In accordance with resolution 519 (XIX) of the tenth meeting of the ECA Conference of Ministers, the Ad Hoc Committee and the Chief Executives of ECA and OAU-sponsored institutions held a joint meeting on 10 January I985 at ECA headquarters and at which the findings, conclusions and draft proposals of the Ad Hoc Committee were discussed. The Chief Executives provided the Ad Hoc Committee with additional information and useful comments and suggestions which were helpful to the Ad Hoc Committee in preparing its final report. , For the purpose of preparing this report, the Ad Hoc Committee held between July I984 and February 1985, altogether nine meetings at ECA headquarters. Botswana and Benin were unable to attend any of these meetings,
