Promoting the development of productive capacities in Africa
The United Nations Economic Commission for Africa (ECA) is organizing an “ Ad-hoc Expert Group Meeting on Macroeconomic Policy, Productive Capacity and Growth in Africa” in Addis Ababa, Ethiopia, from 24-25 November 2008. The main aim of this meeting, which will be attended by experts from Africa and the rest of the world, is to provide a platform for the discussion of various dimensions of productive capacity development in Africa. It will also facilitate an exchange of views on policies to promote productive capacities on the continent within the context of national development plans and strategies.

The staffing situation of the UNECA Statistics Division during the biennium 1992-1993 is comparable to that for the biennium 1990- 1991. The Division had an average of 90.5 per cent of the total of professional work-months originally provided for it in the work programme budget, as against 91 per cent for the previous biennium. A list of professional staff of the Division is attached as Annex. It is proposed that the Joint Conference should review the ECA statistical activities during the biennium 1992-1993, taking into account the relevant work programme (Annex II), consider the approved 1994-1995 work programme (Annex III) and the provisional work programme (Annex IV).

Economic infrastructure and development
The term economic infrastructure is here used to cover transport and communications, water and energy resources. The importance of this type of infrastructure lies in its promotion of mobility; mobility of ideas, of persons and goods. Poverty and underdevelopment are correlated with immobility as this limits the spread of ideas, increase in production and distribution of goods and services, and the growth of population and markets. There are two general factors of African development to be considered in this connexion; the inadequate provision of economic infrastructure, the effects of which are obvious, the relationship between the types and patterns of economic infrastructure provided and the type of growth and development which may therefore result. Finally, there is a third factor which follows from the second, the role of infrastructure as a means of controlled growth and development. These factors will be considered in greater detail in connexion with transportation in a subsequent lecture, but it is best to keep them in mind from the outset since they are important to an explanation of the rates of growth and development which have occurred on the African continent up to this point. In general, geographical and other natural factors determine the nature and the cost of economic infrastructure which can be provided, given the technology in use.

This Statement presented by Mr. Abdoulie Janneh, UN Under-Secretary-General and Executive Secretary of ECA at the Ninth Ordinary Session of the Executive Council of the African Union. Mr. Janneh, on his remarks outlined that, The High Level Plenary on Poverty Reduction Strategies and the MDGs held in Cairo in March, which was jointly organized by the African Union Commission, the ECA and the Government of Egypt, with support from the United Nations Development Programme (UNDP), was one early fruit of our renewed commitment to deepening our collaboration. In particular, it helped to advance the regional development agenda in an important policy area. ECA is working with the AU Commission, the NEPAD Secretariat and other regional partners, in key fields such as the African Peer Review Mechanism (APRM), the promotion of gender equity, the fight against HIV/AIDS, the NEPAD/OECD mutual review on development effectiveness, as well as the international financing for development agenda an issue on which we had meaningful meeting in Abuja in May co-sponsored by the Federal Government of Nigeria, the ADB and ECA.

A multifaceted and fact-finding mission of technical assistance from the Economic Commission for Africa (ECA) and senior officials from Niger are staying in Burkina Faso. Within the framework of its advisory services to member States and on the request of Burkina Faso’s Ministry of the Economy, Finance and Development (MEFD), the Economic Commission for Africa (ECA) sent a technical assistance fact-finding mission to Burkina Faso. The overall objective of this mission is to set the basis of an ECA technical assistance to Burkina Faso, to support its development strategy, mainly with regard to development planning systems and statistics.

The human resource dimension and Africa's socio-economic crisis : the role of African institutions of higher learning
The objective of this paper is to highlight the dimension of -the complementary role played by African institutions of higher learning and to suggest short and long-term actions to strengthen human resource management in Africa. The paper is divided into five parts, including the introduction. The second and third parts identify, at the macro-level, "basic persistent human resource problems in Africa and their implications for redressing the socio-economic crisis the fourth part highlights the nature and scope of the role of African institutions of higher learning in relation to those implications. Finally, a few recommendations for action are made with an ultimate view to redressing the present crisis and preventing its recurrence.

