Conference on Sustainable Development (Rio+20) to be held in Rio de Janeiro, Brazil, in June 2012.The main objectives of the workshop were to: Examine and adequately define the institutional framework for sustainable development in Africa, taking into account existing institutions at regional and sub regional levels; Examine institutions, policies and strategies for sustainable development at international, regional and national level, taking into account the extent to which such institutions incorporate key requirements of sustainable development, including balanced and integrated development, and intra and inter-generational equity issues; and Provide the opportunity to further disseminate the findings of the two ECA-led studies on national councils for sustainable development (NCSDs) and national strategies for sustainable development (NSSDs), and to obtain relevant updates from selected agencies and countries. The intent was to promote experience sharing and knowledge networking with a view to enhancing the learning and implementation process.

Informal consultations on green climate fund underway at COP17
The President of COP 17 launched informal transparent and inclusive consultations with Parties on the establishment of a Green Climate Fund underway at COP17. The report was presented by one of the co-chairs of the Transitional Committee, who is also the former South African Minister of Finance. It contained recommendations on the operations of the Fund including its governance, on contributions to the fund and eligibility for disbursements, legal instruments, etc., according to the Information and Communication Service of ECA. All parties at the talks agreed that the Fund will be a very important instrument in fighting climate change impacts and it must be established as soon as possible. Many delegates were also convinced that agreement must be reached on establishing the Fund during COP 17.

A framework agenda for building and utilizing critical capacities in Africa
Capacity building is the key to Africa's accelerated development. The major reason for the generally observed failure in the efforts deployed during the past two decades to put Africa on the path of accelerated growth and sustainable development has been the lack of systematic action on building and enhancing the critical capacities needed to sustain growth and development. The Framework Agenda consists of two parts. Part I contains three chapters. This first chapter has given a brief outline of concepts and definitions and the imperative of capacity, for capacity building. The third chapter discusses strategies for implementation. Part II, presents an analysis of the situation regarding capacity building in ten priority areas in Africa, each followed by an action matrix indicating the policy measures required in each priority area, what individual African countries should do at the national level, complementary actions at the sub-regional and regional levels, and supplementary action by Africa's external partners in support of national actions.

This article was written and Published by Mr. Antonio M.A. Pedro, Director of the Sub-regional Office for Eastern Africa at the United Nations Economic Commission on Africa (UNECA) and Co-Chair of the UN Sustainable Development Solutions Network (SDSN) in the thematic group on “Good Governance of Extractive and Land Resources”. Many developing countries suffer from the same malaise, i.e. the paradox of plenty, where abundant endowments of natural resources, including minerals, are not translated into equivalent levels of prosperity, broad-based development and resource-based industrialization. As with many other resource-rich countries, Indonesia wants to realize and maximize local retention of its mineral wealth, including through the enhancement of local processing of its raw materials. The recent ban of exports of raw materials could have therefore been introduced as part of an effort to scale-up local resource based industrialization (RBI) and value addition, a legitimate aspirational goal.

Lors de la troisième Conférence régionale sur la mise en valeur et l'utilisation des ressources minérales en Afrique, à Kampala (Ouganda) des recommandations importantes avaient été faites. La mise en valeur des ressources minérales devait contribuer, d'une manière plus efficace, au développement socio-économique des Etats africains. Cela n'était réalisable que si elles pouvaient être exploités de façons plus rationnelles puis transformées et réutilisées le plus possible sur place. L'adaptation des politiques nationales dans cette optique devait supposer des échanges d'informations et d'expériences entre les Etats d'une sous-région tant il paraissait vrai que ce projet ne pouvait aboutir que dans le cadre d'une communauté de vues et d'un esprit de collaboration ouvert.

