The basic assumptions of the work program presented in this document are the need for an increasing measure of economic self-reliance and for the installation, within the countries of the Region individually and collectively, of the components of an autonomous and self-sustaining engine of growth and diversification, capable of being directed to meet one or more of several objectives of sociology-economic policy.

The subject of raw materials is much closer to the economic heart than any other sector in a number of developing countries. It is much inter –twine with a number of recent developments like the adoption and implementation of the Integrated Programme for Commodities (IPC) . This is particularly the case for economies that are excessively dependent on primary commodities for their economic survival.

Southern Africa has the lowest internal trade on the continent and among other regions of the world at 15% according to preliminary findings of an issues paper on Intraregional agricultural trade in Southern Africa. Speaking at the opening of an experts group meeting on strengthening inter-regional trade in southern Africa, United Nations Economic Commission for Africa (ECA) Southern Africa Office Director, Said Adejumobi said internal trade in Africa, particularly southern Africa has remained stagnant while trade and exports to other countries have increased. Preliminary findings from the ECA issues paper on ‘Intra-regional agricultural trade in Southern Africa: trends, issues and challenges’ shows that SADC’s exports to the world as a proportion of its GDP have increased from 20 to more than 30 percent during the last decade, but the share of its exports to the region have grown much more slowly and account for only 3 percent of regional GDP.

This statement delivered by Mr. Hakim Ben Hammouda Director, Trade, Finance and Economic Development Division of the ECA at the Review of Economic Partnerships Agreements Negotiations. Mr. Hammouda, on his remarks highlighted that, The ECA recognizes the dynamic role Kenya is playing in the international negotiations. We at the ECA recognize that there are competing demands on your time. Your presence in this meeting therefore underscores your commitment to Africa and its people. We have had several discussions from our previous meeting, where we have endeavored to deepen our understanding of the implications of the EPAs to Africa. From the perspectives of the ECA, the Cotonou Agreement spirit, which the EPAs negotiations should safeguard, is that of ensuring that they serve as development tools. Many studies by the ECA at the country, sub-regional and continental levels have indicated what form the EPAs should take for them to pass the development-tools criteria. As we discuss the results of the review report before us, we should be clear on what Africa needs to do in order to conclude the negotiations successfully.

This document is the result of an intensive grappling with problems of the economic reconstruction of the former communist standard models for the states of Europe. The tasks which these countries are facing are historic and new. Standard models for the transition from the controlled economy to market economy do not exist. Many new ways have to be proved in practice, and sometimes new challenges have to be courageously met.

The object of reproducing these lectures here is to provide, primarily for the benefit of senior African customs officials, a brief appreciation of some, of the main problems in the customs field which are besetting African Governments in their efforts towards maintenance of revenue stability for sustained implementation, of development plans, and diversification of production ,for balanced and accelerated economic growth, particularly through industrial development; to indicate possible directions in which some of these objectives of revenue stability and ,investment incentives may be attained by customs measures to bring out the importance of keeping tariff revision in line with the advance in industrialization; to emphasize the need for, and suggests some means of, cooperation between national customs administrations.

The unsuitability of the present international economic relations to foster economic development in developing countries has given rise to the various resolutions on the Establishment of a new international economic order. The vertical economic relationship between the developing and the developed countries has not only relegated the former into mere suppliers of primary products for economic prosperity of the latter but it has also diverted attention from the basic factors for development and measures for promoting development such as technology, development of indigenous capability, basing production on local resources and. institutions, diverting tastes and demand to local products and substituting local for foreign products.

The economic crisis is epitomised by the unabated abject poverty, impoverishment and persistent signs and illustration of under-development, indices such as a fall in per-capita income; deplorable health, education, sanitary and other social services increased external debt and debt-servicing; deteriorating purchasing power of workers and peasants incomes; deteriorating prices of commodities versus rising prices of imports from the developed countries; are just few manifestations of the Jiopelessness oi the ^ponomic situation of
African countries.

A report on the work of the Division for the period 1 March 1968 to 2 February 1969 was given in document E/CN.14/445. This report, therefore covers the period 2 February to 30 April 1969, and is submitted with particular reference to the programme of work of the Division for 1969/70 projected to 1973 and to resolution 201(IX) adopted by the ninth session of the Commission. It also indicates what the Division hopes, to carry out up to the end of 1969, Since most of the projects in the current programme, of work are continuations of projects, which were initiated in the last biennium, activities of the Division on regular programme projection and ad hoc tasks during this period have, in most cases, been an extension of work which was being carried out in the latter part of l968, and up to the time of the ninth session.

Development economics is a certain minimum quantity of investment is a necessary though not a sufficient condition of success in getting the development process started in underdeveloped countries. Little bits of investment, a little here and a little there, will not add up to development or growth because of indivisibilities in the production function, indivisibility of Demand, indivisibility in the supply of savings.

