Mission report : visit of the executive secretary of ECA to Belgium from 6 to 9 march 1994 and ECA's technical mission to the netherlands from 10 to 11 March 1994
The Executive Secretary held extensive consultations with various Belgian authorities, senior staff members of the Commission of the European Union and African Ambassadors (including those of ACP). After the completion of the Executive Secretary's mission to Belgium and his departure from Brussels on Wednesday 9 March 1994, the ECA delegation which had accompanied the Executive Secretary in Belgium pursued the mission to The Hague, Netherlands, to evaluate past cooperation between the Netherlands and UNECA and to discuss the modalities, for future cooperation. The list of persons met in The Hague is attached on annex.

Dr. Amoako, on his remarks highlighted that, The launch of a development round of trade negotiations; · A reversal of the slide in development aid; · A focus on the quality of development through a stronger implementation of the Millennium Development Goals; · A successful focus on Africa at the G-8 with a detailed action plan for Africa; and · The launching of the African Union under the direction of our esteemed brother Amara Essy. We in ECA have been privileged to provide technical support on NEPAD's creation and proposed operations. We have been particularly active on governance issues, including the African Peer Review process. We have contributed ideas on enhanced partnerships and mutual accountability. NEPAD attempts to make the whole greater than the sum of the parts. It tries to put wind in your sails for reform. It tries to create enhanced international support for Africa's development.

This statement presented by the United States observer Samuel Z. Westwrfield deputy assistant secretary of state for African Affairs to the seventh session of the Economic Commission for Africa. In his statement on the seventh session pointed out that there are exciting times in Africa as new countries emerge to take their rightful place in the society of nations and to forge a better life for their people. The United States has manifested is concern for the people of Africa in many ways; by direct economic and technical assistance which amounted to over two billion dollars in the period 1960-1964; by the confidence which American private investors have demonstrated by increasing investments five-fold in this continent during the past decade. The United States shares the concern of African countries with respect to the urgency of early rapid development of transport and telecommunications links as basic pre-conditions for economic co-operation and growth in Africa.

This Statement presented by Mr. Abdoulie Janneh, UN Under-Secretary-General and Executive Secretary of ECA at the Ninth Ordinary Session of the Executive Council of the African Union. Mr. Janneh, on his remarks outlined that, The High Level Plenary on Poverty Reduction Strategies and the MDGs held in Cairo in March, which was jointly organized by the African Union Commission, the ECA and the Government of Egypt, with support from the United Nations Development Programme (UNDP), was one early fruit of our renewed commitment to deepening our collaboration. In particular, it helped to advance the regional development agenda in an important policy area. ECA is working with the AU Commission, the NEPAD Secretariat and other regional partners, in key fields such as the African Peer Review Mechanism (APRM), the promotion of gender equity, the fight against HIV/AIDS, the NEPAD/OECD mutual review on development effectiveness, as well as the international financing for development agenda an issue on which we had meaningful meeting in Abuja in May co-sponsored by the Federal Government of Nigeria, the ADB and ECA.

The private sector to the rescue of regional integraton in North Africa
Evidence shows that the actors in this sector feel increasingly concerned by economic, political and social issues related to the integration process, especially in the North African region who is witnessing currently complex political transitions arising from the Arab spring, stagnant economies, porous borders and the increase of security risks. The combination of all these factors leads to negative impacts on growth, exports, investment and employment. This is why the private sector is mobilizing to give new impetus to regional integration, now perceived as a fundamental strategic objective, given the socioeconomic and political challenges it represents for the future of the entire region. regional integration continues to represent for the countries of North Africa an opportunity to be seized as well as a challenge to be overcome; and, the objectives of the integration process in which their countries have been committed since the beginning of the nineties. The objectives of this integration are mainly: building a common market, the convergence of macroeconomic policies, the harmonized implementation of sectoral policies and the strengthening of good neighborly relations, peace and security in the region.

This paper focuses on joint financial arrangement (JFA) between Economic Commission for Africa (ECA) and the pooled fund partners (PFPs) project performance report. The meeting on 25 February 2009 discussed the issue related to the strategic dialogue on climate change and the implementation, partnership, progress and challenges of the "Aid for Trade" project. The progress report on the implementation of on-going projects were differed to allow more time for the implementation, and to provide sufficient time to measure outputs and results achieved, Partners and ECA agreed to meet in the last second half of June 2009 to review progress made on project implementation and utilization of the first & second installment of funds released.

ECA executive secretary, Carlos Lopes pays official visit to Mauritania
The Executive Secretary of the Economic Commission for Africa, paid an official visit to Mauritania, s on an issues concerning the country’s macroeconomic stability and achievements made in good governance. During the visit, efforts made by the country to invest in improving its infrastructure; these efforts include the launch of the Free Trade Zone, the extension of the fishing port. These investments have contributed to propelling the country towards steady economic growth which, he noted, would need additional efforts for the country to see higher and sustainable growth rates.