Balogun, Regional Adviser (Policy, Management & Institution Reform) prepared a paper entitled "New Horizons in Economic Recovery and Development: a Critical Assessment of Policy Reforms in sub-Saharan Africa". The paper was to be presented at the Fourth Winelands Conference on Public and Development Management for Africa scheduled to take place in Stellenbosch between 29 September and 1 October 1993. Evaluation préliminaire des resultats de l'économie africaine en 1993 et des perspectives pour l'année 1994
L'économie africaine a enregistre une croissance de 1,4% en 1993, qui représente toutefois une amélioration par rapport au taux de 0,7% enregistré en 1992. Les taux de croissance économique par sous-région se présentent ainsi: Afrique du Nord 0,1%; Afrique de l'Ouest: 2,7%. Afrique de l'Est et Afrique australe: 1,5%. II y a eu une stagnation en Afrique centrale. Des conflits persistants et des crises politiques dans certains pays, des catastrophes naturelles, notamment la sécheresse qui a frappe deux sous-régions, d'environnement économique international caractérise par la stagnation dans les na ions industrialisées, sont les causes essentielles de la faible croissance de la production. Au cours de l'année 1993, l'accroissement de la population s'est poursuivi au rythme de plus de 3%; ce qui a eu pour effet d'engendrer la persistance de la diminution du revenu par tête d'habitant dans le continent africain.

Malawian president urges finance and development ministers to promote sustainable growth before macro-economic stability
This is the third time the African Union Commission and the Economic Commission for Africa are jointly holding the annual meetings of finance, planning and economic development ministers. While commending the timeliness of the theme of this year’s meetings, its pointed out the poor degree of policy implementation as a serious impediment to the mobilization for development and people’s welfare. The Chairperson of the AUC noted that: “There is no genuine dynamic for speeding up the transformation and growth of African economies, for creating new job opportunities and containing the scourge of unemployment, all of which are compounded by the undiversified nature of our national economies and, by implication, our sources of economic growth”.

This Opening Remarks delivered by Mr. Abdoulie Janneh United Nations Under-Secretary- General at the Joint ECA/AERC “Conference on Poverty, Inequality and Labour Markets” “Using Knowledge and Peer Learning to Improve Policies to Reduce Poverty in Africa”. Mr. Janneh, on his remarks pointed out that, This Conference is important for reasons that we all know – poverty remains a major development challenge in our region, a problem that bars our access to the club of developed countries. But the Conference is important for another reason: because it is a dissemination conference, it underscores our faith, our confidence that knowledge about the determinants of poverty can help us abolish it. The overall progress towards the achievement of the MDGs has not been very promising particularly in Sub-Saharan Africa. Inequalities in access to social services and jobs as well as the poor employment growth remain a problem. The growth process remains too narrow and is generally said to be without jobs. The importance of knowledge – in the three dimensions mentioned above – for economic growth is pretty well known. Francis Bacon long ago said “knowledge itself is power”.

Ce rapport dans lequel figuraient les modifications proposées par les experts a été présenté en janvier 1995 à la soixante et unième session ordinaire du Conseil des ministres de I'OUA qui l’examiné. Par la suite, le Secrétariat conjoint a commencé à rédiger un nouveau document qui s'inspirera du précèdent, respectera l'esprit de la demande initialement formulée par les ministres insistant sur un programme réalisable, et sera soumis pour examen à la session extraordinaire du Conseil des ministres. Le deuxième document a été examine et révisé au cours d'une réunion qui s'est tenue en janvier 1995 au Caire entre le Secrétariat conjoint, l'Egypte (pays hôtel de la session extraordinaire) et la Tunisie (assumant la présidence en exercice de I'OUA). Social performance evaluation of microfinance institutions in Mozambique
Historically, microfinance has been successful in reaching the population excluded from the classical financial system. In the |90's, efforts have been concentrated towards financial and institutional sustainability of the microfinance institutions (MFIs). Tools to evaluate financial performance have been developed, but the social performance was taken for granted. However nowadays, donors and social investors ask the MFIs to justify the fun dings: Who are the clients reached? How to combine social and financial objectives? How to avoid mission drift? Mozambique as a developing country has so many poor people and excluded from the classical financial system. This model is divided in four social dimensions: outreach of the poor and excluded; adaptation of the services and products to the target clients; improvement of social and political capital of the clients; and social responsibility of the MFI. Using; the Social Performance Indicators (SPI) model developed by CERISE the results show that MFIs in Mozambique are not concerned about Social Performance as a goal. Only two institutions came close to the international standard MFIs average. In conclusion, the MFIs in Mozambique should redefine their strategies in order to attend the huge market of the people which are still excluded from the financial services.

