Experts attending the meeting to formulate the AfCFTA implementation strategy in the Democratic Republic of Congo (DRC) discussed a range of sectors that could help the country benefit from the agreement. The meeting to discuss the AfCFTA strategy was organized in Kinshasa by the UN Economic Commission for Africa (ECA) through its office for Eastern Africa in collaboration with the Ministry of Industry and the Ministry of Foreign Trade in DRC. This agreement [AfCFTA] presents a unique opportunity to dismantle this colonial economic model by embarking on Africa’s massive scale industrial development and establishment of regional value chains across the continent”, however, that industrialization is not going to happen overnight as it requires discipline and, dedicated implementation of industrial development strategies decades after decades.

M Songwe a déclaré que la réunion, qui s’est tenue le 7 juillet, a été l’occasion de faire le point sur tout le travail accompli par la CEA avec l’Union africaine et l’Égypte, Présidente de la COP 27, concernant le changement climatique au sens large et des questions spécifiques telles que La transition énergétique et ce que cela signifie pour l’Afrique. En conclusion de la session, Vera Songwe a exhorté les membres du Groupe africain à assister aux réunions précédant la COP 27 et a exprimé la disponibilité de la CEA à poursuivre les séances d’informations aussi souvent que le Groupe africain le souhaiterait.

The theme of the symposium was: ‘Africa’s Development Agenda: Lessons from the Adebayo Adedeji Years and Policy Options for the 21st Century’. The facilitator of the event, Mr. Said Adejumobi, Director of the ECA’s Southern Africa regional office said that it is befitting for the ECA to honour the late Prof. Adedeji who spent 16 years working tirelessly for Africa’s development while at the helm of the organization.

UN-SPIDER, ECA and SWF on Friday concluded the regional workshop entitled: Building upon Regional Space-based Solutions for Disaster Management and Emergency Response for Africa. The workshop gathered participants from Africa, Europe, the Middle East, and the Americas, ranging from high ranking officers from civil protection agencies, space agencies from African nations, regional Centres of Excellence and training centres, research centres from Africa and Europe, mapping and remote-sensing agencies, representatives from ministries of agriculture and environment, as well as representatives of private agencies that commercialize space imagery, products and services. Using a combination of plenary presentations, panels, and discussion sessions, the workshop presented the most recent advances regarding the use of space-based information for disaster risk management and emergency response, as well as for other applications related to climate change and health.

Novel Corona Virus (COVID-19) update. 29 March 2021. Ethiopia has reported 1,982 new confirmed COVID-19 cases in the last 24 hours giving a total 202,545 confirmed cases as of 29 March 2021. A total of 2,825 deaths have been reported since the beginning of the outbreak with a Case Fatality Rate is 1.39%. Majority of the cases (161,487) have been reported by Addis Ababa and Oromia regions constituting 79.7% of the national tally. However, there is high uncertainty in Tigray region given that no surveillance activities have been carried out since 4 November 2020 and considering that there were hundreds of active cases by the start of the military operation in the area. 155,190 (76.62%) cases have recovered, however 1,674 confirmed cases are undergoing treatment in the treatment centers of which 795 are in severe condition. Africa: confirmed cases 4,195,068; recoveries 3,754,469 and deaths 112,238. Global: vaccine doses 519,826,596; confirmed cases 127,150,285; recoveries 71,754,135 and deaths 2,783,011.

Ethiopia reported 384 new confirmed COVID-19 cases in the last 24 hours with a positivity rate of 5.1% giving a total 364,960 confirmed cases as of 30 October 2021. 14 new deaths reported adding to total 6,451 deaths reported since the beginning of the outbreak with a Case Fatality Rate is 1.77% 339,320 (93%) cases have recovered, however 943 confirmed cases are undergoing treatment in the treatment centers of which 425 are in severe condition In the last 24 hours, 7,458 RT-PCR and Ag-RDT tests were conducted giving a cumulative 3,692,421 RT-PCR and Ag-RDT tests conducted 19,187 total active cases and 228 recovered and discharged on the same day. A total 4,749,702 vaccine doses administered, and 3,500,086 people have been fully vaccinated.

