Africa symposia on statistical development : draft work programme
The United Nations Statistical Commission, at its 36th Session in March 2005, approved the 2010 World Programme on Population and Housing Censuses and established an Expert Group to take care of its implementation. The Expert Group, in turn, proposed the formation of working groups and technical subgroups to carry out its mandate. One of the main purposes of the Expert Group is to carry out the revision and update the global United Nations Principles and Recommendations for Population and Housing Censuses (P&R). To carry out its mandate, the Expert Group is expected to work in conjunction with the Regional Commissions and other relevant organizations in order to take into consideration processes already in place, to maximize the efficiency of the process, to avoid duplication of effort and to ensure coordination and harmonization of the results.

The Workshop was held in response to the recommendations formulated by the Economic and Social Council which, for some years past, has been concerned with the social and economic problems which accompany the growing concentration of population in urban areas, and has, accordingly, adopted resolutions calling for study or action in the field of urbanization. The present report is divided into three parts; The first gives an account of the organization and conduct of the Workshop; the second presents the reports of the Rapporteurs relating to each of the topics discussed at the meetings; while the third contains the text of the conclusions reached and the recommendations, for action made by this Workshop as result of its proceedings on each topic. a list of participants, the work program and time table, a list of documents presented at the workshop, and a list of Workshop officers and members of discussion panels are included as annexes I, II, III and IV respectively.

In point at fact, health planning embraces population dynamic because the current structure and foreseeable development of population in the future determine the health infrasturctu.re required now and in future. If health is affected by socio-economic factors, certain socio-economic factors that play a decisive role in development such as living conditions, income and nutrition are in turn influenced by health. The common preoccupations of health and policy in development plans, calls for a precise statement of the role of demography in health planning. Population projections in planning - sub national and regional aspects
The need for a comprehensive approach to national planning is considered especially important in the case of developing nations due to several reasons. The general poverty and ignorance of the masses, tile hopes and aspirations generated by developments at home and abroad, the lack of resources all imply that planning should be comprehensive and yet realistic. Regional planning provides an opportunity to mobilize through community development the human resources of an area for economic and social progress at the local level but within the scope of national developmental goals. The location of industries and the development processes such as housing, Commerce and the provision of public service and facility should be based on regional aspects.

The demographic situation and population trend in Africa, 1958-1978
Since its establishment in 1958 the United Nations Economic Commission for Africa (ECA) has stimulated research effort on the continent and population data from censuses and demographic surveys undertaken in most African countries have been adjusted using analytical techniques developed by a number of scholars and institutions. These techniques have been used to obtain reasonable estimates of population parameters required for socio-economic planning and research on the African continent.

To a large extent, it can be argued that the Millennium Development Goals that came out of the
United Nations Millennium Summit of September 2000 further strengthened the implementation of the Cairo Program of Action by coming up with a limited set of time-bound quantitative targets that put women, men, and children at the center of local and national efforts to reduce poverty and to spur social and economic development.

1973 population census of the Libyan Arab Republic: report on the mapping requirements
The mission (6-12 March) was organized at a short notice at the request of the Libyan Census and Statistical Development and the UNDP resident representative in Libya, following the visit of Mr. Swann, Head of the African Census programme, to Libya. The objective of the mission was to look into the cartographic needs of the forthcoming census, to make an inventory of available and adequate cartographic material, and to advise on the most urgent procedure to follow. The objective of the mapping programme are to provide a small scale map of the whole country showing the main census administrative areas and to provide each of the province medium scale maps divided into Municipalities and mahallahs.

La pandémie de COVID-19 a obligé les gouvernements du monde entier à prendre des mesures pour contenir le virus et empêcher sa diffusion. La majorité des pays ont adopté une variété de mesures de confinement et des régions et des villes entières ont été isolées pendant de longues périodes. Les documents du présent dossier technique contiennent les plans de continuité des activités mis en place par le Births and Deaths Registry of Ghana (Service de l’enregistrement des naissances et des décès du Ghana) au début de la pandémie de COVID-19 pour faciliter l’enregistrement des faits d’état civil et ils décrivent comment ces plans ont contribué à assurer la continuité des activités et la réalisation du mandat des autorités responsables de l’enregistrement des faits d’état civil pendant les périodes de confinement. Ce dossier pays sur le Ghana fait partie d’une série de documents techniques intitulée : (Documenter le rôle des systèmes de notification dans la saisie des données d’état civil relatives aux naissances et aux décès pour la surveillance de la santé dans un contexte de crise sanitaire).