The Workshop on Institutional and Strategic Frameworks for Sustainable Development in Africa constituted an integral part of Africa’s regional preparations for the United Nations Conference on Sustainable Development (Rio+20) to be held in Rio de Janeiro, Brazil, in June 2012.The main objectives of the workshop were to: Examine and adequately define the institutional framework for sustainable development in Africa, taking into account existing institutions at regional and sub regional levels; Examine institutions, policies and strategies for sustainable development at international, regional and national level, taking into account the extent to which such institutions incorporate key requirements of sustainable development, including balanced and integrated development, and intra and inter-generational equity issues; and Provide the opportunity to further disseminate the findings of the two ECA-led studies on national councils for sustainable development (NCSDs) and national strategies for sustainable development (NSSDs), and to obtain relevant updates from selected agencies and countries. The intent was to promote experience sharing and knowledge networking with a view to enhancing the learning and implementation process.

This paper focuses on joint financial arrangement (JFA) between Economic Commission for Africa (ECA) and the pooled fund partners (PFPs) project performance report. The meeting on 25 February 2009 discussed the issue related to the strategic dialogue on climate change and the implementation, partnership, progress and challenges of the "Aid for Trade" project. The progress report on the implementation of on-going projects were differed to allow more time for the implementation, and to provide sufficient time to measure outputs and results achieved, Partners and ECA agreed to meet in the last second half of June 2009 to review progress made on project implementation and utilization of the first & second installment of funds released.

Requirements for effective plan implementation
Although economic and social programming, i.e. the formulation of a development plan, is a difficult task in itself, plan, execution or implementation is far more complicated. The best plan is "bound to fail if it is badly implemented. The planning history of developing countries is strewn with such failures. This is mainly due to the unfortunate attitude prevalent among most planners to separate the plan formulation stage from the plan implementation stage.

The impact of external debt on economic growth and public investment :the case of Nigeria
In Nigeria, using the social and economic indicators, debt overhang is the major factor that has contributed largely to the poor performance of the Nigeria economy. The debt service burden has militated against the country rapid economic development and worsens the social problems. Service delivery by key institutions designed to mitigate the living condition of vulnerable groups were hampered by decaying infrastructure due to poor funding. By cutting down expenditure on social and economic infrastructure, the government appears to have also constrained private sector investment and growth through lost externalities. This has reduced total investment, since public investment is significant proportion of the total investment in the country. The objective of the study is to examine the impact of external debt on economic growth and public investment in Nigeria from 1970-2002. For these reasons two hypotheses were tested. First, the external debt service has a negative impact on economic growth. Secondly, there is a negative correlation between external debt overhang and public investment. The paper concludes that encouraging alternative financing through foreign direct investment, portfolio investment, and non-guarantee private debt is the feasible long-run solution to the Nigeria, external debt problems. Nigeria still has a chance of overcoming her external debt problems by cultivating the right policies.

A framework agenda for building and utilizing critical capacities in Africa
Capacity building is the key to Africa's accelerated development. The major reason for the generally observed failure in the efforts deployed during the past two decades to put Africa on the path of accelerated growth and sustainable development has been the lack of systematic action on building and enhancing the critical capacities needed to sustain growth and development. The Framework Agenda consists of two parts. Part I contains three chapters. This first chapter has given a brief outline of concepts and definitions and the imperative of capacity, for capacity building. The third chapter discusses strategies for implementation. Part II, presents an analysis of the situation regarding capacity building in ten priority areas in Africa, each followed by an action matrix indicating the policy measures required in each priority area, what individual African countries should do at the national level, complementary actions at the sub-regional and regional levels, and supplementary action by Africa's external partners in support of national actions.

Summary report on the sixth session of the Africa Regional Forum on Sustainable Development
The Economic Commission for Africa (ECA), together with the Government of Zimbabwe, the African Union Commission, the African Development Bank and the United Nations system, convened the sixth session of the Africa Regional Forum on Sustainable Development in Victoria Falls, Zimbabwe, from 24 to 27 February 2020. The Forum was attended by more than 3,000 participants, comprising representatives of the Governments of 52 ECA member States, intergovernmental bodies, United Nations bodies and specialized agencies, international organizations, major groups and other stakeholders. The current decade offered a window of hope to speed up the pace and expand the scale of implementation of the goals, in accordance with the designation by the General Assembly in its resolution 74/4 of the 2020s as a decade of action and delivery for sustainable development.