Carbon markets have grown rapidly in recent years but remain poorly developed in Africa. The African continent is endowed with vast carbon sinks and pools in its forests and water resources, including in the Congo basin, which plays a key role in regulating the global climate and provide a vast range of services to economies and communities. The forest in the Congo basin ranks second after the Amazon rainforest in terms of mitigating global anthropogenic carbon dioxide emissions, notably from the combustion of fossil fuels. Nevertheless, Africa receives almost no financial assistance or investment flows for the mitigation services it renders to the rest of the world. The present study has been drafted with a view to addressing those challenges by facilitating the development of a standardized and harmonized protocol on greenhouse gas (GHG) emissions that provides for the harmonization of carbon emission accounting, verification, and reporting mechanisms. The study aims to support carbon market integrity, bolster institutional capacity, and boost private investment in inclusive green and blue economies in Congo Basin Climate Commission countries.

The African Women's Report (A WR) is one ofECA's four flagship publications and the only publication dedicated to gender issues at the continental level. The AWR is a strategic information and communication tool that provides for Gender analysis of national, sub-regional and regional policy frameworks and also follows up and records progress, best practices and new priorities on the status of women in Africa. The African Women's Report (AWR) for 2002/2003 will for the first time introduce an index to measure the progress in addressing the inequalities that exist between men and women and therefore allow for a more objective way to measure the achievements and limitations of the progress. The production of the AWR therefore, will include the definition of a gender index, the testing of this index in the field and then the production of the AWR comprising of the AGDI.

Le présent communiqué de presse porte sur le Bureau pour l'Afrique du Nord de la Commission économique des Nations Unies pour l'Afrique et le Conseil National de la Population du Soudan ont lancé mardi 11 octobre à Khartoum, Soudan, un atelier national de renforcement des capacités sur l'emploi et la création d'emplois. The words of 29-year Wala Matari from Cameroon may be uncompromising, but they are a heartfelt and honest window into the suffering she has experienced, and the enduring torment of the unspeakable atrocities perpetrated by ruthless terrorists against this mother of six. Every Sunday, she told UN News in her new home town in the far north of the country, she walks the dusty paths which cross-cross the parched and sparsely-vegetated landscape, to bring her children to church. One Wednesday night in September 2014 armed insurgents attacked her previous home in the village of Zelevet, ransacking and burning down homes and then dragging their occupants into the bush. The reign of terror began in the north-east of Nigeria with the formation of a group which called itself Boko Haram – which roughly translates as Western-style education is a sin - and has since spread to include Cameroon, Niger and Chad.

Africa should harness its vast mineral reserves to drive economic transformation and accelerate sustainable development on the back of power poverty, the Acting Executive Secretary of the Economic Commission for Africa, Antonio Pedro has urged, highlighting that the continent is well position to spearhead clean energy transition. “Africa therefore needs a deep rethink on how it addresses its vast development challenges if it is to meet the goals of Agenda 2063, the UN 2030 Agenda for Sustainable Development and various national development goals, while positioning itself at the center of the global clean energy transition agenda,” Mr. Pedro said. A green energy transition is essential for Africa, a region accounting for 80% of the 733 million people globally without access to electricity and 39% of the 2.4 billion people without access to clean cooking.

It is increasingly depending on industrialized countries for its needs. At the same time, earnings from major export crops have drastically fallen while external debts of many African States have multiplied over the last decade. Sub-Saharan Africa is the poorest part of the world's economy, the only region where the rate of growth of population is increasing and where average per capita income is likely to continue to fall during 1985-1995, involving an estimated fall in per capita GDP of 0.7 per cent. Statement of the Executive Secretary of the Economic Commission for Africa at the First African First Ladies Summit. The Executive Secretary on his remarks outlined that, the fact that women bear the disproportionate burden of war and conflict, they are seldom involved in the decision-making processes that lead to conflict and peace at the national and international levels. At ECA, in our efforts to carry out strategic institutional changes that will render our role in promoting development in Africa more effective, we have decided to pay special attention to gender issues both within ECA and in our member States. The role that the First Ladies of Africa have carved out for themselves as ambassadors of peace through peace missions in war-torn countries and as advocates for the inclusion of women in negotiating teams as part of the mechanism for conflict prevention, management and resolution, will add a welcome voice to the recommendations of the African and Global Platforms for Action.

