This paper is an attempt to add substance, dimensions and thereby contribute to the ongoing: (a) teaching learning improvement workshop activities (initiated under the sponsorship of the German Foundation for International Development with the collaboration of ECA) for the eventual development of University centers for research and development into and the improvement of teaching and learning: and in general the improvement of university functions; (b) debate and concerns relative to: (i) relevance of universities in an era of socio-economic crisis; (ii) student restlessness which has given rise to concerns of whether there is effective teaching and learning at universities, if so what new courses of action are, called for; (iii) whether African Universities have contributed to bringing out innovative inventions of knowledge and technology that could have been applied to arrest the present socio-economic and management crisis.