Regional climate centres in Africa consolidated capacity needs assessments
This consolidated report provides a top level summary outlining key gaps that exist at the continental level to help African regional climate centers improve the development, production, delivery and uptake of their key products and services. It also provides an overview of the climate landscape in the continent and how RCCs are fundamental components to support the achievement of several important climate initiatives designed to improve the provision and use of appropriate climate information to promote planning for sustainable development in Africa. The report below is a consolidation of recent reviews of African regional climate centers that are targeted to be designated as WMO-regional climate centers inter-alia African center for meteorological applications for development (ACMAD) ;Agriculture, Hydrology and Meteorology (AGRHYMET); Inter-governmental authority on development climate prediction and applications center (ICPAC); Climate application and prediction center for central Africa (CAPC-CA); Southern Africa development community-climate services center (SADCCSC). The analyses of the capacity needs assessment (CNA) findings have shown that there are common challenges in all the centers but also specific issues to each center. The summaries of the key gaps and proposed priority recommendations for each regional climate center are detailed below.

Role of borehole geophysics in mineral resources exploration in Africa
Throughout Africa numerous wells are drilled each year for domestic water supplies and irrigation purposes. The application of borehole geophysics, in which the properties of the penetrated strata are measured, could "be important in the location of aquifers and In the acquisition of water quality data. In addition, borehole measurements could provide useful information on additional mineral resources such as petroleum, coal, uranium, phide ores, sulphur and evaporates. It is estimated that information front a total of about 5,000 km, of borehole length Is lost each year through the lack of recording of well data in Africa.

A report on social trend and major social development problem in Africa was completed and its findings incorporated in ECA's Silver Jubilee publication ■ ECA and Africa's Development, 1983-2003; A Preliminary Perspective Study", 1983. 4. The Division prepared a report on the use of mass media for rural development on the basis of field studies, which were undertaken in twelve African states. The objective of the study was to determine the effectiveness of the mass media used in various African countries and the extent of their coverage, the extent to which local languages are used; the involvement of the rural population in the development process; the availability of competent staff for rural-oriented programme production; and to make recommendations regarding staff training and recruitments for planning, management and direction, production, dissemination and evaluation of broadcasting programmes oriented towards rural development

Country programmes called “frontline of action” for sustainable human development UNICEF efforts address core problems of stricken zones in eastern and southern Africa
"Core problem of women and children " in eastern and southern Africa, area beset by drought, war, refugee flows and displace persons, were the focus of United Nations Children's Fund (UNICEF) country programs. The board approved the country program recommendations for five eastern and southern African countries: Botswana, Ethiopia, Kenya, Zimbabwe and Mozambique. The proposed country program for Mozambique, was an important contribution by the international community and UNICEF to its country ' s efforts towards consolidation of peace, harmony and national reconstruction.

L'élaboration des plans d'action stratégiques a été consecutive à la signature, par 24 pays en Afrique
d'au moms 4 des 5 traites sur l'environnement, et 7 autres sont en passe de les rejoindre (1998) ; 22 pays ont un plan d'action stratégique sur I'environnement ; un état de la situation environnementale existe pour 24 pays et 10 pays ont un document officiel d'évaluation de la biodivérsité avec un plan d'action stratégique, produits pour la plupart entre 1988 et 1994, ces plans devaient faire I'objet de réajustements pour être adaptés aux stratégies nationales. Dans Ie classement des priorités des Etats africains (Agenda 21), la sécurité alimentaire, Ie pouvoir économique des femmes, la formation et l'éducation, la culture, la socialisation et la santé, qui sont les domaines en tête, portent les gennes du.problème environnement tout comme les domaines critiques qui font suite à l'Environnement, soit: les droits reconnus aux femmes par la loi, la demande en données désagrégées par sexe, la Communication, l'Information et la Recherche.

Report of an ECA-MRAG mission to IFAD on rural development and poverty alleviation
The president of the International Fund for Agricultural Development (IFAD) requested the Economic Commission for Africa to contribute to the deliberations of sixteen session of the IFAD Governing Council which took place in Rome, Italy from the 22nd to 24th of January 1993. Special emphasis was placed on ECA’s review of its Special programme for Sub-Saharan African Countries Affected by Drought and Desertification (The Special Programme- SPA). The mission has some major activities like; to provide substantive inputs into the review process of IFAD’s special programme for Sub-saharan countries affected by drought and desertification; to prepare and discuss a project peroposal with the IFAD administration on the Fund’s request for ECA to organize a meeting of representatives of African First Ladies to accelerate the follow-up to the Geneva Summit for the Economic Advancement of Rural Women and to participate in the sixteenth session of the Governing council of IFAD including the preparation and presentation of a statement on behalf of the Executive Secretary of ECA to the council.

