This paper states that the Rural development has a primary objective of transforming agricultural areas so that they "become integral parts of the market economy of the nation thereby raising the standard of living of the rural populations. The rural sector is made up of the human and natural or social^ economic and physical forces so that any approach to planning for it must of necessity be inter disciplinary and inter-departmental.