L'objet du présent rapport est de passer brièvement en revue les arrangements existants en matière de coopération intergouvernementale en Afrique ainsi que les projets exécutés avec l'assistance de la CEA, d'évaluer les progrès accomplis et d'identifier les problèmes et les goulots d'étranglement qui nécessitent l'attention. L'examen des projets de la CEA porte essentiellement sur la période comprise entre la douzième et la treizième sessions de la Commission (1975-1977). We at the ECA recognize that there are competing demands on your time. Your presence in this meeting therefore underscores your commitment to Africa and its people. We have had several discussions from our previous meeting, where we have endeavored to deepen our understanding of the implications of the EPAs to Africa. From the perspectives of the ECA, the Cotonou Agreement spirit, which the EPAs negotiations should safeguard, is that of ensuring that they serve as development tools. Many studies by the ECA at the country, sub-regional and continental levels have indicated what form the EPAs should take for them to pass the development-tools criteria. As we discuss the results of the review report before us, we should be clear on what Africa needs to do in order to conclude the negotiations successfully.

This Address delivered by K.Y. Amoako, Executive Secretary, Economic Commission for Africa at the Fourth Ordinary Session of the Executive Council of the African Union. Mr. Amoako, on his remarks highlighted that, In Africa, more so than many other regions, peace and security is truly a collective responsibility. Looking to the future, the new Peace and Security Council presents an important mechanism through which the AU can effectively uphold its principles in this critical area. These actions do not only manifest a promise fulfilled to Africa's peoples that the AU would work to end the conflicts that have so often wrecked their lives. As ECA's in-depth assessment of regional integration in Africa, which is to be published in July this year, stresses, clear guidelines, benchmarks, and timelines for progress on the integration agenda must be established and adhered too. The year 2005, which marks ten years since the adoption of the Beijing Platform for Action, also provides an opportunity for us to make a candid assessment of where we are regarding the promotion of gender equality in Africa.

Statement by H.E. Mr. Gyan Chandra Acharya at the Africa 10-Year Regional Review Meeting of the Almaty Programme of Action. Mr. Acharya, on his statement pointed out that, The Almaty Programme of Action adopted in 2003 sets the parameters for this partnership with clear undertakings in transit policy issues, infrastructure development and maintenance, international trade and trade facilitation and international support measures, follow-up and implementation. Under the inter-governmental track, the LLDCs were invited to prepare national reports and as of now 14 LLDCs have submitted their national reports. In view of the importance attached to this exercise, I strongly encourage the rest of the Member States to prepare and submit their national reports. The private sector is a major player for achieving sustainable development and structural transformation in LLDCs. Most of the traders are part of the private sector. It provides important services including freight forwarding, insurance, transport, banking services etc.

La présente note d’orientation contient un examen des dispositions principales de l’Accord de libre-échange tripartite et de l’Accord portant création de la ZLECA. L’examen fera ressortir qu’un certain nombre d’éléments se recoupent dans les deux accords. Nous sommes d’avis qu’une feuille de route pour une intégration effective de toutes les zones de libre-échange du continent au sein de la ZLECA est nécessaire de façon urgente. La présente note d’orientation est divisée en trois sections. La première revient brièvement sur la décision de la Conférence de l’Union africaine de consolider les zones de libre-échange dans la ZLECA. La deuxième met en lumière un certain nombre de similarités dans la structure juridique de l’Accord de libre-échange tripartite et de l’Accord portant création de la ZLECA. La troisième est une conclusion contenant les arguments en faveur de la consolidation qui s’impose.

The Cotonou Partnership Agreement (CPA) between the European Union (EU) and the
African, Caribbean and Pacific (ACP) countries expected to succeed the expired Lomé
Agreement, envisages the signing of Economic Partnership Agreements (EPAs) by December 2007 between the EU and the ACP countries. The EPAs will be the new cooperative framework under the CPA and are expected to adopt an integrated approach based on partnership and promoting cooperation, trade and political dialogue between the EU and the ACP countries.

This talking points delivered by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA at the Future of the Africa-EU Partnership JAES Lunch-Seminars. Mr. Lopes, on his remarks highlighted that, the changing face of aid in Africa. The Aid discourse has evolved significantly over time, shifting from a focus on the absolute levels of ODA flows, to aid effectiveness, viewing aid as only one of many inputs to overall development effectiveness and to facilitate local ownership of development priorities, as highlighted at Busan in 2011. A New Partnership for Development Assistance, The Africa-Europe relationship can no longer be viewed as a donor-recipient dynamic, but rather as a partnership for realizing development goals which benefit Africa as well as the global environment, in which these specific goals are conceptualized and owned by African States. Africans are increasingly connected to one another and to the globe, due to innovative and entrepreneurial ICT across the continent. ICT goods traded in Africa nearly doubled, as a per cent of total trade, between 2003 and 2011 (UNCTAD 2013).