The African population programme
The General Assembly, in its Unanimously adopted resolution 2211(XXl), had called upon the regional economic commissions and other bodies to develop and strengthen regional and national facilities "for training, research, information and advisory services in the field of population, bearing in mind the different character of population problems in each country and region and the needs arising there from". The importance of strengthening population work at the regional level was further emphasized during the discussions of the 43rd session of the Economic and Social Council in 1967 when the Secretary-General informed the Council of the establishment of a Trust Fund for population activities aimed at expanding on a global scale the commitment of the United Nations in respect of population work. The Trust Fund (now called, United Nations Fund for Population Activities, and administered by the United Nations Development Programme) as envisaged in the Secretary-General's proposals, was to be largely devoted to the development of regional and national facilities.

L'OMS s'intéressé aux projections démographiques de deux point de vue interdépendants. African directory of demographers = Repertoire African des démographes
The directory represents an attempt to gather information relating to demographers from African countries, as well as demographers from other countries who have specialized in or have an interest in demographic studies concerning the African region. For the preparation of this edition, forms were circulated to all statistical offices, planning offices, universities and other institutions, as well as to individuals. The publication of this Directory has been undully delayed because the collection of data did not proceed as quickly as was expected. The ECA secretariat made some effort to ensure fuller coverage but replies to the requests for relevant data did not come in as quickly as expected.

Annotated outline: the state of the demographic transition in Africa
The demographic transition theory postulates that generally as a result of socio-economic development, western societies evolved from populations with high mortality and fertility conditions to those with low mortality and fertility conditions. Consequently. African societies and societies in other developing and transitional economies in the world are expected to reflect some signs of the demographic transition as they make bold steps to advance on the scale or socio-economic development. Although, what happened in the Western World cannot be directly replicated in Africa or elsewhere in the world, it is expected that if the genera tenets of the demographic transition theory are assumed to apply to the region, and some available empirical evidence is carefully put together and analysed, it would be possible to identify the transition indicators applicable to the region, and use these indicators to guide policy maKing and planning in the African countries. This is particularly important as the region makes concerted effort to bring about sustainable development.

Les informations générales et le projet de mandat figurant dans le présent document font l’objet d’une annexe dudit rapport. Le projet de mandat sera examiné et enrichi par l’Équipe spéciale. Le texte final du projet sera soumis à la réunion d’experts préparatoire à la quatrième Conférence des ministres africains chargés de l’enregistrement des faits d’état civil, prévue à Nouakchott du 4 au 8 décembre 2017 et présidée par l’Équipe spéciale. Les conclusions et recommandations issues de la réunion d’experts sur la création d’un comité des directeurs africains de l’état civil seront soumises à la Conférence des ministres pour approbation.

Climate change and human development
Although climate change can adversely impact, frustrate, deter, and reverse social and human development, it also holds the potential to foster and contribute positively. Climate change impacts, therefore, require improved governance, shared knowledge and good practices, an instilled culture of risk management and resilience and behavior change fostered towards better use of global goods and natural resources within a green economic strategy. There are a number of generic and specific issues related to climate change, and social and human development. The main thematic areas of interest are poverty, population, health and nutrition, education and employment, gender, and socially-vulnerable groups. The vulnerable groups encompass children, youth, older persons, persons with disabilities, and forcibly displaced persons (refugees, asylum seekers and internally-displaced persons (IDPs).

Technical co-operation in population programmes in Africa since the 1974 World Population Conference
THE present paper focuses on the substantive aspects of the technical cooperation provided to African countries in the aforementioned areas during the period 1974-1983. \the technical co – operation in the region during the period under review was provided essentially in response to the expressed needs and requests of member states for developing their national capabilities to undertake data analysis and evaluation, and to use the results to formulate appropriate population policies and implement them as part of national development programmes. The ultimate goal is to improve national capacities in these fields so that countries may achieve self-reliance in handling their population programmes. Almost without exception, the United Nations funs for population Activities (UNFPA) has been the source of funding for DTCD – executed population projects.

Methods of obtaining vital data in developing countries
Methods of collecting vital data may be classified as active or passive. Active methods involve sending enumerators to make systematic enquiries among households; in passive methods, the household is itself expected to make the report to some central point whenever an event occurs. If annual data are wanted on a nationwide "basis, an active procedure is obviously too expensive. Thus we find in, developing countries the tendency to limit active methods a sample, arid the desire to move; towards a passive method as fast as possible. However, the passive method presents the obvious problem: how to persuade the population to report.