Le Centre africain pour la politique climatique (ACPC) a accordé à l'Agence météorologique nationale éthiopienne ordinateurs pour soutenir la mise à niveau du réseau d'observation du climat du pays. Ce don est le premier envoi d'un lot d'équipements que la Commission économique des Nations Unies fournit au gouvernement éthiopien par l'intermédiaire de son ACPC pour l'assistance aux pays africains. Ce projet vise à renforcer la capacité du pays à mieux planifier l'utilisation de ses ressources en eau et à répondre aux stress hydriques induits par le changement climatique. La couverture actuelle du réseau d'observation du climat en Éthiopie est inférieure au niveau recommandé par l'Organisation météorologique mondiale.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the international human rights treaty for women, was adopted by the United Nations General Assembly 30 years ago. To date, 186 countries have ratified the Convention and 98 of these countries have ratified its Optional Protocol, which allows the CEDAW Committee to hear individual complaints of rights violations. The Eighth African Regional Conference on Women celebrated in words and songs the 30th anniversary of the United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). As we celebrate the birth of this instrument, the changes that we seek today are the result of women’s mobilization over many years, today women’s equal rights and gender equality are part of the political debate.

The meeting, attended by 22 participants comprising a mix of African LDC focal persons and development planners, provided a platform for frank discussion on how to improve performance on the IPoA. Participants acknowledged that there has been limited progress in achieving the IPoA in Africa and urged governments and development partners to step up the mainstreaming and implementation of the IPoA. In this context, development partners need to prioritize LDCs and fulfill their commitments with respect to ODA, market access, investment promotion and access to technology.

Les problèmes fonciers, comme ceux de la famille africaine, sont des plus complexes et des plus déroutants. Le Cameroun, avec sa diversité ethnique, présente un complexe inextricable de différentes conceptions de droits fonciers. Cependant, sauf dans les zones surpeuplées et parfois dans les villes, les tensions provenant des problèmes fonciers étaient pratiquement inconnues au Cameroun jusqu'à il y a environ une trentaine d’années. Avec le développement économique et surtout le surpeuplement de certains secteurs, avec l'aménagement des villes, l'Etat s’est vu obligé de s'immiscer dans les affaires foncières. Et ce depuis longtemps d'ailleurs, dès la colonisation allemande (1 884 - 1916). Les allemands avaient lancé l'ébauche d'une législation foncière.

This special session of the CSD comes one year after the coming into force of the Kyoto protocol, a key instrument in combating global climate change. This report aims to inform the CSD 14 on the status of climate change in Africa. Specifically, section 2 discusses climate change in the context of sustainable development, section 3 reviews strategies that have been used to combat climate change in the region in the recent past, while section 4 analyses the region’s vulnerability to climate change impacts response activities and means of implementation. This paper concludes by identifying issue and questions to be considered for integration into future climate change mitigation and adaptation strategies of African countries.

This statement presented by the United States observer Samuel Z. Westwrfield deputy assistant secretary of state for African Affairs to the seventh session of the Economic Commission for Africa. In his statement on the seventh session pointed out that there are exciting times in Africa as new countries emerge to take their rightful place in the society of nations and to forge a better life for their people. The United States has manifested is concern for the people of Africa in many ways; by direct economic and technical assistance which amounted to over two billion dollars in the period 1960-1964; by the confidence which American private investors have demonstrated by increasing investments five-fold in this continent during the past decade. The United States shares the concern of African countries with respect to the urgency of early rapid development of transport and telecommunications links as basic pre-conditions for economic co-operation and growth in Africa.

Tools for assessing and measuring the innovation capacity and performance of countries have steadily improved over the years. However, there are few tools for assessing and comparing national innovation policy environment. National policies play a critical role in improving the environment, setting priority areas and providing the incentives for innovation. Therefore, it should be possible to assess the national innovation policy environment by addressing the clarity, intentions and implementation of objectives and actions in key areas that affect innovation. Assessing the national innovation policy environment using similar tools as those for assessing investment a business environment among others, is one approach. Such approach enables governments to identify the key challenges in regulations, administrative procedures and public sector practices that inhibit the development of innovation capacity in the field or sector of interest. These surveys largely focus on how well the national policies are aligned to support the field of interest as opposed to actual volumes of business or investment.

