Mobilization of private savings in selected African countries
A basic problem of resource mobilization is how to turn domestic resource mobilization into an engine of growth and structural transformation. It has been asserted that financial institutions can help overcome the capital shortage problem and, thus, influence the pace and pattern of development. Thus, the rapid development of a country's financial system will be instrumental to enhancing the growth process via its influence on the capital stock for growth purposes. In the case of African economies, it has been observed that the structural rigidities of their economies and their limited capacity at financial intermediation are among the factors that have hampered and continue to hamper domestic efforts at resource mobilization for development. This study focuses on financial intermediation or the role of financial institutions in tapping and equilibrating the demand and supply of resources as between deficit and surplus units, with particular emphasis on banking institutions.

Draft charter concerning the Eastern and Southern African Development Bank
This paper focuses on the revised draft charter concerning the Eastern and Southern African development bank. The Fourth Meeting of the Lusaka MULPOC Council of Ministers and the Second Extraordinary Meeting of Ministers of Trade, Finance and planning was agreed in principle to establish a Development Bank for the Eastern and Southern African sub region. The objectives of such a Bank should not be confined to promoting development only but should also include the financing of trade within the Preferential Trade Area.

Etant donne l'étendue du continent africain, sa faible densité de population, la répartition inégale des ressources naturelles, l'étroitesse de la plupart de ses marchés nationaux et le manque de capitaux et de main-d’œuvre, les pays de l'Afrique ont jugé bon, pour coopérer sur le plan économique, de se grouper en quatre sous-régions : Afrique du nord, Afrique de l'ouest, Afrique du centre et Afrique de l'est. Il est commode d'adopter les mêmes subdivisions pour dresser un état de la situation actuelle de l'industrie en Afrique. II convient cependant de noter que les limites des sous-régions ne sont nul1ement immuables et que l'on pourrait procéder à une division plus rationnelle en marches qui ne coïnciderait pas toujours avec les frontières nationales ni même, dans certains cas, avec les limites des sous-régions. A noter aussi que les pays d'une sous-région différent parfois sur des points importants. II en est de même parfois pour les différentes parties d'un même pays : ainsi, le revenu par habitant dans la province du Katanga est estime à 200 dollars contre 78 dollars pour l'ensemble de la République démocratique du Congo.

Follow-up mechanisms to the first WTO ministerial conference and modalities to facilitate Africa's effective participation in the second WTO ministerial conference: report
Africa is facing several challenges in the eve of the 21st century. To meet these challenges, the African continent will need to shift its economies onto a higher performance growth path which would require not only some high policy decisions, i.e., domestic policy reforms of the trade and investment policies, as well as financial sector reforms, but also unleash the forces of the private sector. Africa has chronically underperformed in the world international trade. A number of factors are responsible for Africa's poor performance in world trade, including trade restricting policies; high transport costs; low productivity and skills; policies constraining private sector development; and poor infrastructure, such as electricity, water supplies, telecommunications, etc. The meeting is being held as part and parcel of the process of assisting African countries to adjust to the post-Uruguay round economic and trading environment and to enhance their capacities for taking advantage of the opportunities emerging from the new world economic order.

Using an annual panel data approach for a sample of 12 African countries in the franc zone in the period 1970 to 2003, this paper explores this research question on the basis of econometric estimation techniques by Blundell and Bond (1998) system GMM. The econometric analysis reveals that capital flight affects negatively and significantly domestic investment. Our results indicate also a positive and highly significant effect of past investment on current investment in this zone, suggesting a high degree of persistence of usual investment behaviors. We estimate that for every dollar invested in the franc zone, roughly 83 cents contribute to increase current investment. Moreover we find that this domestic investment is positively and significantly related to the growth rate of real GDP and to the change in credit to private sector. This paper examines the implications of these results and proposes some policy measures to stem continued capital flight induce capital flight reversal and stimulate domestic investment.

Le rapport de l’élite africaine expatriée avec son continent est une question qui intéresse de plus en plus les chercheurs. L’interrogation est légitime, ne serait-ce que pour deux raisons. D’une part, à la traîne des autres parties du monde en matière de développement économique et social, l’Afrique, encore largement dépendante de l’expertise intellectuelle étrangère, aurait beaucoup à gagner de l’implication de sa diaspora dans la définition et la réalisation de ses projets. D’autre part, au regard d’initiatives officielles récentes dont la conférence des intellectuels de la diaspora tenue à Dakar en 2004, sans parler de la prégnance, au sein de cette diaspora, de l’idée de servir l’Afrique, une telle réflexion est opportune.