Methods of evaluating the reliability of population and housing census data
The program for a population census or a housing census makes every provision to guarantee the completeness of the enumeration and the accuracy of the statistical results, there will always be some errors. The existence of errors is accepted, therefore, there is a growing realization of the need to evaluate the results of all statistical inquiries in order to determine the magnitude of the error. The importance of census results and their influence on economic and social development programmes makes it imperative to ascertain the degree of reliability of the information they contain, so that it can be effectively used. It is generally assumed, therefore, that the bulk of the errors in the results originates during the enumeration accordingly, this paper is devoted primarily to the causes of enumeration errors and their evaluation.

The imperative of urbanization for Africa’s structural transformation: a new narrative on urbanization towards agenda 2063
Africa’s structural transformation is the overarching policy priority for the continent’s inclusive and sustainable development. As clearly expressed in the African Union’s Agenda 2063, there is now consensus among African leaders and stakeholders that structural transformation is a necessary condition to translate the region’s recent impressive growth rates into inclusive and sustainable development. The conviction is that by moving up within and across sectors, African countries can raise real incomes, generate decent jobs and increase the fiscal space to boost social development investments. ECA generates policy pertinent knowledge and authoritative analytical insights on urbanization in Africa to assist member States to harness urbanization for accelerated structural transformation. Guided by Agenda 2063, the New Partnership for Africa’s Development (NEPAD) and the 2030 Agenda for Sustainable Development, the work of ECA on urbanization responds to key national, regional and global urbanization priorities.

Africa faces many challenges of sustainable development among them are achieving sustainability of human settlements and provision of adequate shelter for all. This Report on the state of human settlement report in Africa aims to present a comprehensive overview of the urban and rural dynamics of settlement using review and analysis of the current trends, policies, programs and projects; and to propose a framework for regional action for sustainable human settlements and adequate shelter for all in the African region. Chapter Two consists of a review of the current regional trends affecting human settlement planning, development and management; consequences of the arms race; refugees and displaced persons; and natural disasters in Africa. Chapter Three presents a review of trends in policies and programs undertaken by African countries and international organizations to implement the recommendations adopted by Habitat. Chapter Four outlines a review of the implementation of Global Strategy for Shelter (GSS) to the Year 2000. Chapter Five consists of the proposed framework for regional action for the next two decades. Recommendations for national, regional action have been outlined for sustainable human settlements development and adequate shelter for all in Africa.

Africa Regional Report : main Findings and Recommendations
Twenty years ago Africa hosted, for the first time, the International Conference on Population and Development (ICPD). The international community that gathered in 1994 in Cairo approved a 20-year Program of Action (PoA) that reflected global consensus on addressing population and sustainable development issues, and the actions and implementation measures for addressing them. Since then the ICPD PoA has guided the formulation and implementation of population and development policies and programs in the world. The ICPD PoA has been adopted with a broad consensus on human rights, including rights to
reproductive health, and interrelationships between population, sustained economic growth and sustainable development, and advances in education, economic status and empowerment of women. The Cairo Consensus, consistent with national laws and development priorities, emphasized that the implementation of the recommendations of the PoA was the sovereign right of each country, and that governments are not expected to meet the goals and objectives single-handedly. The Conference
therefore called for partnership at all levels, particularly the engagement of local communities, Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), and the international community which is needed to turn the ICPD recommendations into actions.

Les pays de l'Afrique du Nord, ensemble de 228 millions d'habitants en l'an 2015, bien que dotes de grandes potentialités pour leur développement, sont confrontes aux problèmes de sécurité alimentaire et de malnutrition, exacerbes par l'utilisation de techniques de production inappropriées et une croissance rapide de la population qui entraine, entre autres, une surexploitation des ressources naturelles, la disparition du couvert végétal, la pollution des ressources en eau et l'aggravation du processus de désertification. En outre, des migrations humaines vers les pays voisins ont pu être sources de conflits, notamment sur l'utilisation des ressources naturelles.

Practical guide on the improvement of death registration and causes of death processes within a civil registration and vital statistics system
Alongside other vital events, death is a top priority vital event recommended for legal registration by the United Nations. The cause of death is among the core characteristics of a legally registered death. To standardize the registration of deaths and their associated characteristics, and the comparability of data derived thereof, it is prudent to adopt a standard set of definitions of relevant key concepts. To develop a civil registration and vital statistics system that is focused on death registration and collect cause of death information, a national coordination committee should be established or strengthened. The main functions of the committee should be to coordinate the assessment and improvement process, ensure the full participation of key stakeholders, foster advocacy and high-level visibility and generate political commitment and resources. As a precaution, countries are advised to assess the functioning of their civil registration and vital statistics systems according to a three-tier categorization. This document, practical guide on the improvement of death registration and causes of death processes within a civil registration and vital statistics system , covers the following topics: An introduction to civil registration and vital statistics systems ; Legal, organizational and infrastructural requirements for efficient death registration and cause of death systems ; Innovations and novel approaches to improve death registration and cause of death registration processes ; Business process re-engineering; Strategies for improving death registration and collection of cause of death information and Monitoring and evaluation.