Africa’s private sector needed active government support and called for the strengthening of the public-private sector. ECA welcomes the sharpened focus on public-private sector partnership as a basis for economic growth and transformation on the continent. Our domestic private sector in Africa remains small, with little capacity and resources; it therefore needs active government support and cooperation. The forum is a regional economic platform for knowledge exchange and discussion of development issues in Southern Africa.

The sponsors of this new organization, replacing the former West African Customs Union (the protocol of agreement was signed at Bamako-on 21 May 1970) obtained assistance for the secretary of UDEAO from the European Economic Community (EEC) with a view to drafting a treaty and a presentation report. These documents are to be communicated to Governments by 30 June 1971. Assistance from the EEC consisted of three experts who arrived in March 1971 in the countries in question :to collect the necessary data and documentation for drafting the basic texts.

Sixth session of the committee on trade, regionale cooperation and integration: report
The main focus of the meeting was to consider matters pertaining to ECA activities in advancing the African Union’s continental agenda on economic cooperation as well as the promotion of trade within and outside Africa. In that regard, the meeting examined the progress made on regional integration in Africa and reviewed developments in intra-African trade. The meeting also examined the latest developments in the international trade arena, particularly within the context of the WTO negotiations and Africa’s economic partnership arrangements with Europe. The sixth Session of the Committee examined the issue of mainstreaming regional integration at the national level and made recommendations for enhancing implementation of Africa’s regional integration agenda accordingly. Finally, the Committee reviewed the major activities undertaken during the current biennium and work priorities for 2010-2011.

Observatory on regional integration in Africa
The NEPAD and Regional Integration Division (NRID) of the Economic Commission for Africa (ECA), has developed and just launched an Observatory on Regional Integration in Africa, in close collaboration with the ECA's Sub-Regional Offices (SROs) in Addis Ababa, 28 October 2008 (ECA). The Observatory is a Web-based, user-friendly source of knowledge and information on regional integration in Africa, which is embedded in the ECA Knowledge Management platform. It is a primary source of information to assist policy makers, member States, RECs, and all stakeholders with timely and relevant information on current progress, challenges and issues on regional integration in Africa. The Observatory will continue to be expanded to provide further information on areas such as an inventory of meetings, conferences, seminars, and workshops on regional integration, upcoming events and announcements, ECA's publications and key deliverables on regional integration, and links to various stakeholders and partners.

La CEA lance l'Indice pour mesurer les progrès de l'Afrique en matière d'intégration régionale
La Commission économique pour l’Afrique (CEA) a lancé, hier, un de ses rapports phares, l’Indice de l’intégration en Afrique (ARII), une tentative audacieuse d’obtenir des données sur l’état et les progrès de l’intégration régionale sur le continent. Le présent rapport donne une évaluation de l’état actuel de l’intégration sur le continent et souligne les succès et les lacunes. L’indice se doit être un outil accessible, complet, pratique et axé sur les résultats qui cible les engagements relatifs aux politiques et les réalités sur le terrain. Dans son intervention, le Directeur de la Division du commerce et de l'intégration régionale de la CEA, Stephen Karingi, déclare que l’indice offre un outil qui permette de faire avancer les discussions sur l’intégration régionale et passer de la perception à des preuves.

Africa making great strides towards many MDG targets yet serious challenges remain, new report says
Converting Africa’s impressive economic performance over the past decade into greater gains on the Millennium Development Goals (MDGs) remains a primary challenge for Africa, according to a new report. The progress report, prepared by the African Union Commission (AUC), UN Economic Commission for Africa (ECA), UN Development Programme (UNDP), and the African Development Bank Group (AfDB), was launched on the final day of the African Union Summit. An analysis of food insecurity the report’s theme provides insights into how this phenomenon impacts other MDGs, particularly health-related goals, and how concerted efforts to improve agriculture, food distribution and nutrition would fast-track progress towards other MDGs.

Regional Integration and EPAs place emphasis on regional integration as a key objective for African countries and realize that the process will continue well after the December 2007 deadline for conclusion of EPA negotiations. The EPA negotiations need to be seen in this context and should be supportive of this objective. Recognizing the limitations that overlapping membership to multiple RECs might pose to the implementation and maximization of possible gains from the EPAs, we request the RECs to urgently harmonize their trade integration policies before they conclude and sign the EPAs.