The present document is under continental free trade area negotiations which established on 29 February 2016 Accra, Ghana in African countries an opportunity to change the structure of their trade and civil society has a role in ensuring transparent and inclusive negotiations and implementation of the agreement. Speaking at the Economic Commission for Africa (ECA) – Third World Network (TWN) Colloquium on the Continental Free Trade Area (CFTA), Mr. David Luke, ECA’s Coordinator of the African Trade Policy Centre (ATPC) cited ECA research which indicates that a “50 per cent increase in intra-African trade above a 2012-baseline can be achieved by 2022 if a continental free trade is in place by 2017”. Mr. Luke highlighted the progress underway with the CFTA negotiations, the key policy challenges and opportunities at stake, and the vital role of Civil Society Organisations (CSOs) in assuring meaningful consultation, transparency and a comprehensive CFTA negotiation and implementation process.

The main focus of the meeting was to consider matters pertaining to ECA activities in advancing the African Union’s continental agenda on economic cooperation as well as the promotion of trade within and outside Africa. In that regard, the meeting examined the progress made on regional integration in Africa and reviewed developments in intra-African trade. The meeting also examined the latest developments in the international trade arena, particularly within the context of the WTO negotiations and Africa’s economic partnership arrangements with Europe. The sixth Session of the Committee examined the issue of mainstreaming regional integration at the national level and made recommendations for enhancing implementation of Africa’s regional integration agenda accordingly. Finally, the Committee reviewed the major activities undertaken during the current biennium and work priorities for 2010-2011.

Africa is facing several challenges in the eve of the 21st century. To meet these challenges, the African continent will need to shift its economies onto a higher performance growth path which would require not only some high policy decisions, i.e., domestic policy reforms of the trade and investment policies, as well as financial sector reforms, but also unleash the forces of the private sector. Africa has chronically underperformed in the world international trade. A number of factors are responsible for Africa's poor performance in world trade, including trade restricting policies; high transport costs; low productivity and skills; policies constraining private sector development; and poor infrastructure, such as electricity, water supplies, telecommunications, etc. The meeting is being held as part and parcel of the process of assisting African countries to adjust to the post-Uruguay round economic and trading environment and to enhance their capacities for taking advantage of the opportunities emerging from the new world economic order.

In this survey the experience gained by the mission to West and Central Africa and the specific geopolitical and economic features of the East African sub-region, the scope of this survey was extended to cover landlocked countries and main inland waterway (lakes). For the identical reasons, as well as for the fact that various parts of the sub-region are served by basically different shipping organizations (conferences) the present report is redacted in some way different to that of Part I, sc as to give adequate expression to those conditions.

The third Conference of African Ministers of Transport. Communications end Planning, held in Cairo, Egypt from B to M March 1983, strongly recommended, through resolution ECA/UNTACOA/Res.B3/37, that a ministerial conference of East and Southern African countries and the Indian Ocean islands be established for maritime transport. This decision was prompted by the poor performance of the maritime transport system in that sub region and the prominent role that sub regional co-operation could play in removing the obstacles to the smooth development of this subsector. The ministerial conference which would initially require ECA technical assistance for its establishment would have the task of organizing co-ordination of the. various components of sub regional co-operation in the subsector of maritime transport, particularly in areas such as:

The emergence of North Africa’s countries can only be done through a deep transformation of their economies and raises the question of processes that are needed to guide these structural changes and achieve their objectives. Even though this is an old topic, the economic transformation of North Africa through industrialization as a key driver has been for several years at the center of debates and economic policies. Nevertheless, this transformation has remained low despite encouraging and relatively strong growth rate, which is estimated to reach approximately 4% in 2014, if the political situation evolves towards more stability and clarity. It is recognized that one of the levers that guided the structural transformation of many developing countries is their growing participation in global trade through the export of more diversified and sophisticated products. But the economies of the North African region have not fully exploited the potential of this lever, even though since the seventies, these countries have embarked on the path of diversification. Hence, Morocco and Tunisia for example have developed import substitution strategies, while Algeria and Egypt have developed and applied heavy industrialization strategies.

This strategy is a blueprint for the engagement of Zambia with member States of AfCFTA. It will help Zambia implement the provisions of the Agreement Establishing the African Continental Free Trade Area, while enabling the country to fully exploit and internalize the opportunities emerging from the implementation of the Agreement. With a combined population of 1.3 billion and a purchasing power of $3.4 trillion, AfCFTA provides Zambian entrepreneurs with the opportunity to trade preferentially beyond the COMESA and SADC regions, and venture into Central, West and North Africa. The objectives of the strategy are to diversify the export markets of Zambia, increase the country’s earnings from traditional and non-traditional exports, improve the competitiveness and reach of its services sector, and deepen sectoral linkages through national and regional value chains.

The analysis of the recent trends and the current situation in Africa's trade with the rest of the world suggests a number of conclusions regarding the objectives which the African countries should pursue in the discussions and negotiations on international trade policies. As far as the questions currently on the agenda for negotiation within the framework of UNCTAD the following main positions would seem to emerge:
Advisory paper : trade questions at UNCTAD II special measures in favour of the least developed among developing countries. food problem