An alternative strategy for accelerated development of Africa
North-South negotiation for the establishment of a new international economic order have been deadlocked for several years now. Since 1984, developing countries, particularly those in Africa, have been making a not transfer of monetary flows to industrialized countries in an amount that stands at $US 114 billion. This has resulted from the growing indebtedness of developing countries, the continuing deterioration in terms of trade and the North-North concentration of investments in developed OECD countries and Eastern European countries to the detriment of developing countries. The success of technical cooperation between Africa and the newly industrialized countries will depend on the specific machinery set-up to ensure that economic cooperation becomes an essential element of African development.

The paper examines problems associated with the collection and analysis of demographic and socio-economic data on the elderly in Africa. Although not explicitly stated, most of the discussion relates to problems encountered in a population census. Optimal and sustainable exchange rate regimes : the case of PTA countries
An exchange rate, being a "price," has both nominal and real values. However, an exchange rate is also an embodiment of developments in the economy in the real and monetary sectors and thus, more than just a "price." In accordance with the theory of "purchasing power parity," the exchange rate adjusts to differential movements in absolute levels, particularly movements resulting from differential rates of monetary expansion. When countries have widely differing inflation rates and rates of monetary expansion, exchange rates move roughly in sympathy with relative purchasing power parities. However, the exchange rate also adjusts to accommodate changes in relative price of different national outputs, dictated by changes in underlying real economic conditions. Accordingly, the exchange rate is also identified with the relative price of imported (or tradable) goods in terms of domestic (or non tradable) goods.

La science et la technologie au service des pauvres et du développement durable en Afrique
L'Afrique fait face à de graves problèmes dans le domaine de la sécurité alimentaire bien plus graves que dans n'importe quelle autre région du monde. Les deux-tiers des pays touchés par l'insécurité alimentaire sont des pays africains. Dans ces pays, la production vivrière par habitant est en recul depuis de longues années. La faiblesse du niveau technologique est un obstacle majeur à la réalisation de la sécurité alimentaire et du développement durable. La faiblesse de «l'apprentissage technologique», l'absence de politiques technologiques adéquates, l’incapacité de répondre pleinement aux défis de la mondialisation et de bien saisir les enjeux essentiels qui façonnent le monde contemporain sont autant d’éléments qui compliquent davantage la situation.

L’architecture institutionnelle africaine de lutte contre les flux financiers illicites
Dans le monde entier, la lutte contre les flux financiers illicites est devenue un domaine prioritaire pour la réalisation du développement durable et la mise en place d’institutions et de sociétés inclusives. Tant dans le Programme de développement durable à l’horizon 2030 que dans le Programme d’action d’Addis-Abeba de la troisième Conférence internationale sur le financement du développement, des objectifs explicites ont été adoptés pour lutter contre les flux financiers illicites. Cela reflète un consensus général sur le fait que non seulement les flux financiers illicites drainent les ressources nationales indispensables au développement durable, mais ils érodent également la confiance dans les contrats sociaux et les systèmes de gouvernance, et accroissent les inégalités à l’intérieur des pays et entre eux. La présente note d’orientation examine les types, les canaux et le statut de ces flux sur le continent afin de recommander des initiatives visant à renforcer l’architecture institutionnelle créée par les gouvernements africains pour les endiguer. La note aborde les quatre principales sources de flux financiers illicites en Afrique : la fraude fiscale sous forme d’évitement fiscal et d’évasion fiscale, la fausse facturation commerciale, le blanchiment d’argent et la corruption. Chacun de ces flux contribue à la faiblesse des institutions, à la mauvaise gouvernance et au non-respect de l’état de droit, et est influencé par ces facteurs.

This document is the result of an intensive grappling with problems of the economic reconstruction of the former communist standard models for the states of Europe. The tasks which these countries are facing are historic and new. Standard models for the transition from the controlled economy to market economy do not exist. Many new ways have to be proved in practice, and sometimes new challenges have to be courageously met.