Rapport sur l'état de l'intégration régional en Afrique : progrès, problèmes et perspectives
L'intégration régionale est l'une des principales aspirations au développement des pays africains. II en est ainsi en raison de la petite taille de leurs économies. La taille moyenne d'une économie africaine subsaharienne a été comparée à celle de la Belgique, une petite économie européenne (Foroutan (1993). La gestion d'une économie si petite, avec plus de 40 mécanismes gouvemementaux et autres arrangements institutionnels distincts, a été considérée comme étant moins efficace que celle de l'économie beige. L'intégration regionale est par conséquent considérée comme le moyen de surmonter la contrainte que constitue l'étroitesse des économies africaines, qui compromet leur capacité de s'industrialiser efficacement et comme un moyen réaliste de réduire les coûts de la fragmentation des marches africains. Elle peut aider ainsi à attirer l'investissement étranger et la technologie, en particulier par les économies d'échelle.

Strategies for financial resource mobilization for Africa's development in the 1990s
This paper focuses on the strategies for financial resource mobilization for Africa’s development in the 1990s. African economies are characterized by a low level of per capita income, high marginal propensity to consume, as well as political and institutional factors, all which lead to low gross domestic saving (GDS) rates in proportion to national income.

Nexus: sécurité aliméntaire, population et environment: vers un cadre de politique sous-régionale
Les pays de l'Afrique du Nord, ensemble de 228 millions d'habitants en l'an 2015, bien que dotes de grandes potentialités pour leur développement, sont confrontes aux problèmes de sécurité alimentaire et de malnutrition, exacerbes par l'utilisation de techniques de production inappropriées et une croissance rapide de la population qui entraine, entre autres, une surexploitation des ressources naturelles, la disparition du couvert végétal, la pollution des ressources en eau et l'aggravation du processus de désertification. En outre, des migrations humaines vers les pays voisins ont pu être sources de conflits, notamment sur l'utilisation des ressources naturelles.

Regionalism in West Africa : a case for rationalization and restructuring
This chapter attempts to analyze the case for rationalization and restructuring of the integration efforts in the West African sub region. Towards this end. Section I provides a brief background to the rationalization process in West Africa with particular reference to the existing seminar studies on the subject. Section II focuses attention on the impact of the international environment which has heightened the need for revitalization and acceleration of West African integration through rationalization of the sub regional IGOs, while Section III seeks to analyze the impact of the world of trading blocs on the West African sub region. In Section IV, the challenge to ECOWAS of the approaches to regionalism has been critically assessed. Section V concludes the chapter with a brief overview of the need for meeting the challenge of marginalisation through the process of rationalization. The chapter, on the whole, seeks to provide a broad background to the current study on the subject of rationalization of the integration efforts in the West Africa.

CEA et CEEAC: la collaboration s'intensifie
Au cours d’une réunion tenue au siège du Secrétariat Général de la CEEAC à Libreville, les hauts responsables de ces deux institutions sont revenus sur les faits marquants de leur collaboration passée, dans le cadre des deux programmes pluriannuels de coopération (PPA) entre la CEA, la CEMAC et la CEEAC couvrant respectivement les périodes 2007-2010 et 2011-2013. Cette collaboration s’est articulée autour des cinq domaines suivants : le développement des infrastructures ; la gouvernance, la paix et la sécurité ; l’industrie, le commerce et l’accès aux marchés ; l’agriculture, la sécurité alimentaire et l’environnement ; et le développement des cadres institutionnels.

Regional value chains, a new opportunity for North Africa's economies
The emergence of North Africa’s countries can only be done through a deep transformation of their economies and raises the question of processes that are needed to guide these structural changes and achieve their objectives. Even though this is an old topic, the economic transformation of North Africa through industrialization as a key driver has been for several years at the center of debates and economic policies. Nevertheless, this transformation has remained low despite encouraging and relatively strong growth rate, which is estimated to reach approximately 4% in 2014, if the political situation evolves towards more stability and clarity. It is recognized that one of the levers that guided the structural transformation of many developing countries is their growing participation in global trade through the export of more diversified and sophisticated products. But the economies of the North African region have not fully exploited the potential of this lever, even though since the seventies, these countries have embarked on the path of diversification. Hence, Morocco and Tunisia for example have developed import substitution strategies, while Algeria and Egypt have developed and applied heavy industrialization strategies.

La FAO accorde une importance particulière à la coopération avec la CEA dans le domaine du développement rural intégré. Au cours de la réunion susmentionnée, il a été convenu que le programme de la FAO relatif à la Conférence mondiale sur la réforme agraire devait être élargi et prévoir la participation de toutes les commissions économiques régionales comme il avait été recommandé par la première réunion préparatoire inter institutions de la Conférence qui s'est tenue à Genève en février 1977.