Les pays africains sont tenus de rendre compte des progrès accomplis dans la mise en oeuvre intégrée du Programme 2030 et de l’Agenda 2063. De nombreux pays sont en train d’aligner les objectifs de développement mondiaux et continentaux sur leurs priorités nationales en matière de développement, ce qui demande une grande quantité de données et des efforts importants pour harmoniser et intégrer les différentes données nécessaires dans les plans de développement national. La mise en oeuvre du Programme 2030 et de l’Agenda 2063 nécessite l’enregistrement de tous les faits d’état civil et la collecte, la compilation, la production et la diffusion de statistiques relatives aux faits d’état civil de manière continue et régulière afin d’orienter les politiques ainsi que la planification du processus.

Interim report on conditions and trends of fertility in the world, 1960-1965 : summary of findings
The greater homogeneity of fertility patterns among the countries
of these regions also manifested itself as a more uniform concentration of fertility in the younger reproductive ages. Between I960 and I965 the unweighted average of the proportion of gross total fertility in the ages under 30 among the countries of these regions increased from nearly 65 per cent to almost 67 per cent. In this instance, the change took place mostly in the European countries.

Bulletin du programme africain de recensements
Au titre du Programme africain de recensements, organise par la Commission économique des Nations Unies pour l'Afrique (CEA) et finance par le Ponds des Nations Unies pour les activités en matière de population, 21 Etats membres envisagent d'effectuer le recensement de leur population au cours de la période 1972-1975. Pour 14 de ces pays, le recensement, qui doit être effectue au titre du Programme africain de recensements, sera le premier recensement complet dans l'histoire du pays. Les renseignements destines au recensement seront obtenus par des entrevues personnelles avec le chef ou un autre membre responsable de chaque ménage. Outre les spécialistes des recensements en activité dans les divers pays, le personnel régional du Programme africain de recensements peut apporter une aide à court terme concernant les divers aspects du programme de recensements, notamment l’organisation et l’administration des recensements, le rassemblement et le traitement des données.

Parmi les aspects de la population en Afrique dont les gouvernements africains ont exprime une totale insatisfaction on compte la répartition spatiale de leur population y compris le rôle qu'a joué la migration dans le changement des configurations spatiales. A titre d'exemple, on trouve que 74% des pays qui ont répondu à la cinquième enquête des Nations Unies lancée en 1981, considéraient déjà leur répartition spatiale comme inadéquate.

Business continuity plans for civil registration systems during the COVID-19 pandemic: birth and death registration in Ghana
The COVID-19 pandemic has compelled governments around the world to take measures to contain the virus and prevent its diffusion. The majority of countries have enacted wide-ranging lockdown measures, and entire regions and cities have been isolated for significant periods. Business continuity planning is the process by which relevant stakeholders formulate plans to mitigate and recover from potential threats. Business continuity plans ensure that staff and assets are safeguarded and can function effectively in the event of a disaster. This technical brief documents the business continuity plans enacted to facilitate civil registration during the COVID-19 pandemic by the Births and Deaths Registry of Ghana at the onset of the pandemic, and describes how those plans were instrumental in ensuring business continuity and the fulfilment of the mandate of the civil registration authorities during lockdown periods.

Demographic patterns and trends and their implication for the implementation of APPER and the UN-PAAERD
The purpose of this paper is to present the demographic trends in Africa and their implications for the implementation of the UN-PAAERD. It will also discuss some issues related to policies, as generally perceived and implemented by member States. Clearly, the life span of five years for the Programme of Action is too brief for action undertaken within its framework to bear significant results on population trends. Both past policies and present ones have their impact on the dynamics of population, however, and they have consequences on the development objectives in all countries. It is necessary, therefore, to consider the trends from 1950 in order to understand fully the contemporary situation and give the right framework for the consideration of the population dimension.

Final report of the intergovernmental expert group meeting on a manual and guidelines on the integration of population variables in development planning: Addis Ababa (Ethiopia) 3-7 November 1986
In the view of the meeting, the "Guidelines" should take the foregoing complexities into consideration so as to provide the elements required for agricultural planning. Resides, it should also improve on the development objectives of agricultural planning and should note that: food consumption patterns change as between urban and rural areas; the labour force that produces food is different from the labour force required for agricultural production; some quantity of food will have to be imported to supplement differential tastes of the people; and, there is the need, as well, to look, at the different production zones.