The ICAO Technical Assistance Programme has been in operation in- ' African countries since 1950. By 1963, ICAO Technical Assistance Missions had been established in fourteen African countries, with the size of the individual missions varying from one hundred and twenty experts (in Congo (Leopold-ville)) down to single-expert missions. Fellowships for training in the field of civil aviation were provided for students from six additional African countries which did not request direct assistance from ICAO experts.

The Zimbabwe government is currently consulting stakeholders on a new national development blue print, the Zimbabwe agenda for sustainable socio-economic transformation (ZIMASSET II), for the period 2019–2020, to replace ZIMASSET I, for 2013–2018, which ends in December 2018. The new economic blue print will be anchored on the same four pillars as ZIMASSET I: food security and nutrition; social services and poverty eradication; infrastructure and utilities; and value addition and beneficiation. The focus of ZIMASSET II will be on investment, research and science and technology innovation systems which are key to enhancing productivity, efficiency, competitiveness, industrialization and transformation. ZIMASSET II will be aligned with the 2030 agenda for sustainable development and agenda 2063. The country’s economic growth rate has been on a gradual decline since the peak of 2011, when real GDP growth was recorded at 11.9 per cent. The growth rate declined to 0.7 per cent in 2016, down from the 1.4 per cent registered in 2015.The economy is projected to register a positive growth in real GDP of 3.7 per cent in 2017, however, thanks to strong performance in the agriculture and mining sectors, which are expected to grow by 15.9 and 7.5 per cent respectively. The better than usual rains in the 2016/17 season, the support provided by the government through the command agriculture program and the presidential Input scheme and by the private sector through contract farming will further buttress the positive contribution of the agriculture sector to national economic growth.

The United Nations Statistical Commission, at its 36th Session in March 2005, approved the 2010 World Programme on Population and Housing Censuses and established an Expert Group to take care of its implementation. The Expert Group, in turn, proposed the formation of working groups and technical subgroups to carry out its mandate. One of the main purposes of the Expert Group is to carry out the revision and update the global United Nations Principles and Recommendations for Population and Housing Censuses (P&R). To carry out its mandate, the Expert Group is expected to work in conjunction with the Regional Commissions and other relevant organizations in order to take into consideration processes already in place, to maximize the efficiency of the process, to avoid duplication of effort and to ensure coordination and harmonization of the results.

The 6th PIDA Week opened virtually with key speakers stressing the need for Africa to continue to invest in quality and sustainable infrastructure if the African Continental Free Trade Area (AfCFTA) is to deliver for the continent. The AfCFTA’s main objective to boost intra-African trade can only be achieved with adequate quality infrastructure. PIDA will aid the attainment of AfCFTA goals through facilitating the movement of goods, services, people and capital across the continent, as well as support the development of regional value chains.

The staffing situation of the UNECA Statistics Division during the biennium 1992-1993 is comparable to that for the biennium 1990- 1991. The Division had an average of 90.5 per cent of the total of professional work-months originally provided for it in the work programme budget, as against 91 per cent for the previous biennium. A list of professional staff of the Division is attached as Annex. It is proposed that the Joint Conference should review the ECA statistical activities during the biennium 1992-1993, taking into account the relevant work programme (Annex II), consider the approved 1994-1995 work programme (Annex III) and the provisional work programme (Annex IV).

The term economic infrastructure is here used to cover transport and communications, water and energy resources. The importance of this type of infrastructure lies in its promotion of mobility; mobility of ideas, of persons and goods. Poverty and underdevelopment are correlated with immobility as this limits the spread of ideas, increase in production and distribution of goods and services, and the growth of population and markets. There are two general factors of African development to be considered in this connexion; the inadequate provision of economic infrastructure, the effects of which are obvious, the relationship between the types and patterns of economic infrastructure provided and the type of growth and development which may therefore result. Finally, there is a third factor which follows from the second, the role of infrastructure as a means of controlled growth and development. These factors will be considered in greater detail in connexion with transportation in a subsequent lecture, but it is best to keep them in mind from the outset since they are important to an explanation of the rates of growth and development which have occurred on the African continent up to this point. In general, geographical and other natural factors determine the nature and the cost of economic infrastructure which can be provided, given the technology in use.