L'économie verte dans le contexte du développement durable et de l'élimination de la pauvreté: quelles sont les implications pour l'Afrique?
Une économie verte peut être définie comme une économie qui améliore le bien-être humain et l'équité sociale, tout en réduisant considérablement les risques environnementaux et les pénuries écologiques. Dans une économie verte, la croissance des revenus et de l'emploi est tirée par les investissements publics et privés. qui réduisent les émissions de carbone et la pollution, améliorent l'efficacité énergétique et des ressources, et préviennent la perte de biodiversité et de services écosystémiques. Ces investissements doivent être catalysés et soutenus par des dépenses publiques ciblées, des réformes politiques et des changements de réglementation. Cette voie de développement devrait maintenir, améliorer et, si nécessaire, reconstruire le capital naturel en tant qu'actif économique essentiel et source d'avantages publics, en particulier pour les pauvres dont les moyens de subsistance et la sécurité dépendent fortement de la nature.

Early in 1990 the World Bank had made preparations for commissioning a consultancy study of rationalization of petroleum supply and distribution in Sub-Saharan Africa. The main purpose of the study was to gain insights into, and make realistic estimates of the potential savings that could be gained if the 46 countries of the region were to collaborate in appropriate sub-regional groupings, to rationalize petroleum products supply and distribution arrangements and procedures now organized and conducted nationally at excessive cost. Rationalization measures, would among other things include, (a) bulk purchasing of the aggregate total of comparatively modest national requirements, (b) improving the operating efficiency of refineries run much below capacity to meet only national needs through bulk refining of subregional requirements, and (c) efficient sub-regional distribution arrangements.

ECA to host third annual climate change and development in Africa conference
The African Climate Policy Centre (ACPC) will organise the Third Annual Conference on Climate Change and Development in Africa (CCDA-III) at the UN Conference Centre in Addis Ababa, Ethiopia from 21 – 23 October, 2013. The theme of this year’s Conference is: “ Africa on the run: can the opportunities from climate change spring the continent to transformative development? ”. The Conference will address four sub-themes that aim to share experiences and disseminate research results and assess how Africa is coping with impacts of climate change These are: Climate Science; Data and Services for Africa’s Adaptation and Mitigation; The Role of Policy in Building Africa’s Resilience to Climate Change Impacts; Green Economy and Climate Finance Opportunities in Africa; Is the Global Climate Change Framework working for Africa? The Conference will also seek ways of strengthening Africa’s ability to seize opportunities from climate change to better prepare the continent for transformative development.

Report of the Ad Hoc experts group meeting on the Implementation plan for the harmonization of mining policies, standards, legislative and regulatory frameworks in southern Africa
This report presents the outcome of an Ad hoc Experts Group Meeting convened to review
a draft implementation plan for the harmonization of mining policies in Southern Africa.
The meeting, organized by ECA-SA in collaboration with the SADC Secretariat, took place
in Johannesburg, South Africa on 24 to 26 October 2007. Senior Officials from Ministries
responsible for Mining from eleven SADC governments and representatives of the private sector
attended the meeting. The meeting followed the approval by SADC Ministers responsible
for Mines, of a framework for Harmonization of Mining Policies, Standards, Legislative and
Regulatory Frameworks in Southern Africa in 2006 and the subsequent endorsement, during
the same year, of the framework by the SADC Ministers responsible for Finance and the SADC
Intergovernmental Committee of Ministers. The Implementation Plan identifies eight themes
to drive the harmonization agenda. The themes are; geological information and mining systems,
value addition, innovation and research and development;