Public expenditure allocation in Africa :an exploratory analysis
The International Development Goals (IDGs) for 2015 endorsed by the international development community cover a range of economic and social areas, including poverty reduction, improved access to health and education, movement towards gender equality, environmental sustain ability and good governance. These goals provide a useful benchmark against which to measure development efforts and progress. Increasingly, they are expected to influence policy making in developing countries including issues related to the management of public resources. The issue of public expenditure reallocation is justified on grounds that it serves the objectives of both equity and efficiency at the same time. There is no inherent trade-off, as may be the case in other instances, between the two considerations of public expenditure policy. This paper is organized in five sections. Section II outlines the theoretical framework for reallocating public expenditure and develops the optimal allocation rule. The theoretical framework posits poverty reduction as the objective function for the government which is optimized subject to its expenditure constraint. As a result, and in order to apply the framework, section III reviews the latest results on poverty in Africa while section IV looks very briefly at public expenditure. Following these, section V reports the results of applying the optimal allocation rules for the case of education. Section (VI) is conclusion.

Il s’agit aussi de fournir des données factuelles relatives à l’impact des flux d’investissements sur la transformation économique et d’élaborer, à partir de faits concrets, des recommandations visant à stimuler l’investissement intra-africain. Entre autres choses, l’étude présente l’état d’avancement des négociations relatives à la Zone de libre-échange continentale (ZLEC) et met en exergue la pertinence de l’investissement dans le cadre de ces négociations.

Africa must speak in one voice on financing development
Africa must speak with one voice when deciding its priorities for financing of development in the continent, urged Mr Abdalla Hamdok, Deputy Executive Secretary of the Economic Commission for Africa at the opening of the 23-24 March Regional Consultation towards the Third International Conference on Financing for Development. Speaking to delegates from government, inter-governmental agencies, civil society, financial institutions, academia and think tanks, Mr Hamdok highlighted the need for “African countries to organise themselves properly, articulate their interests and priorities well.” The consultation is one of several discussions to determine priorities for financing of development in Africa and to devise strategies focusing on sustainable sources and means of funding. The July Conference will convene high-level political representatives, including Heads of State and Government, as well as all relevant institutional stakeholders, non-governmental organizations and private sector entities to discuss, deliberate and negotiate a development finance framework which will constitute an important contribution to and support the implementation of the post-2015 development agenda.

Innovative financing for Africa’s transformation Marrakech
Since the late 1990s, many African economies have grown significantly, and a number of countries continue to benefit from accelerating growth rates. Growth has been largely underpinned by the sustained expansion of extractive industries and the services sector. However, with a few notable exceptions, growth has largely by-passed the agricultural and manufacturing sectors. Meanwhile, export revenues have increased rapidly, mainly as a result of the price effect, which has resulted in many countries’ economies becoming even more dependent on the export of primary products. Against this backdrop, funding Africa’s transformation will require innovative development financing mechanisms and major efforts to mobilize additional funds from existing sources of development finance.

Private investment for structural transformation and growth in Africa : where do small and medium-sized enterprises stand?
This paper examines the relationship between private investment and structural transformation and growth in Africa with a special focus on small and medium-sized enterprises (SMEs). The results from the trend analysis show that private investment rates have increased modestly in recent times. At the same time per capita income growth has moved from negative to positive. The empirical growth and structural transformation models suggest private investment exerts a positive and statistically significance impact on per capita income growth, and the industry-to-agricultural output ratio.

African development needs a suitable finance system
Speaking at the opening of the Regional Consultation towards the Third International Conference of Financing for Development held in Addis Ababa, Ethiopia’s State Minister of Finance and Economic Development stated that for Africa “it’s possible to grow sustainably with the right financial system”. The race is on to define policies, priorities and strategies for development and its financing before the September 2015 summit on Sustainable Development Goals (SDGs). In devising strategies for financing development highlighted the “importance of domestic resource mobilization” of people and financial resources. The continent has large financial needs and fortunately the resources are available but are not allocated where needed.

US companies missing out on African investments - says ECA's Lopes
On the eve of the Africa-US Summit to be held in Washington DC this week, Mr. Carlos Lopes, Executive Secretary of the Economic Commission for Africa (ECA) has underscored that with Africa attracting major investments from the BRICS (Brazil, Russia, India, China and South Africa) and other developing economies, it is time for American companies to wake up and participate in the already vibrant and promising African investment terrain. The Summit is taking place against widespread agreement that Africa has evolved into a dynamic market with a growing middle class. In addition, there is a growing understanding among African leaders and people on economic transformation as an imperative for the continent to sustain growth and foster inclusive development.

Promotion of foreign direct investment in selected African countries : the case of Ghana
The Ghanaian economy in the early 1980's, prior to the implementation of the ERP, was dominated by pervasive administrative controls characterized by administrative pricing of virtually all goods and services. The rate of exchange between the cedi and major international currencies was fixed by the government; foreign exchange was allocated by a government foreign exchange allocation committee; the trade regime was characterized by quantitative restrictions on imports and high tariff walls. The over valuation of the Ghanaian currency which resulted from the fixed exchange rate system produced an incentive structure which hindered production for exports, promoted imports and made locally produced goods internationally uncompetitive.