This Statement presented by Mr. Abdoulie Janneh, UN Under-Secretary-General and Executive Secretary of ECA at the Ninth Ordinary Session of the Executive Council of the African Union. Mr. Janneh, on his remarks outlined that, The High Level Plenary on Poverty Reduction Strategies and the MDGs held in Cairo in March, which was jointly organized by the African Union Commission, the ECA and the Government of Egypt, with support from the United Nations Development Programme (UNDP), was one early fruit of our renewed commitment to deepening our collaboration. In particular, it helped to advance the regional development agenda in an important policy area. ECA is working with the AU Commission, the NEPAD Secretariat and other regional partners, in key fields such as the African Peer Review Mechanism (APRM), the promotion of gender equity, the fight against HIV/AIDS, the NEPAD/OECD mutual review on development effectiveness, as well as the international financing for development agenda an issue on which we had meaningful meeting in Abuja in May co-sponsored by the Federal Government of Nigeria, the ADB and ECA.

Participants attending the African Climate Talks II (ACT!-II) in Addis Ababa, Ethiopia want Africa to change how it does business to reap the benefits of the Paris Agreement. Attending the two-day talks dubbed “Market policy versus market mechanisms in the implementation of the Paris Agreement”, that begun today, speakers called for an urgent shift in how the continent will forge ahead to escape the consequences of climate change. “Meeting for a few weeks a year is simply not realistic if the objective is to stabilize the Earth’s climate and maintain the conditions needed for the continuation of civilization,” DiAping said. He called on African leaders to recognize that the continent faces an existential crisis that it cannot alone solve. “Africa does not lack the capacity to deliver on its promises. We should talk about capabilities of implementing the same. The continent has a strong reservoir of research brains which we need to nurture and use in solving our problems,” Ngonzo said. Prof Seth Osafo called on developed countries to meet their pledges in climate change commitments.

The objective of this paper is to highlight the dimension of -the complementary role played by African institutions of higher learning and to suggest short and long-term actions to strengthen human resource management in Africa. The paper is divided into five parts, including the introduction. The second and third parts identify, at the macro-level, "basic persistent human resource problems in Africa and their implications for redressing the socio-economic crisis the fourth part highlights the nature and scope of the role of African institutions of higher learning in relation to those implications. Finally, a few recommendations for action are made with an ultimate view to redressing the present crisis and preventing its recurrence.

La situation de crise socio-économique que traverse le Togo depuis le début des années 90 accentue la pauvreté et se traduit par divers phénomènes sociaux dont la nature et l'ampleur ne sont pas évaluées dans le cadre des travaux du système statistique national. Le système statistique national du Togo est cependant marqué par des contraintes techniques et financières et organisationnelles qui ne lui permettent pas de faire face à une demande d'informations statistiques toujours pressante. Le cadre légal et institutionnel de la statistique togolaise n'est pas adapté aux attentes des utilisateurs. II se distingue par la prolifération non coordonnée de comites thématiques qui renforcent les réflexes circonstanciels d'estimations et d'extrapolations des indicateurs, sans apporter des réponses pertinentes et viables aux problèmes de collecte.

The two-day Horn of Africa trade forum ended Friday in Addis Ababa with participants agreeing that with the African Continental Trade Agreement (AfCFTA) now in force, it was time for the continent to increase domestic production of pharmaceutical products and end over dependence on imported medicines. The AfCFTA, they agreed, provides an opportunity for economies of scale, lack of which previously hindered African pharmaceuticals production. Economic Commission for Africa’s (ECA) Director for Regional Integration and Trade, Stephen Karingi, in closing the forum which focused on pharmaceutical, said domestic policies that can be used to support the industry include investment assurances, grants, fiscal incentives and local content requirements. They recognized the close link between peace and trade and the need for governments to better engage the private sector if the AfCFTA is to achieve its goals. Participants also discussed the next steps required for operationalization of the agreement and national implementation strategies.