Africa making great strides towards many MDG targets yet serious challenges remain, new report says
Converting Africa’s impressive economic performance over the past decade into greater gains on the Millennium Development Goals (MDGs) remains a primary challenge for Africa, according to a new report. The progress report, prepared by the African Union Commission (AUC), UN Economic Commission for Africa (ECA), UN Development Programme (UNDP), and the African Development Bank Group (AfDB), was launched on the final day of the African Union Summit. An analysis of food insecurity the report’s theme provides insights into how this phenomenon impacts other MDGs, particularly health-related goals, and how concerted efforts to improve agriculture, food distribution and nutrition would fast-track progress towards other MDGs.

Sub-regional consultative meeting in Lusaka finalises the Southern Africa report on progress towards sustainable development
The Southern Africa consultative meeting to review the Southern Africa Report on Progress towards Sustainable Development took place from 6 to 7 October in Lusaka, Zambia. The consultative meeting is part of the Africa regional preparatory process for Rio+20 summit taking place in Rio de Janeiro, Brazil in June 2012. The meeting gathered 30 experts from the Southern Africa Development Community (SADC) member States, Common Market for Southern and Southern Africa (COMESA) Secretariat, ECA and AUC. The expert’s deliberations enriched the draft sub regional report and agreed on key policy messages. The final Southern Africa report will contribute to informing the Africa Review Report on Sustainable Development, which will be deliberated on at the Africa Regional Preparatory Conference for Rio+20, scheduled for 20-25 October 2011.

Land tenure systems and sustainable development in southern Africa
This study was commissioned to review the current land tenure systems in selected
countries in southern Africa, to identify constraints and opportunities relating to tenure
security and improvements in women’s land rights and to recommend strategies to alleviate
problems. The study methodology combined the collection and synthesis of existing country
level literature on land policies, land laws and other related documents with interviews with
selected key informants from relevant government ministries such as agriculture and lands
and civil society groups, universities and NGOs. Six countries were selected for detailed study: Botswana, Lesotho, Malawi, Mozambique, South Africa and Zambia.

Ministerial conference opens with emphasis on structural transformation
The Sixth Joint Annual Meetings of ECA Conference of African Ministers of Finance, Planning and Economic Development and AU Conference of Ministers of Economy and Finance opened here with a call for a paradigm shift for Africa from relying on exports of primary commodities to commodity-based industrialization that will deliver employment, increased incomes, and enable diversification. Giving the key note address at the conference Cote D’Ivoire President Alassane Ouattara, said it was time Africa focused on increasing local productivity and its share of finished goods in global value chains. At the domestic level, countries must strengthen bureaucratic capacity to undertake dynamic long term planning and coordination of economic activity. “For finance we must begin to pay more attention to domestic resource mobilization while we accelerate the pace of regional integration to reap greater economies of scale,” said Lopes. Lopes told the conference that ECA is currently restructuring its programmes to better support member States achieve Africa’s transformation agenda. “We will support member States in their efforts to implement growth oriented macroeconomic policies, and to restore development planning. This will be underpinned by the generation of high quality data using latest technologies.

Science and technology and competitiveness of Natural Resources in Africa : an issues paper
The Conference of African Ministers responsible for Economic and Social Development and Planning adopted Resolution No. 826 (XXXII) in April 1996, through which the Ministers structured new Organs to deal with overall development issues facing the continent. Among these organs and subsidiary bodies (para "B-6") the Ministers established the "Committee on Natural Resources and Science and Technology" as follows"(CNRST). "This Committee will subsume the functions performed by the African Regional Conference on Science and Technology and the Conference of African Ministers responsible for the Development and Utilisation of Mineral Resources and Energy. It will, however, be composed of experts in these fields." CNRST serves as a forum for the promotion of cooperation among African countries in the areas of science and technology and development and natural resources and for providing advice on science and technology issues relevant to the development of member States. This issues paper on "Science and Technology and Competitiveness of Natural Resources in Africa" is intended to serve as a background to the deliberations of CNRST 2.