Foreign direct investment in Africa : performance, challenges and responsibilities
African Trade Policy Centre
This paper examines the performance, promotion, and prospects for foreign direct investment (FDI) in Africa. Factors such as political and macroeconomic instability, low growth, weak infrastructure, poor
governance, inhospitable regulatory environments, and ill-conceived investment promotion strategies, are identified as responsible for the poor FDI record of the region. The paper stresses the need for moretrade and investment relations between Africa and Asia. It also argues that countries in the region should pay more attention to the improvement of relations with existing investors and offer them incentives to assist in marketing domestic investment opportunities to potential foreign investors. Finally, the paper argues that the current wave of globalization sweeping through the world has intensified the competition for FDI among developing countries. Consequently, concerted efforts are needed at the national,
regional, and international levels in order to attract significant investment flows to Africa and improve the prospects for sustained growth and development.

Le Groupe a pris note avec intérêt de la résolution de In conférence des chefs d’Etat et de gouvernement invitant tous les Etats africains à s'efforcer de parvenir à une plus grande autonomie en ce qui concerne la gestion de la monnaie et du crédit et a un contrôle effectif de l'ensemble de leurs institutions monétaires et financières. Le groupe d’étude, tout en reconnaissant que l'avènement rapide de cette autonomie dans tous les Etats faciliterait l'utilisation maximale des ressources monétaires at financières de l'Afrique au bénéfice de son développement, a estimé cependant que les moyens à mettre en œuvre pour parvenir à cette autonomie relevaient du dominé des politiques nationales.

Governors of central banks mull development mandate
The acting Governor of the Central Bank of Nigeria, Sarah Alade hosted a caucus of African Central Bank Governors on Thursday, in the margins of the joint ECA-AU ongoing Conference of African Ministers of Finance, Planning and Economic Development on the theme: “Industrialization for inclusiveness and Transformative Development in Africa”. The meeting learnt that the global financial crisis has brought about the need for synthesizing the traditional role of central bank with development functions. In the discussions a major area of tension was the question of rethinking the mandate of African central banks and whether the focus of their mandates should remain on price and financial stability or broadened to include measures that promote the development of economy in key areas such as industrialization. Core to the debate was the importance of remaining independent from influence from political influence in the interest of financial stability. Lopes argued for a balance between economic stimulus and financial stability.

Financing development in Africa : trends, issues and challenges
The reduction and eventual eradication of poverty, hunger, and starvation in Africa is one of the main challenges facing African leaders and the international community. According to the March 2005 report of the Commission for Africa, “African poverty and stagnation is the greatest tragedy of our time.” Understanding the nature of this tragedy requires and examination of poverty statistics for the developing world in the last three decades. In 1970 there were 1.2 billion poor people in the developing world. Of this number there were 104 million in Sub-Saharan Africa, 830 million in East Asia, 208 million in South Asia, 36 million in Latin America, and 27 million in the Middle East and North Africa (Cooper 2005). Between 1970 and 2000, there was a tremendous reduction in the number of poor people in the developing world. More specifically, the number fell from 1.2 billion in 1970 to 647 million in 2000. However, most of the reduction came from East Asia where the number of poor people fell from 830 million in 1970 to 114 million in 2000. Sub-Saharan Africa happens to be the only sub-region where there was a tremendous increase in the number of poor people during the period. With a head-count ratio of 54.8 percent in 2000, it also has the highest proportion of domestic population that is poor.

The first challenge involves two sub-challenges. The first is to boost domestic savings and investment. The second sub-challenge is to attract a "respectable" share of FDI. The document stress that trade and investment are two key complimentary elements in a strategy to accelerate Africa's development, boost the rate of economic growth, and sustain progress towards the eventual eradication of poverty. In a liberalizing and integrating world economy, Africa will need to exert greater efforts at promoting trade and investment in order to reap benefits from the emerging world economic system.

ECA chief calls on Africa to pursue "more purposeful engagement" in world trade, UN secretary general praises ECA for initiative on information and communication technologies
There has been a distinct change of attitude in Africa, an embrace rather than an avoidance of business and private sector development as well as the willingness of governments to create environment that allow investors and entrepreneurs to flourish, a senior UN official has said. These promising trends -- including the emergence of a new generation of reform minded leaders in many African countries -- "are the reasons for much hope and optimism about Africa", said UN Under-Secretary General and ECA Executive Secretary K.Y. Amoako. Addressing the opening ceremony of an ECA conference of African ministers responsible for economic and social development here Monday, Amoako added: "To foster and nurture these positive trends requires perseverance and commitment.

Agreement on Subsidies and Countervailing Measures Summary of positions and proposals (as of21 July 1999) Prepared by UNCTAD Secretariat. The Subsidies Agreement includes a number of significant S&d provisions. This Agreement is of great importance to developing countries due to the widely held view that certain types of subsidies may be critical in the process of development. The Agreement also establishes higher thresholds for what would be considered negligible import volumes in a countervailing duty investigation involving a developing country.
